Statement of Work- GJFO Pinyon Jay Surveys FY26

BACKGROUND
The Upper Colorado Interagency Fire Management Unit is performing vegetation treatments for hazardous fuels loading, wildlife habitat, and ecological restoration. Prior to implementation identified areas will need to be surveyed for BLM special status species and assessed for impacts. This statement of work is for multiple projects that are planned on the Western Slope of Colorado, for the Bureau of Land Management, Grand Junction Field Office.
Reconnaissance maybe be completed at any time of year to evaluate access and terrain for bid. Elevation ranges form 5600 ft to 8500
ft. Roads can become inaccessible rapidly from rain and snow. Adequate off road driving and inclement weather driving skills are encouraged.
Proposed Project:
This Wildlife Survey is an inventory of Pinion Jays located in proposed fuels/vegetation treatments in the Wagon Park, Glade Park and Plateau Valley areas. The total acreage for all treatment areas is 12,734 acres. There are 75 identified survey point locations.
Wagon Park treatment areas- located on public lands managed by the BLM GJFO. The project areas are located off the Dominguez Cut off rd, approximately 20 miles South of Grand Junction, CO. The legals are 6th Principal Meridian (T. 14 S., R. 100 W., Secs. 20, 21, 28, 29, 31, 32, 33, 34, 35, 36) (T. 15 S., R. 100 W., Secs. 1, 2, 5, 8, 9, 10, 11, 12, 13, 14, 15, 16, 23, 24, 25) (T. 15 S., R. 99 W., Secs.

(Travel on dirt roads in these areas during or immediately after rain showers is not recommended. Few roads exist within the project area, and in many areas, access will be limited to foot travel. Surveys will identify and map Pinion Jay Species resources in the survey polygons.
Glade treatment area- located on public lands managed by the BLM GJFO. The Project area is located 15 miles Southwest of Grand Junction, Colorado. The survey area is accessible via 16.5 rd north bound from the Glade Park store in Glade Park, CO. The Glade Park area will consist of one small polygon. The legals are (T. 13 S., R. 102W., 13, 23, 24, 25, 26) See attached maps.
Plateau Valley treatment areas- located on public lands managed by the BLM GJFO. The survey area is accessible via County and BLM roads heading East and West from Mesa, CO. The project areas are located in the vicinity of Mesa, CO, approximately 20-25 miles East of Grand Junction, CO. The legals are 6th Principal Meridian (T. 10 S., R. 97 W., Secs. 23, 26, 27, 33, 34, 35) (T. 10 S., R. 96 W., Secs. 21,22, 27, 28) (T. 11 S., R. 97 W., Secs. 1, 2, 3,) See attached maps.
The biologic resource survey will be 12734 acres in all identified areas of the GJFO. The BLM is requesting that suitable habitat be surveyed using pedestrian surveys. This project ensures compliance with Section 7 of the Endangered Species Act, and BLM’s Resource Management Plans that requires the survey of project areas for Special Status Species. These surveys will identify and map this particular species, allowing the BLM to perform vegetation treatments, while avoiding direct impacts that are identified during the surveys.
PERIOD OF PERFORMANCE
The Period of Performance is from February 16th, 2026 until May 15th, 2026 (final report due). Prior to beginning survey’s coordination with Project Inspector would be required to help determine unit access and notification of the start of the project.
PROCUREMENT DELIVERABLES BY TASK
Pinyon Jay surveys will follow the Colorado Parks and Wildlife Survey Recommendations for Locating a Pinyon Jay Breeding Colony as closely as possible. Protocol may be updated as new information becomes available. Deviations must be approved by a BLM biologist.

Task 1: Desktop Analysis:
When assessing a potential survey area for Pinyon Jays, begin with a Desktop Analysis to direct survey efforts using available habitat GIS layers (provided by BLM). Overlay the provided 2.5 km x 2.5 km survey grids on the area of interest to help focus survey effort.
Current knowledge from surveys conducted between 2019 and 2021 indicate that in Colorado, pinyon jay breeding is associated with pinyon juniper woodland, juniper savannah and juniper shrublands. Known colony sites appear to be associated with interspersions within or connections to sagebrush shrublands and/or salt desert shrub communities. While breeding elevations vary across the state, in general, breeding elevations are near the lower end of that community in any given region. Digital aerial photos are also very useful to examine the survey area and assess the validity of the habitat models. During the desktop analysis, the surveyor should plan out the best possible method (see Point Counts and Area Searches below) for the survey based on access and to focus efforts in areas that appear to be the most likely pinyon jay breeding habitats.
Task 2: Biologic Survey:
Field Inventory-Pinyon Jay
In Colorado, pinyon jays began breeding activities in mid-February with most birds completed with nesting by late May. Normally from mid-February to mid-March birds are performing courtship behaviors and building nests. From late March to late May the majority of pairs are incubating or raising nestlings. At the higher elevation sites in the state, for example in the San Luis Valley and around Gypsum, the initiation of courtship behavior begins in early March. Breeding can be interrupted or delayed with snow events or a significant decrease in temperatures.
Point Counts - The desktop analysis determines where to start the point count route. Point counts will be conducted using the search grids and point locations provided by BLM. It is okay to move a point up to 250 m to take advantage of good observation and listening points. Stops should be marked with a GPS for follow-up surveys and tracks should be recorded to assess area surveyed. Continue point counts until you have surveyed all points provided in the survey area or until jays are detected.
A point count should last for a minimum of 6 minutes. At each stop, surveyors should visually scan the area with binoculars in addition to listening.
Area Searches – Area searches are an option to locate breeding colonies within the 2.5 km x 2.5 km plots overlaid on proposed habitat treatment areas. The area search approach gives the surveyor flexibility to choose a survey route that takes advantage of good observation points. Including point counts during area searches provides a more structured way to cover a plot than relying on surveyor judgment. Tracks of your survey effort should be recorded to assess coverage of a site. The goal of area searches is to survey the plot sufficiently so that no location in the plot boundary is further than 500 m from a surveyor's track.
The area search method should only be used to locate and map breeding colonies.
Three surveys spanning the breeding season (late February through mid May) will be conducted to adequately assess whether pinyon jays are in an area. If pinyon jays are detected during any survey and breeding behaviors are noted, the methods for locating the breeding colony found in the CPW Survey Recommendations for Locating a Pinyon Jay Breeding Colony will be followed. The extent of the colony will be mapped as closely as possible without causing undue disturbance to the birds.
Time of day and appropriate weather conditions for survey are defined in the CPW Survey Recommendations for Locating a Pinyon Jay Breeding Colony.
Task 2: Deliverable-Final Report
1. A final report and all associated shapefiles will be submitted to the Project Inspector by May 15, 2026. The written report should be in narrative format detailing the area surveyed, survey method and date, equipment used, occupancy status of the survey areas, location of observed nests and boundaries of any nesting colonies found. The topographic maps provided with the written report will depict survey area polygons, nest and colony locations, surface land management status, and existing transportation routes (1:24,000 and/or 1:100,000 scale preferred).

2. ArcGIS shapefiles in UTM Zone 13, NAD 83 of all discovered nests and surveyor pedestrian routes must accompany the final report. The final nest and colony shapefile attributes will include UTM easting, UTM northing, UTM Zone, survey date, observer name, nest status, slope at nest, aspect at nest, nest tree species, height of nest in nest tree, total nest tree height, nest tree diameter (DBH), general description of nest stand, and any relevant additional comments.
The final report, shapefiles, and photographs may be submitted in electronic format to the GJFO Project Inspector by email or via OneDrive. Questions concerning survey methodology or data and reporting requirements can be directed to the Project Inspector.

DIAR 1452.201-70 AUTHORITIES AND DELEGATIONS (SEP 2011)
(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.
(c) The COR is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the Contractor's right to proceed;
(5) Obligate in any way, the payment of money by the Government.
(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum. The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.
(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.
(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the COR.
(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.

(b) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. C.6 MODIFICATION FOR CONTRACT CLOSEOUT. FAR 452.204-70 (DEVIATION JUL 2022)
Upon contract closeout for contracts utilizing Simplified Acquisition Procedures (SAP) according to FAR 13:
(a) If unobligated funds in the amount of $1000 or less remain on the contract, the Contracting Officer (CO) shall issue a unilateral modification for deobligation. The contractor will receive a copy of the modification but will not be required to provide a signature. The CO shall immediately proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.
(b) If unobligated funds of more than $1000 remain on the contract, the CO shall issue a bilateral modification for deobligation. The contractor will receive a copy of the modification and will be required to provide a signature. (The CO may also request a Release of Claims be completed by the contractor, although not required for contract and orders using SAP procedures.) If the bilateral modification and Release of Claims are not returned to the CO within 60 days, the CO shall release the modification as unilateral and proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.

Requirements - Invoice Processing Platform (IPP) (February 2021)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor.
To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. E.2 52.212-1 INSTRUCTIONS TO OFFERORS-COMMERCIAL PRODUCTS AND
COMMERCIAL SERVICES (SEP 2023)
(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code(s) and small business size standard(s) for this acquisition appear elsewhere in the solicitation. However, the small business size standard for a concern that submits an offer, other than on a construction or service acquisition, but proposes to furnish an end item that it did not itself manufacture, process, or produce is 500 employees, or 150 employees for information technology value-added resellers under NAICS code 541519, if the acquisition—
(1)Is set aside for small business and has a value above the simplified acquisition threshold;
(2)Uses the HUBZone price evaluation preference regardless of dollar value, unless the offeror waives the price evaluation preference; or
(3)Is an 8(a), HUBZone, service-disabled veteran-owned, economically disadvantaged women-owned, or women-owned small business set-aside or sole-source award regardless of dollar value.
(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show—
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of offers;
(3) The name, address, and telephone number of the offeror;
(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;
(5) Terms of any express warranty;
(6) Price and any discount terms;
(7) "Remit to" address, if different than mailing address;
(8) A completed copy of the representations and certifications at Federal Acquisition Regulation (FAR) 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);

(9) Acknowledgment of Solicitation Amendments;
(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and
(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender’s request and expense, unless they are destroyed during preaward testing.
(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with FAR subpart 4.10), or alternative commercial products or commercial services for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.
(f) Late submissions, modifications, revisions, and withdrawals of offers.
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2) (i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and-
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or
(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government’s control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent…
