About this file

This is a Request for Quotation (RFQ) for forestry consulting services issued by the Bureau of Land Management (BLM) for the Pocatello & Upper Snake Marking & Cruising project. The solicitation number is 140L2626Q0029, with a due date of April 24, 2026, by 11:00 a.m. MDT, and quotes must be submitted via email to Thomas_parsons@ios.doi.gov. This is a small business set-aside under NAICS code 115310 with a size standard of $34.0 million in annual receipts. The contract is on an "all or none" basis with an approximate start date of June 1, 2026, and completion by December 15, 2026 (197 calendar days). The work will be performed on BLM lands in Idaho at two locations: the Pocatello Field Office (Deep Creek Range, approximately 317 acres) and the Upper Snake Field Office (Dry Ridge, approximately 299 acres).

The contractor must provide three main services: (1) identify and mark trees to be retained through painting with yellow paint (Deep Creek) or orange paint (Dry Ridge) per silvicultural prescriptions across two marking units totaling approximately 616 acres; (2) conduct timber stand cruise surveys using hand-held personal computers with Eco Survey software to collect vegetation data on approximately 75 plots; and (3) provide all labor, equipment, tools, supervision, and materials except government-furnished property and services. The bid schedule requires pricing for three line items: Deep Creek Range marking (317 acres), Dry Ridge marking (299 acres), and Deep Creek Range cruise surveys (75 plots). Evaluation will be based on technical capability, prior relevant experience and past performance, and price, with technical factors weighted significantly more than price. Contractor must maintain qualified supervisory and crew personnel meeting specific forestry experience requirements, provide quality assurance and safety plans, manage work camp sanitation and cleanup, comply with environmental and cultural resource regulations, and obtain Migrant and Seasonal Agricultural Worker Protection Act registration. Payment will be made based on inspected and accepted work quality percentages, with a minimum acceptable quality level of 90 percent, and reinspection costs charged to the contractor for deficient work.

INSPECTION AND ACCEPTANCE

6.0 QUALITY ASSURANCE PLAN/INSPECTION

6.1 The Contractor is responsible for providing quality control to assure that work complies with requirements of contract specifications.

The Government may inspect completed units as a basis for acceptance and payments, and to provide recommendations to improve work quality while work is in progress.

6.2 All work included in the contract specifications shall be subject to inspections by the Government at periodic intervals during the performance of this contract. Inspections are for the sole benefit of the Government and shall not release the Contractor of the responsibility of providing quality control measures to assure that the work strictly complies with the contract requirements.

7.0 INSPECTION, ACCEPTANCE, AND BASIS OF PAYMENT

7.1 Inspections

7.1.1 Inspections on “leave” tree marking will be made on a series of variable plots located at random intervals across each work unit. Sufficient plots will be taken to obtain at least a one percent sample of the work unit. On each plot inspected, the following information will be recorded:

- Number of leave trees that should be on the plot.

- Actual number of leave trees marked.

7.1.2 Inspections on cruise plots will be made to ensure collected data is acceptable. 10% of measured plots will be check cruised for accuracy.

7.2 Acceptance

7.2.1 Leave Tree Marking: Work Quality Percentages are derived from data developed from inspection plots. The sum of the errors (unmarked leave trees and marked take trees) divided by the number of leave trees that should be found, determines the quality rate. This rate subtracted from 100 percent provides the basic work quality percentage. The final work quality percentage times the bid price determines the adjusted pay rate.

Example:

Number of leave trees that should be found = 80 Number of unmarked leave trees + number of marked take trees = 8 8 divided by 80 x 100 = 10 % 100% minus 10% (Work Quality Percentage) = 90 %

90% x bid price =Adj Pay Rate

(i.e. The bid price leave tree marking is $20/acre. The adjusted pay rate for Leave Tree Marking would be $18/acre.)

A minimum work quality standard of 90 percent is required for tree marking. Based on inspection results, if the work quality percentage falls below 90 percent, the Contractor shall rework areas designated by the Project Inspector until satisfactory work quality is obtained.

The Contractor shall use black paint, per Section 5.4 to cover paint applied to incorrectly marked trees. If the quality of the work is not raised to acceptable level, the CO may issue a Suspend Work Order.

7.2.2 Cruised Timber: At least 10% of completed plots will be check cruised by authorized officer for accuracy and completion.

7.3 Acceptable Quality Level (AQL) of at least 90% percent is required for each survey unit. Payment adjustments for work quality between 90 and 94% will be paid at actual quality earned as described below in 2.2.1.

7.4 Work quality percentages are derived for each Survey Unit based on inspection results.

7.5 To determine acceptability of work, a tally point will be assigned to each of the required data elements identified in 1.4 with the following exceptions:

For the Variable Radius plot, each field of entry will be assigned a single point with the exception of tree count. A missed unit average tree count will result in a re-work (see 1.3).

The aggregate of all points from all plots inspected will establish the total points available for the survey unit. Errors that exceed contract tolerances will be assessed in the following manner:

One error point for each field of entry on the 3/6 Plot Description screen.

One error point for each field of entry on the variable plot except for those fields listed below:

Two error points for each tree species, live/dead, and cut/leave on the Variable Radius Plot.

Tree count on the variable plot does not receive tally or error points (see 1.3).

The total number of tally points minus error points equals satisfactory points. Satisfactory points divided by the total number of tally points on the inspection determine the percentage of satisfactory work. This rate, expressed as a percentage and rounded up to the nearest one (1) percent, determines the total work quality percentage.

AQL Calculation Example

Example AQL Component Example Mathematical Value Total number of tally points 86 Total number of error points -5 Total Satisfactory points 81 Work quality rate = 81 ÷ 86 0.942 Satisfactory work percentage = 0.942 X 100 = 94.2% Acceptable Quality Level (AQL) - Rounded up 95%

7.6 Unsatisfactory Work Quality

Work quality below the AQL of 90% will be considered unsatisfactory. Based on inspection results, if work quality is determined to be unsatisfactory, the Contractor will be required to rework the unit until AQL is achieved. Once the AQL is achieved, payment will be made in accordance with 4.0.

If the plot quality percentage falls below 90% for a Survey Unit, or if any unit is rejected on the basis of those deficiencies described in Section 1.3, the COR will immediately notify the Contractor in writing and the contractor will be required to improve the quality of the work. If the quality of the work is not raised to or above the minimum acceptable level within 5 consecutive work days after written notification, the CO may issue a Suspend Work Order, or an official cure notice may be issued by the CO.

7.7 REINSPECTION - ALL ITEMS

The Contractor shall be liable for extra costs incurred by the Government, as a result of its performance or lack of performance, to conduct the second and subsequent reinspection of any Survey Unit. Costs include, but are not limited to, inspection time and vehicle operating costs.

7.8 PAYMENT

Payment will be made as Survey Units are inspected and accepted. Payment for accepted work is based on the work quality percentage determined through the inspection analysis.

Work quality percentages are derived from data collected on inspection plots. The final work quality percentage multiplied by the unit price determines the unit pay rate. A work quality percentage of 95% percent or higher will result in full payment

ATTACHMENT 4 – DEEP CREEK RANGE SILVICULTURAL PRESCRIPTION

The project area has been broken into three units (see Attachment 2A and 2B). This is primarily to facilitate the sale of the timber. The objective is to improve the forest health by restoring stand stocking levels and composition to species that are more resistant to fire, insects and disease; healthy and mature Douglas fir and aspen. The intent is to preserve healthy legacy trees. As a general rule the legacy trees are ≥28” DBH.

Any units on property lines of the entire project area has been identified by the Government with survey markers. The prescription is based on forest health objectives and is general in nature. The project boundaries will be marked with pink flagging. The Contractor shall be responsible for determining unit boundaries based on the maps provided, as well as following flagged unit boundaries.

All leave trees throughout the project area shall be painted with approved yellow paint provided by the BLM.

Basal area from the stands ranges from 120-200 sq ft per acre. Though the project has been stratified into three different stands on the maps, the silviculture prescription is based on Forest Health requirements. The three different stands will be flagged in the field.

Marking Requirements:

The Contractor shall retain and manage for the largest diameter trees between 8–28-inch DBH, wherever practicable. Residual should be 20-40 BA. All trees over 28” will be marked as leave trees.

Aspen isn’t required to be marked, as no Aspen trees would be designated for harvest unless determined to be a safety hazard. When trees are of similar ages and sizes (8-28” DBH) the contractor shall retain Aspen (if present) then followed by Douglas fir. Douglas fir trees within 75 ft of an aspen stand will be marked to 0-20 BAF for aspen stand regeneration.

When possible, existing snags would remain on site at a per acre density of two snags between 15-and 20-inch DBH, four snags between 10- and 15-inch DBH, and eight snags between 5-and 10-inch DBH for wildlife benefit. If there are an insufficient number of snags available, the Contractor shall leave cull trees greater than 15” DBH for snag recruitment. The number of snags left is in addition to the number of trees designated for retention. An “S will be marked on these trees as well as the required strip. All dead snags will be marked but will not be tallied for basal area.

Plot and Grid Layout Procedures:

a. The Contractor will provide a random point with plot locations on each project map area. Spacing may vary on each Project Area Map. Generally, there will be a plot approximately every five (5) to six (6) acres, but this can vary. The Contractor shall perform all necessary measurements on each plot.

b. If no trees are located on the variable plot, go to the 2/6 Plot No Stocking Screen and enter a check mark in the box preceding “Trees Not Stocked” field if the plot is determined to be able to support trees. If the plot is determined as a Non-Forest site, enter a check mark in the box preceding “Non-Forest Plot” field. This information shall also be noted in the Plot Comment Screen.

c. If a plot falls on a road or stream, the Contractor shall move the plot one (1) chain (66 feet) to a point where the plot is no longer on the road or influenced by the stream channel. The Contractor shall note plot location deviations on the narrative sheet and on the Plot Comment Screen. In addition, the Contractor shall revise the GPS coordinates to correspond to the new location.

d. Plot centers that fall within old non-drivable dirt spurs and skid trails that have trees growing on them that contribute to the basal area of the stand shall not be moved and full plots shall be taken.

If these plot centers do not have trees growing on them that contribute to the stand basal area, then the plot shall be offset fifty (50) feet in any cardinal direction which avoids the condition.

The Contractor shall note plot location deviations on the narrative sheet and on the Plot Comment Screen. In addition, the Contractor shall revise the GPS coordinates to correspond to the new location.

e. If the plot cannot be installed due to hazardous conditions, (e.g., cliff, talus) the plot may be moved in the direction needed, up to 100 feet, to the least offset distance necessary to avoid the feature. The Contractor shall note plot location deviations on the narrative sheet and on the Plot Comment Screen. In addition, the Contractor shall revise the GPS coordinates to correspond to the new location.

f. Hazardous plot locations that cannot be resolved by applying 5.2.e, above, the Contractor will consult with the COR to develop a mutually acceptable location or location method.

Variable-radius plot

The Contractor shall select a BAF that results in an overall combined average of at least 6 trees per plot for all plots within each Survey Unit. (This is not a target on a per plot basis, but a required overall average for all plots combined). Only one BAF can be used for each individual Survey Unit.

Before selecting a BAF the contractor shall preview the Survey Unit to determine the appropriate factor to use. The variable plot will be measured and recorded in a 360-degree sweep starting clockwise from north.

Plot Numbers, Locations and Narrative

The approximate location of plots will be determined by the Government. The Contract will submit a numbering system to the authorized officer for approval. Plot locations will be shown on a map. Plot centers in the field shall be located within 50 feet of the location provided in GPS plot center data as shown on the maps (or as recorded for offset locations) and shall be within the Survey Unit.

For each survey unit, the contractor shall complete a brief narrative of any unique features or significant conditions observed throughout the Survey Unit. Screen 7/10 (Survey Notes) on the HHPC shall be used to record this narrative. (e.g., poor stocking, extensive animal damage, mistletoe, root rot pockets, snow damage, windthrow areas, wetlands, etc.) The contractor shall also mark these features and/or conditions on the task order map and/or the aerial photo.

For each plot, the Contractor shall report any unusual features or conditions located within the plot on the appropriate plot data screen. (e.g., large outcrops, large rockslides, domestic water intakes, cultural resources, caves, hazmat sites, windthrow, root rot, etc.) Screen 6/6 (Plot Comments) on the HHPC shall be used to record this narrative. The distance and azimuth from plot center to any off plot.

Identification and Marking of Tally, Site, Walkthrough, Borderline, and Age Trees

All tally trees within the variable-radius plot shall be identified by large (>4 inches height) legible numbers marked on the tree with white paint, at eye level, on the side of the tree facing plot center.

Trees shall be numbered consecutively starting at an azimuth of 360 degrees (due North) and proceeding in a clockwise direction around the plot center. Tally trees with forks below DBH are recorded as two (2) trees When two (2) or more trees are in the same azimuth line, the tree closest to plot center shall be given the smaller number. If the Site Tree is selected off the plot it shall be recorded and numbered as the last tree on the plot. Borderline trees shall be identified with an “X” painted to the same specifications as the tally tree number.

Plot Marking

Plot centers shall be marked with a wire flag noting the plot number and driven securely into the ground. Double fluorescent flagging (one blue and one orange) shall be hung as high overhead as possible, as close to the plot center as possible and shall have “STAND EXAM” printed on the orange flagging along with the plot number, examiner's initials, and date written with permanent ink.

Flagging colors will be as specified above OR as identified by the COR.

Plot Procedures

Required Data and Tree Flags for Tally Trees

Data shall be collected for each Tally Tree indicated by the assigned Tree Flag and Tree Type as shown below and outlined in Attachment 5.

Count Tree – A tally tree with no assigned tree flag (blank tree flag field) requires:

1. Species identification

2. Classification as a – o Cut/Leave (Yellow painted trees are identified as Leave trees) o Dead/Live tree

3. DBH measurement

4. Canopy layer

Height Tree – (30% randomly assigned by Eco Survey) A tally tree assigned with tree flag “H” requires:

1. Species identification

2. Classification as a - Standing/Fallen - Dead/Live tree

3. Total height / length measurement

4. DBH measurement

5. Damage Code (for any affecting volume, growth, or survival.)

6. Severity Code (if damage code is recorded)

7. Crown Classification

8. Crown Ratio measurement

Dead Standing - If any tree is classified as a Standing Dead tree, it would need any assigned tree flag rejected and the following required data collected:

1. Species identification

2. DBH

3. Height

4. Decay Classification

5. Damage Code (if evident)

Height Trees: The Height (“H” or “fH” flag) tree sample selection will be 30% of the tallied trees on the variable plot, unless specified otherwise in individual task orders. This value will be entered in the HDCP Default Stratum Setup Screen for the contract. With this setting, 30% of the tally trees chosen by the HDCP will require Height measurement data per survey unit. Since the Height trees are randomly selected, the number of Height trees chosen per plot will vary.

If the height tree sample selection percentage rate is specified in an individual task order, it would be not less than 30% and no greater than 60%.

A height tree shall be rejected if it is “fallen”. Reject that measurement by flagging that tree as “rH” in the data recorder. Measure the next sequential tree on the plot that is not already flagged as a height tree. The replacement Height tree shall be assigned tree flag “fH”. If no suitable replacement trees are available on the plot, then the first available tree on the next plot shall be selected as a replacement. If no suitable replacement trees are available and this is the last plot to be measured on the survey unit, then no replacement Height tree shall be required.

Borderline Tree Procedures: Occasional "borderline" trees occur (it is unclear whether they are in or out of the plot). These trees shall be determined to be “in” or “out” using the following procedure:

Calculate the limiting horizontal distance by multiplying the DBH of the borderline tree by the appropriate plot radius factor for the BAF being used on the plot.

If the measured horizontal distance from plot center to the center of the tree or to the face of the tree at DBH is less than the calculated limiting distance, the tree shall be determined to be “in” the plot and shall be tallied. The HHPC contains a Borderline Tree Calculation program that calculates the limiting horizontal distance and reports whether the tree is “in” or “out.”

Diameter Breast Height (DBH) Measurement: Measure DBH perpendicular to the bole of the tree at a point 4.5 feet (54 inches) above ground level on the uphill side of the tree. If a whorl of branches or other abnormality prevents measurement, then the DBH shall be measured above the abnormality as close to 4.5 feet as possible. Record DBH in tenths of an inch.

Forked Trees - A tree forked at or above DBH shall be tallied as one tree, and the required height measurement shall be taken on the tallest bole of the fork. A tree forked below DBH shall be tallied as two (or more) individual trees with required height measurement taken on each fork of the tree meeting minimum DBH.

Size Limits for Variable-Radius plot Tally Trees - Tally Live trees equal to or greater than 7.6 inches, unless otherwise specified by the COR. Tally dead standing trees ten (10) inches DBH or larger and ten (10) feet tall or taller. Tally dead fallen trees that are equal to or greater than the minimum merchantable DBH and Decay Class 1 or 2.

Height Measurement for Standing Broken Top Live Height Trees (flagged with an “H”) -

Standing Live Height Trees that have a broken top require two height measurements, total height and height to break. Total height is measured by incorporating all portions of the tree bole including broken off tops or missing tops. If the top or portion of the bole is missing or has been removed, estimate the length using comparable adjacent trees and include this length in the total height measurement. The appropriate % Deduct and Damage Code shall be applied to the missing portion of the tree. For trees with a broken top, a second height measurement, height to break, is required.

Height to break is measured from the ground to the highest measurable point of the standing bole.

(Note: Standing Live Count Trees do not require height measurements).

Hand-held Data Collection Instructions - The Contractor shall be responsible for proper input of all pertinent data. All data shall be entered into the handheld data collector (HHPC) in the field at time of collection.

Daily downloading of data to the Contractor’s PC is recommended to ensure backup of data.

Contractor shall retain all collected data on the HHPC and Contractor’s PC until such time as the data has been received, downloaded, and approved as satisfactory by the COR.

The Contractor shall be responsible for all data re-entry in event of equipment or software failure. The

Contractor shall be self-sufficient in the use of the software.

The Contractor is responsible for installation and operation of BLM Eco Survey Lite software furnished by the government on a CD. The contractor is also responsible for providing the appropriate communication software that is compatible with the contractor’s PC operating system, the contractor’s HHPC and Eco Survey Lite. The Government is not responsible for technical support of contractor’s computer and associated handheld data collector interface software.

Data Submission - The Contractor shall provide completed Eco Survey data files (in HDCP format) and Project Area Maps to the Project Inspector or COR upon completion of each Survey Unit. If a survey unit is not complete, then data shall be submitted weekly to facilitate prompt inspection and possible corrective actions. If data cannot be submitted weekly, the Contractor shall contact the COR promptly. The Contractor shall finish the Unit in progress before work is started on any additional Units.

Required Data collection and procedures - The screen shots that follow are for illustration purposes only. Some of the data entry values in the illustrations may change according to the specific needs in this solicitation, and are examples only, to provide prospective bidders information about the function of the Eco survey software. Specific instructions for required data entry are provided below each illustration, applicable to this solicitation (variable and fixed plot only) are shown in bold italic.
