About this file

This is a Request for Quotation (RFQ) for hand cut and scatter vegetation removal services in the Silver City area of Idaho, issued by the Bureau of Land Management (BLM) Boise District. The solicitation number is 140L2626Q0014, with a solicitation issue date of March 24, 2026, and a quote due date of June 8, 2026, by 11:00 A.M. MDT. The contract is set aside for small businesses under NAICS code 115310, with a size standard of $11.5 million. The BLM seeks to treat approximately 193 acres through hand felling and scattering of encroaching conifer species (juniper, Douglas-fir, and subalpine fir) to restore aspen habitat in Owyhee County, Idaho, located approximately 60 miles southwest of Boise. The performance period is 45 calendar days commencing August 1, 2026, with completion required by September 15, 2026.

Pricing is based on a fixed unit cost per acre with an estimated quantity of 193 acres. Offerors must submit a completed Standard Form 1449, a completed bid schedule with unit and total costs, and a detailed work plan demonstrating technical capability. Evaluation criteria emphasize technical capability, prior relevant experience and past performance (significantly more important than price), with specific requirements including a work plan, schedule, coordination with government, quality and safety processes, equipment lists, applicable licenses, key personnel resumes, crew experience, remote location experience, and a reference list of two to five recent relevant projects. An organized site visit is scheduled for June 2, 2026, at 11:00 A.M. MDT at New York Summit, with questions due by June 5, 2026. The solicitation is "all or none," meaning offerors must bid on the entire 193-acre project. Contractors must comply with Idaho fire prevention regulations, Service Contract Labor Standards, Migrant and Seasonal Agricultural Worker Protection Act requirements, environmental regulations, and Archaeological Resources Protection Act provisions, with a pre-work conference required before the Notice to Proceed.

DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

1.1 Introduction:

The Boise District, Bureau of Land Management (BLM) is initiating vegetation management operations in the Silver City area to restore upland aspen communities through targeted conifer thinning. These treatments are designed to promote aspen regeneration, reduce conifer competition, and improve overall ecological health and resilience.

1.2 Background:

The Silver City Aspen Restoration Project is part of a long-term BLM initiative to address conifer expansion within aspen stands across the Silver City allotment. Historic fire suppression and changing disturbance regimes have allowed Western juniper and Douglas-fir to encroach into upland aspen communities, reducing stand vigor, understory diversity, and hydrologic function. The 2026 treatment phase was developed under the Silver City Grazing Permit Renewal Environmental Assessment (DOI-BLM-ID-B030-2019-0012-EA) and the Determination of NEPA Adequacy (DOI-BLM-ID-B030-2024-0020-DNA), consistent with management direction in the Owyhee Resource Management Plan (1999) and Greater Sage-Grouse ARMPA (2015).

Approximately 193 acres within the authorized treatment area have been identified for hand cut-and-scatter operations to reduce conifer density and maintain land health standards.

1.3 Purpose/Objectives:

The purpose of this project is to restore and enhance aspen habitat in the Silver City area by removing encroaching conifer species. Over time, conifer expansion has suppressed aspen regeneration, reduced biodiversity, and degraded habitat quality for a variety of wildlife species. This project will support multiple resource objectives outlined in BLM land use plans and environmental assessments. By completing targeted juniper thinning, the project will:

• Promote natural aspen regeneration by reducing canopy competition and improving light availability to root sprouts.

• Restore ecological balance in upland sites where fire suppression has allowed conifer dominance.

• Enhance habitat for wildlife, including species that depend on aspen stands for forage, cover, and breeding habitat.

• Improve landscape resilience to wildfire, drought, and invasive species by increasing the diversity and vigor of native vegetation.

• Support long-term land health goals by maintaining or improving vegetation condition, soil stability, and watershed function.

These objectives align with the goals identified in the Silver City Grazing Permit Renewal EA and the Determination of NEPA Adequacy and contribute to broader conservation efforts across the region.

1.4 Location:

The Silver City Aspen Restoration Project is located in Owyhee County, Idaho, approximately 60 miles southwest of Boise, Idaho and 25 miles southwest of Murphy, Idaho. The project area lies south of Highway 78 near the historic town of Silver City, encompassing upland slopes and drainages between 6,300 and 6,800 feet in elevation.

Access is typically achieved via Silver City Road from Murphy, with secondary routes providing entry to treatment areas. See attached maps in Section 3 List of Attachments for the project location and treatment boundaries.

The project area is entirely on BLM managed land. Coordination with adjacent private landowners and permittees will occur as necessary to ensure access and compliance with the Silver City Grazing Permit Renewal EA (DOI-BLM-ID-B030-2019-0012-EA).

All work shall be completed in accordance with this Statement of Work, the applicable NEPA documentation, and any additional guidance provided by the Contracting Officer’s Representative (COR).

2.1 Description of Work:

Contractor shall perform vegetation removal using hand felling and scattering methods. All designated conifers meeting treatment specifications shall be cut and scattered according to Section 3.0 of this document.

Slash shall be arranged on the ground so that all material lies as flat as practicable and does not exceed 4 feet in height at any point. No mechanical equipment is authorized unless specifically approved by the COR.

2.2 Treatment Area:

Work will occur within the treatment polygons identified in the attached maps. The total treatment area encompasses approximately 193 acres.

2.3 Performance Period:

• The contract period will tentatively commence on Saturday, August 1st, 2026.

• The performance period will be 45 calendar days from the start date.

2.4 Estimated Project Dates:

• Start Date: August 1st, 2026 (subject to change based on fire danger conditions)

• End Date: September 15th, 2026

2.5 Government-Furnished Property and Services:

• The BLM will provide:

o One travel map depicting the overall project area.

o Detailed unit maps showing specific treatment areas.

o A GIS shapefile or spatially referenced PDF map outlining road boundaries, treatment zones, and avoidance areas.

o Access coordination with private landowners, if required.

o Points of contact for the COR and Project Inspector (PI).

2.6 Deliverables:

The Contractor shall complete the following deliverables:

• All designated acres treated to specification.

• Work areas left free of debris outside of designated area.

• Daily or weekly progress updates, as requested by the COR.

• Final confirmation of completed acreage and boundaries for inspection and acceptance.

All work under this contract will be performed using hand cut-and-scatter methods to reduce conifer encroachment and promote aspen regeneration. Operations shall comply with the specifications outlined below to ensure consistency, ecological protection, and contractor safety.

3.1 Technical Specifications:

Treatment consists of the hand felling of encroaching Juniper, Douglas-fir, and other conifer species within designated project boundaries, with slash cut and scattered to meet the specifications in Section 3.1.1. The Contractor shall remove all conifers meeting the size, species, and cutting requirements outlined in Section 3.1.1, except where excluded by Section 3.1.2.

3.1.1 Cutting Specifications

• Cut all conifer species (Juniper, Douglas Fir, Sub Alpine Fir, etc.) within the treatment boundary, except were excluded by Section 3.1.2.

• Limb, branch, and bole material from cut conifers shall be cut and scattered so that all resultant slash lies as flat to the ground as practicable and does not exceed 4 feet in height at any point.

• Stump height shall not exceed 8 inches measured on the uphill side.

• Remove or lop all live limbs remaining on stumps.

• Fell trees in a manner that avoids damage to adjacent aspen stems or marked leave trees.

• Directional felling shall be used when necessary to prevent damage to aspen regeneration or residual overstory.

• Slash may be left in jackpots; however, material within these accumulations shall be knocked down and arranged to minimize vertical structure and ladder fuels while maintaining a low, flattened profile.

3.1.2 Tree Retention and Exclusions

• Douglas-fir greater than 18 inches diameter at breast height (DBH) shall not be cut.

• Old-growth Juniper shall not be cut. Field indicators of old growth include rounded or flat-topped crowns, deeply furrowed bark with fibrous ridges, large-diameter boles, extensive dead limbs, and visible signs of decadence or age.

• Retain any trees marked or flagged by BLM for wildlife, cultural, or visual resource purposes.

• Do not cut or disturb any trees within flagged avoidance or buffer areas identified in project maps.

3.2 Project Boundary Markers:

• Project unit boundaries are identified in the provided maps and shapefiles.

• Not all boundaries will be flagged in the field; the Contractor is responsible for using GPS or Georeferenced maps (Avenza, onX, FieldMaps etc.) to remain within the designated areas.

• No work shall occur outside of the approved treatment polygons.

4.0 OPERATIONAL REQUIREMENTS

(Logistics, field operations, and safety expectations.)

The Contractor shall perform all operations in a safe, organized, and environmentally responsible manner consistent with federal, state, and local regulations, as well as applicable BLM and Department of the Interior policies. All work shall be conducted under the supervision and direction of the Contracting Officer’s Representative (COR).

4.1 Vehicle Access and Use:

• The project area is accessible during dry conditions after snowmelt, typically from Murphy or Jordan Valley, Idaho, via the Silver City Road. At the top of New York Summit, an unimproved two-track route extends west toward the northernmost treatment units. This route is not suitable for full-sized vehicles and requires UTV/ATVs to access due to narrow and rough terrain.

• The two southernmost units are located adjacent to the Silver City Road and can be reached by standard high-clearance vehicles. A detailed access map will be provided identifying recommended travel routes, areas to avoid along the northern approach, and designated parking areas at New York Summit, along with alternative parking options.

• Travel beyond the North Fork of Sinker Creek is not commended for trailers, as road width and surface conditions deteriorate significantly beyond this point. The Contractor shall plan logistics accordingly and ensure all vehicle use complies with the routes and limitations shown on the provided maps.

• The contractor is responsible for restoring any public or private access roads damaged during operations to their original condition at their own expense.

4.2 Personnel and Equipment Requirements:

The contractor must maintain an adequate workforce throughout the project to ensure timely completion and is responsible for ensuring that all crew members understand the contract requirements.

• The crew must adhere to OSHA safety standards and always maintain a safe working environment.

• The contractor is required to attend a pre-work meeting and submit a written performance plan detailing crew size and operational logistics before beginning work. The contractor is responsible for providing all necessary resources, including:

• Transportation and training

• Any additional incidentals needed to complete Cut and Scatter in compliance with the project specifications (Section 3).

4.3 Contractor Representative:

• The contractor must designate at least one (1) English-speaking Contractor Representatives (foremen) to oversee operations.

• At least one Contractor Representative must be on-site at all times, actively directing work and serving as the primary point of contact for the Government.

• Failure to maintain an on-site Contractor Representative will result in work suspension until an acceptable replacement is provided.

• The contractor will have a maximum of five (5) days to designate a qualified replacement. If this requirement is not met; the Contracting Officer may issue a Suspend Work Order.

• The Government must be notified immediately of any changes to the designated Contractor Representative(s).

4.4 Notification of Work Cessation or Resumption:

• The contractor must notify the Contracting Officer’s Representative (COR) at least three (3) days before beginning operations.

• Additionally, the contractor must inform the COR if operations will cease for one or more days and provide an estimated date for resuming work at that time.

4.5 Camping and Sanitation:

• Any field camp must receive prior written approval from the COR regarding location and setup.

• Camps shall maintain clean and sanitary conditions at all times.

• Solid waste, gray water, and human waste shall be contained and disposed of in accordance with federal, state, and local regulations.

5.2 Archaeological and Cultural Resource Protection (ARPA Compliance):

The excavation, removal, damage, alteration, or defacing of cultural resources is strictly prohibited under the Archaeological Resources Protection Act (ARPA) of 1979.

• Cultural sites flagged by the BLM must be avoided during all project activities.

• If the contractor encounters unflagged cultural sites or suspects the presence of an archaeological site, they must immediately notify the BLM.

• Work must cease in the affected area until a BLM archaeologist evaluates and flags the site.

Failure to comply with these requirements may result in civil penalties under ARPA. Any unauthorized collection of archaeological materials is also subject to legal consequences under federal law. These measures ensure compliance with federal preservation laws and protect significant cultural and historical resources within the project area.

5.3 Protection of Improvements:

The Contracting Officer’s Representative (COR) has the authority to order a cessation of work if vehicle operations cause or are likely to cause loss of traction, rutting, or excessive ground disturbance. This typically occurs:

• When frozen ground begins to thaw.

• During snowmelt periods.

• During or immediately after rainstorms. To minimize ground disturbance, the contractor must:

• Limit tracking over an area to one pass whenever possible.
