About this file

This is a Request for Quotation (RFQ) for fire alarm and fire sprinkler monitoring and inspection services at three Bureau of Land Management (BLM) facilities in Idaho. The solicitation number is 140L2626Q0004, issued on February 6, 2026, with quotes due by February 20, 2026 at 11:00 A.M. MST. This is a women-owned small business set-aside under NAICS code 561621 with a $25 million size standard. The contract will be for a base year (March 1, 2026 – February 28, 2027) with three optional one-year extensions, not to exceed five years total. Services include 24/7 centralized fire alarm monitoring; annual fire alarm inspections at three locations (Boise District Office, Bruneau Fire Station, and Mountain Home SEAT Base); annual fire sprinkler inspections at two locations; and annual fire sprinkler backflow testing and certification at the Boise location. The contractor must provide local factory-trained technicians certified by manufacturers (Honeywell, Gamewell FCI, Silent Knight, and Simplex), with at least one technician holding Level 4 NICET Fire Protection certification and Idaho limit energy journeyman license. All pricing must be all-inclusive for labor, materials, transportation, and permits, with delivery FOB destination. The evaluation will consider technical capability, prior relevant experience and past performance (weighted as significantly more important than price), and firm fixed prices. An organized site visit is scheduled for February 12, 2026.

Quotations must include a completed Standard Form 1449, a bid schedule with pricing for the four line items (monthly monitoring, annual fire alarm inspections, annual fire sprinkler inspections, and annual backflow testing), and a detailed work plan demonstrating capability to meet technical requirements. The contracting officer is Tom Parsons (tparsons@blm.gov, 208-373-3911), and invoices must be submitted electronically through the Internet Payment Platform (IPP). The government may exercise options at rates specified in the contract. This is an "all or none" solicitation, meaning offerors must bid on all services. The work will be performed at facilities in Boise, Bruneau, and Mountain Home, Idaho, with no weekend or holiday work required unless specified. Service Contract Labor Standards wage determinations apply, and the contractor must comply with all applicable federal, state, and local regulations, with Service Contract Labor Standards clauses incorporated by reference.

The Contractor is prohibited from providing to the Government any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system, unless an exception at paragraph (c) of this clause applies or the covered telecommunication equipment or services are covered by a waiver described in FAR 4.2104.
