DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
SECTION A – SUPPLIES OR SERVICES AND PRICES/COSTS
This is a Blanket Purchase Agreement (BPA) for a GIS support specialist focused on the biological control monitoring and collecting application on the Survey123 platform referred to as the Standardized Impact Monitoring Program (SIMP) with the Bureau of Land Management, Boise District office area of responsibility in the regions where SIMP is deployed (national and international locales). The BPA contract contains a one-year Base plus four (4) additional one-year options. This will be awarded to single or multiple contractors with varying degrees of manpower. Each item will be awarded on an individual basis; potential contractors should only provide price options on items they are capable of carrying out.
SECTION B – STATEMENT OF WORK
PART 1 – GENERAL
The Bureau of Land Management (hence forward referred to as the Government) utilizes biological control to treat noxious and invasive weed species on rangeland sites. The Government is seeking to fill Blank Purchase Agreement Contracts with one or more contractors to fulfill GIS support for its monitoring program SIMP, and analysis tools associated with that program.
Description of Work – Contractor shall furnish all personnel, supervision, labor, equipment, materials, travel and any other direct incidental costs to support GIS monitoring and data analysis efforts on Bureau of Land Management (BLM) rangelands and on adjacent landownerships which could impact BLM-managed lands.
These fundamental actions have been identified for successful implementation of SIMP
1) Gather all biocontrol data from all partners and create feature services on the ArcGIS platform.
Hosting feature classes for SIMP database on ArcGIS Online and syncing the SIMP database with the University of Georgia Amazon server (or equivalent). The feature services need to be editable and able to be synced with Survey123 data collection methods. All site images need to be georeferenced to the SIMP sites.
2) Maintaining ArcGIS feature services to include creating live feature services from Survey123 and SIMP data. Data tools need to be created for the real time analysis of the SIMP data. Users should be able to view charts and graphs of their data for: cover, insects, desirable cover, and target weed percentages. The charts and graphs should be able to document changes over time at the same site.
3) Training and Implementation – All SIMP partners need to have hands on training on the use of the Survey123 tools and the ability to get their questions and issues resolved without quickly. This may require multiple Zoom meetings and screenshare help sessions throughout the season.
4) Maintenance- As errors surface, or changes are implemented, we are needing all maintenance issues addressed and fixed in a timely manner. This will require ongoing technical support of database, troubleshooting, and upgrades.
To ensure consistency and effectiveness during implementation, the Biological Control Specialist, Joseph Milan, has been designated as the project inspector for BLM for this contract.
DETAILED COSTS
Item 1 costs shall include shareable (public) database server license, time spent on GIS support for SIMP, creating analysis tools within SIMP for reporting and impact assessment, and troubleshooting app issues and fixing those problems to allow field data collection to continue seamlessly.
Contractor is required to keep current log of time spent on GIS support related to SIMP.

PART 3 – SCOPE
This contract is for continued support of an established platform to manage SIMP data through ESRI via EDD Maps, as well as creation of a new feature class and data collection for field season 2025.
The SIMP and GIS data will need to be available for those that need access to it for reporting, generating models, and assessing impact and establishment of biocontrol releases on a regular basis.
As part of this support requirement, contractor meetings will occur as needed to maintain dialogue with the Biological Control Specialist. Needs will be addressed in a timely manner to ensure that field data collection can occur throughout the field season
PART 4 – GOVERNMENT FURNISHED INFORMATION
The government will provide the following information to the contractor at the beginning of the assignment:
1. Needs assessment prepared by the BLM project coordinator and biocontrol staff
2. Access to biological control agent release information, SIMP sites, and other pertinent data.
3. Project support from the BLM project coordinator.
PART 5 – DELIVERABLE PRODUCTS
