This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. Firm, fixed-price quotes are requested under Request for Quotation (RFQ) Solicitation number 140L2625Q0029. This document incorporates provisions and clauses which are in effect through Federal Acquisition Regulations 2022-03. This solicitation is set-aside for small business under North American Industry Classification System (NAICS) code 541690. The Small Business Annual Receipts for the preceding three (3) fiscal years does not exceed $19.0 Million.

DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
A. INTRODUCTION AND BACKGROUND
The Bruneau-Owyhee Sage-Grouse Habitat (BOSH) Project is a juniper treatment project designed to maintain and improve greater sage-grouse habitat in a 1.67-million-acre area spanning portions of Bruneau and Owyhee Field Offices of the Boise District Bureau of Land Management (BLM) in SW Idaho. Approximately 617,000 acres have been identified that meet treatment criteria and have been proposed as a focal treatment area where cutting may occur. The focal treatment area is a mosaic of big and low sagebrush communities primarily in the early- to mid-stages of juniper encroachment (phase I and early phase II).
The BLM Boise District is seeking services to conduct field examinations/surveys for BLM special status plants and noxious weeds. The survey is being conducted as part of project planning and will occur prior to implementation of cutting activities. Surveys will be focused in areas where slash mitigation actions such as prescribed burning may be considered and are located within the Focal Treatment Area of the BOSH Project.
The survey units are spread across a large geography in Owyhee County. Main roads near some of the units include the Trout Creek Road, Flint Creek Road, Mud Flat Road, Bachman Grade/Triangle Road, Silver City Road, and South Mountain Road. The survey units total approximately 33,734 acres (Project Overview map) in many disjointed areas/polygons. Access may be poor to some units and require walking long distances to reach the survey area.
1. Purpose: The purpose of the plant surveys is to locate, record, and report sensitive plants and novel occurrences of noxious weeds in each area to facilitate avoidance (by applicable project design features) during project implementation. The final report provided by the Contractor, will be used to inform the biological evaluation portion of the BLM Plant Clearance Report.
2. Sensitive Plants: Sensitive species occurrences known/mapped in close proximity to the survey area include:
• Astragalus conjunctus (stiff milkvetch)
• Astragalus yoder-williamsii (Mud Flat milkvetch)
• Dimeresia howellii (Dimeresia)
• Penstemon seorsus (short-lobed Penstemon)
• Pediocactus simpsonii (Simpson’s hedgehog cactus)
• Pyrrocoma linearis (thin-leaf goldenhead)
• Lomatium packardiae (Packard's desert-parsley)
*Other sensitive species may occur in this environment. A complete list of BLM sensitive species by field office will be provided to selected contractor(s) given most current guidance.
B. SCOPE OF WORK
1. Survey Units: Survey units include multiple polygons along, adjacent to, or near the Trout Creek Road, Flint Creek Road, Mud Flat Road, Bachman Grade/Triangle Roads, Silver City Road, and South Mountain Road. Some units have good access from these main roads, other units are longer distances from these main roads and have less access via 2 track roads. Several of the polygons will be accessed through private property and coordination with the BLM and landowners will be needed. The survey units total approximately 33,734 acres split into six (6) line items (see Maps). Surveys will be conducted using the Idaho Special Status Species survey protocol (see Methods and Tasks below).

2. Period of Performance:
All Line Items: The period of performance is May 1, 2025, to October 31, 2025 (7 months) to complete the survey for sensitive plants and noxious weeds and produce a final summary report with GIS attachments (Actual survey start date will be dependent on weather). This includes preliminary work (field reconnaissance, map creation, familiarization with special status plants (SSP) and habitats, etc.), plant surveys and data collection, and a draft and a final summary report (see #3. Methods and Tasks).
• Preliminary work should begin upon notice of award and shall consist of reconnaissance for access to survey sites (as portions of the survey units are remote); field map preparation, familiarization with the potential sensitive plants in the area and their respective habitats, and coordination with the BLM COR and Subject Matter Expert(s), as needed.
• Plant surveys and data collection shall occur between May 1 and July 31, 2025, for optimal sensitive plant identification (particularly for annual species and milkvetch species).
• A draft summary report shall be provided to the BLM for review by August 31, 2025. BLM will review and return draft summary report to Contractor by September 30, 2025.
• A final summary report and GIS data package shall be provided to BLM by October 31, 2025.
Note: The BLM may award only one line item or up to all six line items.
3. Methods and Tasks: The field examinations consist of conducting a foot-based survey in the designated survey units. Depending on the terrain and habitats (type and condition), walking transects will be done at intervals of no greater than 50 meters to “grid” the survey units.
i) Using a GPS device with 5m accuracy or better (using NAD 83, UTM 11N), record/collect line data for tracking where survey was conducted and point/polygon data for sensitive plant and noxious weed locations. The following data would be collected at each population:
(1) Record the outer limits of the plant population as a polygon.
(2) Use of tracks data to show where the survey was conducted.
(3) Record population data compatible with Idaho Fish and Wildlife Information System (IFWIS) data for each population of rare plant species. Use of Survey 123 or other geospatial/digital data collection software is required to collect information on these populations. A relevant data dictionary will be provided to ensure compatibility. Data collected includes:
(a) Description and photographs of the populations as well as the most common or dominant plant communities
(b) General description of soil types
(c) Total population count and vigor rating
(d) Estimate of percent of population in each age class
(e) Description of impacts and potential threats
(f) Estimation of weed abundance at each population
(g) Relevant photos – individual plants, general habitat, etc.
ii) Document the presence of target species with at least one high quality photograph of the plant and at least one of occupied habitat. Take photographs at a representative number of locations and make note of the unique identifier(s) of photos taken at specific GPS coordinates.
1) Photographs would be used in lieu of voucher specimens, unless adequate photo quality cannot be attained; photos should be of sufficient scale and resolution to show the identifying characteristics of the given target species.
iii) Record the following information to include in the survey report:
(1) Indicate whether sensitive plants or their habitat were found (and where - GPS)
(2) Describe any special plant communities and the most common or dominant communities in the survey area

(3) Describe general and contrasting soil types (i.e., granitic, basalt, volcanic, lakebed sediments, sandy, cindery, etc.)
(4) Record all plant species encountered (complete species list) by general survey area
(5) Take photos to illustrate any or all the above information.
(6) Collect a voucher specimen, if necessary.
iv) Communicate with contract Contracting Officer Representative (COR) weekly to discuss progress, locations, crew personnel (including a survey crew roster (Names, positions)), needs/support, issues and any other pertinent information.
v) Survey crew(s) must have an experienced botanist on site to ensure proper plant identification.
4. Surveyor Requirements: Experienced botanist/botanical expert familiar with local southwest Idaho flora including sensitive plant species and their habitats and noxious weed species as demonstrated by a resume or other supporting documentation. Experienced contract botanist must be on site during surveys. All technicians, para-botanists, or apprentice botanists working under the contracted botanist must meet qualifications approved by a BLM journey-level botanist.
a. Resumes shall be submitted for every surveyor who will be working on the survey. Resumes should include educational background (colleges and universities attended, and any diplomas and degrees received), botanical survey work history, and any related work experience. All personnel conducting inventories for special status plants should have strong backgrounds in plant taxonomy and experience with local flora. Recommended qualifications are listed below for the principal investigator (PI) or consultant crew leader and field assistants. Such qualifications help to ensure that all special status plants and noxious weeds occurring in the area to be inventoried will be located and properly identified.
b. The field crew leader should have a degree in Botany, Plant Science, or Plant Ecology and/or at least 24 semester hours in botany, basic plant science, or ecology. A minimum of two field seasons of surveying experience for special status species in the geographic area is required. A combination of coursework and appropriate experience may be substituted if it is determined that it meets the requirements by the PI or BLM Specialist/Rare Plant Program lead.
c. Field assistants must possess at least one year of biological coursework at the college level, to include at least 6 semester hours in any combination of scientific or technical courses (biology, entomology, geology, or botany); and at least 1 course in plant taxonomy. Field crew leaders must be present with their crew during surveys and must have the ability to identify species using whatever means necessary (e.g., dissecting microscopes, technical keys, and monographs, etc.).
Crew leaders should possess a wide array of skills necessary to plan, oversee and conduct vascular and non-vascular plant surveys, particularly: training and experience with vascular plant survey methods; familiarity with the flora and geological formations of Idaho; and the knowledge and ability to locate and identify target species.
i. Field assistants must have the ability to recognize special status plant species in Idaho and use dichotomous keys appropriate to the area. While it is not necessary for every field assistant to possess GPS skills, every assistant should be capable of supporting the field crew’s efforts to document surveys using field notes, paper maps, GPS, or other means necessary and be capable overland navigation and general orienteering.
5. Government Furnished Property: The BLM will supply the Contractor with GIS data (shapefiles and/or layer files) for exact survey locations and known sensitive plant and noxious weed locations (which are depicted as points and/or polygons) necessary for the work executed under the contract, as well as a compatible data dictionary for the collection of special status species data and most recent SSP list.

6. Contractor Furnished Property: The Contractor shall provide all staff, supervision, vehicles, GPS units (with 5m accuracy or better), digital cameras (8 megapixels or better), and any other tools deemed necessary to provide deliverables in the allotted timeframe. The Contractor is responsible for maintaining a safe working environment.
7. Deliverables: The Contractor shall provide the BLM with a survey report summarizing the elements listed above in Methods and Tasks (i.e., indicate whether sensitive plant species or habitats were found, special plant communities, common or dominant plant communities, a complete species list for each general survey area, and include pertinent and/or illustrative photos). The Contractor shall also provide to BLM one GIS shapefile containing transect “tracks” and another shapefile containing sensitive plant point locations (if any were found). At a minimum, track data shall include dates and a unique identifier, and sensitive plant data shall include scientific name, common name, and dates.
8. Special Provisions: Archeological Concerns:
• The excavation, removal, damage, and altering or defacing of cultural resources is protected under the
Archeological Resources Protection Act (ARPA) of 1979.
• Any unauthorized collection, excavation, or destruction of archeological materials is also subject to civil penalties under ARPA.
• The amount of the penalty will be the full cost of restoration and repair of archaeological resources plus the archaeological or commercial value of archaeological resources destroyed or not recovered.
C. LOCATION, ACCESS, AND OTHER INFORMATION
1. Location: All survey units are located southwest of Boise, Idaho on BLM managed lands within the boundaries of the BLM Boise District Owyhee and Bruneau Field Offices in Owyhee County, Idaho (Project Overview map). The BLM will provide GIS data with exact survey unit locations to the Contractor for navigation. Additionally, 100K surface management maps for travel and navigation are available at the BLM Idaho State Office, 1387 S. Vinnell Way, Boise, ID 83709; the cost is $4.00 per map.
2. Travel: The Contractor is responsible for transport of staff to and from survey units. Most travel will require high clearance, 4x4 vehicles to access survey units as terrain may be rocky, sandy, etc., and often along two-track roads. Travel times may range from 1½ to 3 hours each way (between Boise, ID and survey units and/or between individual survey units). All roads are considered accessible to high clearance, 4x4 vehicles; however, the use of UTVs/ATVs may be advantageous and will be left to the discretion of the Contractor.
3. Access: All survey units are located on BLM managed land; however, some units are only accessible by traveling through private property. In these cases, the BLM will coordinate with private landowners to ensure the Contractor has access to all sites. Early coordination with Contracting Officer Representative (COR) (or other named BLM representative) in advance of traveling to survey units which may require Private access is required.
4. Fuels and Fire: The contractor shall obey and enforce fire prevention measures such as spark arresters, avoidance of high fuel areas where possible and all other instructions from the BLM COR or other BLM representative

3. 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS—COMMERCIAL

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of this provision.
(a) Definitions. As used in this provision— Covered telecommunications equipment or services has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
Economically disadvantaged women-owned small business (EDWOSB) concern means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127, and the concern is certified by SBA or an approved third-party certifier in accordance with 13 CFR 127.300. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
Forced or indentured child labor means all work or service—
(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or
(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.
Highest-level owner means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest-level owner.
Immediate owner means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.
Inverted domestic corporation, means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C.
395(c).

Place of manufacture means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
Predecessor means an entity that is replaced by a successor and includes any predecessors of the predecessor.
Reasonable inquiry has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
Restricted business operations means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan.
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury or are expressly exempted under Federal law from the requirement to be conducted under such authorization.
(3) Consist of providing goods or services to marginalized populations of Sudan.
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization.
(5) Consist of providing goods or services that are used only to promote health or education; or
(6) Have been voluntarily suspended.” Sensitive technology"— Sensitive technology—
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically—
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3)of the International Emergency Economic Powers Act ( 50 U.S.C. 1702(b)(3)).
Service-disabled veteran-owned small business (SDVOSB) concern means a small business concern— (1)
(i) Not less than 51 percent of which is owned and controlled by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran; or
(2) A small business concern eligible under the SDVOSB Program in accordance with 13 CFR part 128 (see subpart 19.14).
(3) Service-disabled veteran, as used in this definition, means a veteran as defined in 38 U.S.C. 101(2), with a disability that is service connected, as defined in 38 U.S.C. 101(16), and who is registered in the Beneficiary Identification and Records Locator Subsystem, or successor system that is maintained by the Department of Veterans Affairs’ Veterans Benefits Administration, as a service-disabled veteran.
Service-disabled veteran-owned small business (SDVOSB) concern eligible under the SDVOSB Program means an SDVOSB concern that—
(1) Effective January 1, 2024, is designated in the System for Award Management (SAM) as certified by the Small Business Administration (SBA) in accordance with 13 CFR 128.300; or
(2) Has represented that it is an SDVOSB concern in SAM and submitted a complete application for certification to SBA on or before December 31, 2023.

Service-disabled veteran-owned small business (SDVOSB) Program means a program that authorizes contracting officers to limit competition, including award on a sole-source basis, to SDVOSB concerns eligible under the SDVOSB Program.
Small business concern—
(1) Means a concern, including its affiliates, that is independently owned and operated, not dominant in its field of operation, and qualified as a small business under the criteria in 13 CFR part 121 and size standards in this solicitation.
(2) Affiliates, as used in this definition, means business concerns, one of whom directly or indirectly controls or has the power to control the others, or a third party or parties’ control or have the power to control the others. In determining whether affiliation exists, consideration is given to all appropriate factors including common ownership, common management, and contractual relationships. SBA determines affiliation based on the factors set forth at 13 CFR 121.103.
Small disadvantaged business concern, consistent with 13 CFR 124.1001, means a small business concern under the size standard applicable to the acquisition, that—
(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by—
(i) One or more socially disadvantaged (as defined at13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and
(ii) Each individual claiming economic disadvantage has a net worth not exceeding the threshold at 13 CFR 124.104(c)(2) after taking into account the applicable exclusions set forth at 13 CFR124.104(c)(2); and
(2) The management and daily business operations of which are controlled (as defined at 13.CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition.
Subsidiary means an entity in which more than 50 percent of the entity is owned—
(1) Directly by a parent corporation; or
(2) Through another subsidiary of a parent corporation Successor means an entity that has replaced a predecessor by acquiring the assets and carrying out the affairs of the predecessor under a new name (often through acquisition or merger). The term "successor" does not include new offices/divisions of the same company or a company that only changes its name. The extent of the responsibility of the successor for the liabilities of the predecessor may vary, depending on State law and specific circumstances.
Veteran-owned small business concern means a small business concern—
(1) Not less than 51 percent of which is owned and controlled by one or more veterans (as defined at 38 U.S.C.
101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and
(2) The management and daily business operations of which are controlled by one or more veterans.
Women-owned business concern means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of its stock is owned by one or more women; and whose management and daily business operations are controlled by one or more women Women-owned small business concern means a small business concern—

Women-owned small business (WOSB) concern eligible under the WOSB Program (in accordance with 13 CFR part 127), means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States, and the concern is certified by SBA or an approved third-party certifier in accordance with 13
CFR 127.300.
