This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Firm, fixed-price quotes are requested under Request for Quotation (RFQ) Solicitation number 140L2623Q0025. This document incorporates provisions and clauses which are in effect through Federal Acquisition Regulations 2022-03. This solicitation is set-aside for small business under North American Industry Classification System (NAICS) code 541360. The Small Business Annual Receipts for the preceding three (3) fiscal years does not exceed $28.5 Million.

DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
I. PROJECT TITLE: Slickspot Peppergrass (Lepidium papilliferum) Remote Sensing Habitat Mapping Project
The project goal is to provide a common approach for communicating important habitat conditions necessary for the recovery of slickspot peppergrass a federally listed species, across management agencies and the public. The BLM requires services that use Earth Sense Technology (EST) that provides spatially explicit and temporally robust measurements of land cover conditions necessary to develop a range-wide habitat map for this target species.
II. OBJECTIVE: The primary objective of this project is to create common habitat mapping products for slickspot peppergrass to BLM that incorporate species Elemental Occurrences and important surrounding landscapes that can be utilized across land ownerships to aid in recovering the species via identification of restoration site prioritization.
III. STATEMENT OF WORK:
The BLM requires continuous vegetation cover map products be acquired in support of BLMs requirement for T&E plant species habitat mapping as a key component to slickspot peppergrass Recovery Planning and management as per BLM Manual Section 6840. These map products would be consistent with what is already being produced for the BLM Jarbidge Field Office and would be seamlessly integrated into existing map products. The key goal of this project is to provide a common approach for communicating habitat conditions for slickspot peppergrass across management agencies and the public and to inform long-term recovery actions for the species.
Historically, monitoring for slickspot peppergrass has been done on small, scattered plots which is costly and doesn’t provide an accurate landscape scale assessment of habitat conditions necessary for implementation of restoration treatments. BLM requires a better method that ties ground cover observations (high resolution on-the-ground photography) to remote imagery (satellite collected). The imagery should be comprised of multiple resolutions (<1cm, 1 meter, 30 meter), spatial extent (5 x 7 meter and entire landscape) and temporal extent (NAIP imagery).
By correlating the ground data to these different types of imagery, it allows for a perspective to know what slickspot peppergrass habitat conditions are like throughout the landscape and range of the species.
2. Deliverables will include:
Continuous Cover Mapping
Continuous cover maps of the functional ground cover groups (mixed shrub) of 405,644 acres (entire project area) at a 1m meter resolution.
The deliverables for continuous cover would be 1m ESRI raster layers depicting percent cover of:
• Sagebrush (Artemisia species)
• Rabbitbrush (Ericameria [Chrysothamnus]species)
• Non-native seeded (Crested wheat, Russian wild rye)
• Non-native seeded (Forage Kochia – Kochia prostrata)
• Perennial Grass (All Perennial Grass Species)
• Cheatgrass (Bromus tectorum)
• Meadusahead (Taeniatherum caput-medusae)
• Whitetop (Cardaria pubescens)
• Bare ground
The deliverables for threat-based cover mapping would be 30m ESRI raster layers depicting threats for every cloud free year from 1984-2022.
The vendor will work directly with the BLM and the State of Idaho to review the 1 m resolution data set that incorporates as much of the pertinent detail of the landscape as possible for an assessment of current conditions. This will be referred to as Continuous Cover Mapping. To assess historical trends, the 1m product will be used to “train” the 30m imagery and assess conditions annually back to 1984. This will be referred to as Threat-based mapping. The following are specific tasks and products the vendor will provide to the BLM:
• Develop a risk-based map for slickspot peppergrass to help guide site-specific recovery recommendations/actions for the species.
• Identify the primary and secondary risks to the species and develop associated risk/resource maps.
• Incorporate trend mapping to document changes in habitat conditions through time.
Outline of Habitat Assessment Approach:
1. Obtain current information on the area.
a. Obtain GIS files for soils, ecological sites, pastures, allotments, ownership, and imagery.
2. Make a sample plan that stratifies samples so that 10-20 samples are collected in the most prevalent ecological sites (ES based on NRCS SSURGO data base) and functional continuous vegetation map types (i.e., sagebrush, grasslands, invasive weeds, etc.).
3. Develop a sampling schedule that allows for an appropriate temporal fit between the ground survey and the remote imagery.
4. Preprocess the NAIP imagery (normalize and rectify).
5. Conduct the ground survey using ocular estimates and high-resolution photography at strategic sample sites.
6. Create a 1 m resolution continuous vegetation map using NAIP imagery.
7. Validate the continuous vegetation map for accuracy by withholding a subset of the samples. Use these withheld samples to test the prediction.
8. Analysis
a. Calculate the number of acres by each continuous vegetation map group using TM imagery.
b. Calculate the ground cover by Ecological Site Description.
c. Train the NAIP imagery from the high-resolution imagery
d. Make 1 m ESRI raster layers, files and maps showing the continuous cover of functional groups of perennial and annual life forms: (sagebrush, rabbitbrush, winterfat (where applicable), non-native seeded (crested wheat Grass), non-native seeded (forage kochia), all perennial grass species, cheatgrass, madusahead, whitetop, bare ground, other weeds.
Period of Performance is from June 30, 2023, to September 29, 2024
Upon award of the contract the contractor shall schedule a Kickoff meeting which includes Key Personnel, Contracting Officer, the COR, and BLM field office staff. The contractor shall prepare quarterly summary reports and a final report that documents progress.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. 3. 52.204-25 Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment (Nov 2021)
(a) Definitions. As used in this clause— Backhaul means intermediate links between the core network, or backbone network, and the small subnetworks at the edge of the network (e.g., connecting cell phones/towers to the core telephone network). Backhaul can be wireless (e.g., microwave) or wired (e.g., fiber optic, coaxial cable, Ethernet). Covered foreign country means The People’s Republic of China. Covered telecommunications equipment or services means–
(1) Telecommunications equipment produced by Huawei Technologies Company or ZTE Corporation (or any subsidiary or affiliate of such entities);
(2) For the purpose of public safety, security of Government facilities, physical security surveillance of critical infrastructure, and other national security purposes, video surveillance and telecommunications equipment produced by Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company (or any subsidiary or affiliate of such entities);
(3) Telecommunications or video surveillance services provided by such entities or using such equipment; or (4) Telecommunications or video surveillance equipment or services produced or provided by an entity that the Secretary of Defense, in consultation with the Director of National Intelligence or the Director of the Federal Bureau of Investigation, reasonably believes to be an entity owned or controlled by, or otherwise connected to, the government of a covered foreign country.
Critical technology means–
(1) Defense articles or defense services included on the United States Munitions List set forth in the International Traffic in Arms Regulations under subchapter M of chapter I of title 22, Code of Federal Regulations;
(2) Items included on the Commerce Control List set forth in Supplement No. 1 to part 774 of the Export Administration Regulations under subchapter C of chapter VII of title 15, Code of Federal Regulations, and controlled-
(i) Pursuant to multilateral regimes, including for reasons relating to national security, chemical and biological weapons proliferation, nuclear nonproliferation, or missile technology; or
(ii) For reasons relating to regional stability or surreptitious listening;
(3) Specially designed and prepared nuclear equipment, parts and components, materials, software, and technology covered by part 810 of title 10, Code of Federal Regulations (relating to assistance to foreign atomic energy activities);
(4) Nuclear facilities, equipment, and material covered by part 110 of title 10, Code of Federal Regulations (relating to export and import of nuclear equipment and material);
(5) Select agents and toxins covered by part 331 of title 7, Code of Federal Regulations, part 121 of title 9 of such Code, or part 73 of title 42 of such Code; or
(6) Emerging and foundational technologies controlled pursuant to section 1758 of the Export Control Reform Act of 2018 (50 U.S.C. 4817).
Interconnection arrangements means arrangements governing the physical connection of two or more networks to allow the use of another's network to hand off traffic where it is ultimately delivered (e.g., connection of a customer of telephone provider A to a customer of telephone company B) or sharing data and other information resources.
Reasonable inquiry means an inquiry designed to uncover any information in the entity's possession about the identity of the producer or provider of covered telecommunications equipment or services used by the entity that excludes the need to include an internal or third-party audit.
Roaming means cellular communications services (e.g., voice, video, data) received from a visited network when unable to connect to the facilities of the home network either because signal coverage is too weak or because traffic is too high.
Substantial or essential component means any component necessary for the proper function or performance of a piece of equipment, system, or service.
(b) Prohibition. (1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system.
The Contractor is prohibited from providing to the Government any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system, unless an exception at paragraph (c) of this clause applies or the covered telecommunication equipment or services are covered by a waiver described in FAR 4.2104.
(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub.
L.115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract, or extending or renewing a contract, with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system, unless an exception at paragraph (c) of this clause applies or the covered telecommunication equipment or services are covered by a waiver described in FAR 4.2104. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract.
(c) Exceptions. This clause does not prohibit contractors from providing—
(1) A service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(2) Telecommunications equipment that cannot route or redirect user data traffic or permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(d) Reporting requirement. (1) In the event the Contractor identifies covered telecommunications equipment or services used as a substantial or essential component of any system, or as critical technology as part of any system, during contract performance, or the Contractor is notified of such by a subcontractor at any tier or by any other source, the Contractor shall report the information in paragraph (d)(2) of this clause to the Contracting Officer, unless elsewhere in this contract are established procedures for reporting the information; in the case of the Department of Defense, the Contractor shall report to the website at https://dibnet.dod.mil. For indefinite delivery contracts, the Contractor shall report to the Contracting Officer for the indefinite delivery contract and the Contracting Officer(s) for any affected order or, in the case of the Department of Defense, identify both the indefinite delivery contract and any affected orders in the report provided at https://dibnet.dod.mil.
(2) The Contractor shall report the following information pursuant to paragraph (d)(1) of this clause
(i) Within one business day from the date of such identification or notification: the contract number; the order number(s), if applicable; supplier name; supplier unique entity identifier (if known); supplier Commercial and Government Entity (CAGE) code (if known); brand; model number (original equipment manufacturer number, manufacturer part number, or wholesaler number); item description; and any readily available information about mitigation actions undertaken or recommended.
(ii) Within 10 business days of submitting the information in paragraph (d)(2)(i) of this clause: any further available information about mitigation actions undertaken or recommended. In addition, the Contractor shall describe the efforts it undertook to prevent use or submission of covered telecommunications equipment or services, and any additional efforts that will be incorporated to prevent future use or submission of covered telecommunications equipment or services.
(e) Subcontracts. The Contractor shall insert the substance of this clause, including this paragraph (e) and excluding paragraph (b)(2), in all subcontracts and other contractual instruments, including subcontracts for the acquisition of commercial products or commercial services.
4. 52.252-6 Authorized Deviations in Clauses (Nov 2020)
(a) The use in this solicitation or contract of any Federal Acquisition Regulation (48 CFR Chapter 1) clause with an authorized deviation is indicated by the addition of "(DEVIATION)" after the date of the clause.
(b) The use in this solicitation or contract of any Department of the Interior Acquisition Regulation (48 CFR Chapter 1) clause with an authorized deviation is indicated by the addition of "(DEVIATION)" after the name of the regulation.
CONTRACT ADMINISTRATION DATA
1. Authorities and Delegations (Sep 2011)
(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award.
The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor.
Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.
(c) The COR is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the Contractor's right to proceed;
(5) Obligate in any way, the payment of money by the Government.
(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum.
The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.
(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.
(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the COR.
(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.

"Payment request" means any request for contract financing payment or invoice payment by the Contractor. SPECIAL CONTRACT REQUIREMENTS
1. 52.211-10 Commencement, Prosecution, and Completion of Work (Apr 1984)
The Contractor shall be required to (a) commence work under this contract within 05 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than September 29, 2024. *The time stated for completion shall include final cleanup of the premises.
2. Simultaneous Performance
If a Contractor receives award of more than one contract, simultaneous performance will be required. All work must be completed within the timeframe allowed for each contract.
3. BLM - Variation in Quantity (Services) (Deviation)
If the quantity of a unit-priced item in this contract is an estimated quantity and the actual quantity of the unit-priced item varies more than 20 percent above or below the estimated quantity, an equitable adjustment in the contract price shall be made upon demand of either party. The equitable adjustment shall be based upon any increase or decrease in costs due solely to the variation above 120 percent or below 80 percent of the estimated quantity. If the quantity variation is such as to cause an increase in the time necessary for completion, the Contractor may request, in writing, an extension of time, to be received by the Contracting Officer within 10 days from the beginning of the delay, or within such further period as may be granted by the Contracting Officer before the date of final settlement of the contract. Upon the receipt of a written request for an extension, the Contracting Officer shall ascertain the facts and make an adjustment for extending the completion date as, in the judgment of the Contracting Officer, is justified.
4. Work Hours
The performance period established for this contract is based upon all work being conducted during regular working hours between 7:30am and 5:30pm, Monday through Friday, excluding government holidays. If the Contractor desires to carry on work outside regular hours, including Saturdays, Sundays, and government holidays, a request must be submitted to the Contracting Officer in sufficient time to allow satisfactory arrangements to be made by the Government for access to the work site and inspection.
In addition to any holidays declared by Executive Orders, the following Federal Legal Holidays are observed:
New Year’s Day, Martin Luther King Jr. Day, President’s Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day
5. Communications
“Time” for communications received after 3:00 pm, after 12:00 pm locally on Fridays, or after 12:00 pm locally prior to a holiday will not start until the next business day. All times are local Mountain time.
6. Fire Danger Season
If the COR allows the Contractor to continue work during periods of declared fire danger or season, the Contractor shall comply with all applicable state laws relating to fire prevention and with all special conditions of work as directed by the COR.
7. Safety and Quality Control Plan
Following contract award, the contractor must provide effective quality assurance and safety plans for acceptance by the Government.
8. Health and Safety
The nature of the work to be performed under this contract may involve inherently hazardous situations. Further requirements are specified in the Statement of Work.
9. 1452.236-72 Preservation of Historical and Archeological Data (Nov 2007)
(a) The Historic and Archeological Data Preservation Act of 1974 provides for the preservation of historical and archeological data that might otherwise be lost as the result of alterations to the terrain caused by a federal or federally licensed activity or program.
(b) If, in connection with operations under this contract, the Contractor, subcontractors, or the employees of any of them, discovers, encounters or becomes aware of any possible historical or archeological data, objects or sites of cultural value on the project area, such as historical ruins, graves or grave markers, fossils, or artifacts, the Contractor shall immediately suspend all operations in the vicinity of the cultural value and shall notify the Contracting Officer in writing, giving the location and nature of the findings.
No objects of cultural resource value may be removed.
(c) Where appropriate by reason of discovery, the Contracting Officer may order delays in the time of performance and/or changes in the work. If such delays and/or changes are ordered, the time of performance and contract price shall be adjusted in accordance with the Changes clause.
(d) The Contractor will be responsible for protecting the cultural resources within the effected area from damage. In addition, the contractor will be liable for all damage to the identified cultural resources caused by their actions or the actions of their agents or representatives. The Contractor shall immediately notify the Contracting Officer or his representative if any damage occurs to any cultural resource and immediately suspend work in the area in which damage has occurred until authorized to proceed.
(e) The Contractor agrees to insert this paragraph in all subcontracts that involve the performance of work on the terrain of the site.
10. Publicity
(a) The Contractor agrees that there shall be no release of any information to the news media regarding the removal or remedial activities being conducted under this contract.
(b) All information shall be released to the news media by BLM or other Federal Agencies utilizing this contract.
11. Subcontracts
If the Contractor desires to subcontract any work under the contract and subject to the limitations of “FAR 52.219-14 Limitations on Subcontracting”, it shall obtain the Bureau of Land Management Contracting Officer's written consent.
The request to subcontract shall contain the following information:
1. Name of Sub-Contractor
