INFORMATION TO PROSPECTIVE QUOTERS

This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Firm, fixed-price quotes are requested under Request for Quotation (RFQ) Solicitation number 140L2620R0012. This document incorporates provisions and clauses which are in effect through Federal Acquisition Regulations 2020-08. This solicitation is set-aside for small business under North American Industry Classification System (NAICS) code 561621. The Small Business Annual Receipts for the preceding three (3) fiscal years does not exceed $22.0 Million.

Site Visit:

(a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.

DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

Idaho State Office Security Camera Upgrade

BACKGROUND/ INTRODUCTION

The Federal Natural Resource Center (NRC) consists of two major facilities commonly referred to as NRC 1 and NRC 2. NRC 1, where the Bureau of Land Management (BLM) Idaho State Office (ISO) is located, when built in the mid 1990’s, received a rudimentary security camera system. Over the following years, this system has been changed, modified, and enlarged. Today, the system fails to meet best practices, continues to use aged and failing analog video cameras, and a 15-year old and insecure Windows XP-based Network Video Recorder (NVR). At the same time, other tenants have installed their own camera, with the expectation that Federal Protective Services (FPS) personnel will monitor it, leading to multiple disconnected systems. Current camera locations do not provide the coverage necessary to effectively protect BLM personnel and property. The purpose of this project will be to remedy the limitations and address the issues inherent with the current installation.

SCOPE

The scope of this project will be to provide a security camera system adequate to provide effective security and security camera coverage around the entirety of the NRC 1 building, its personnel entrances and exits, public-facing access points, as well as vehicle entrances and exits, general parking, and the caged government vehicle parking area. The end result will be a professionally-installed and standards-compliant system that provides a visible and effective deterrent, while providing clear and usable video footage to be used in security-related incidents and investigations.

OBJECTIVES

The objectives of this project upon completion are as follows:

1. Replacement and consolidation of two security camera systems supporting the NRC 1 and NRC 2 facilities.

2. Provide complete coverage of all areas essential to facilitate the safety of personnel through covering sensitive areas surrounding the exterior of the NRC 1 facility.

3. Provide complete coverage of the government transportation cage for NRC 1.

4. Provide much improved coverage of all employee and visitor parking areas surrounding the NRC 1 facility.

5. Provide enhanced coverage at all entrances that interface between un-controlled public areas and controlled employee access, as well as common public/private areas within the NRC 1 facility.

6. Have the ability to provide clear and accurate historical images and video for investigative purposes for a period of not less than 45 days from the date of recording. These images will allow clear and accurate descriptions of individuals and vehicles to include license plates, and clearly document actions taken by those persons and vehicles with an outcome to provide solid and actionable evidence during investigations.

7. Provide actionable informative that is reasonably achievable with given conditions of lighting, weather, and time of day.

8. Enhance the overall security of the security camera system through location of critical components such as recording servers and network equipment to existing Telecommunications Rooms accessible only by authorized personnel.

9. Provide for an installation that is compliant with current industry standards and best practices to include BICSI, National Electric Code (NEC), and International Building Code (IBC).

10. Completely remove and clean-up all remnants of old security camera systems, components, and infrastructure.

11. Provide a security camera system similar enough in manufacturer components to facilitate easy integration pertaining to support, administration, and maintenance to match that which is already standardized and deployed statewide.

Vendors are encouraged to review this Statement of Work and to propose their own recommended solutions to achieve the goals the government has outlined within this document.

TASKS/ WORK REQUIREMENTS

Camera Requirements

To ensure compatibility, to allow integration into current administrative and maintenance activities, and to maintain minimum complexity within the BLM – Idaho security camera enterprise, security cameras acquired for this project will be from the manufacturer called Axis Communications. Minimum requirements are:

1. Supported by Axis Device Manager 5.09.042 or newer for Windows 10 64-bit operating systems.

2. Smallest and most unobtrusive camera profile possible that will still meet the requirements of its location.

3. 3840 x 2160 (4K) resolution and/or 8-megapixels minimum is preferred, and will receive a higher weighting if the option is available for a given camera position solution. If the needs of the solution for a given camera position do not afford the ability to operate at this higher resolution, other resolutions will be considered based on needs and manufacturer product limitations for a given solution. Under no circumstances shall the resolution be less than 1920 x 1080 and/or 2 megapixels.

4. Effectively operates in color in low-light situations.

5. Use of high-resolution panoramic cameras are encouraged when they will provide a reduction in hardware and still meet the needs of the particular monitored location(s).

6. Simultaneous H.264 and Motion JPEG video stream Coder/Decoder (CODEC) support.

7. Powered via 802.3af and/or 802.3at Power over Ethernet (POE).

8. Varifocal Lens

9. Remote Focus and Zoom

10. ONVIF Open-Standards support.

11. Exterior cameras will be weatherproof.

12. Exterior cameras mounted to the building will allow for complete weather and environmental sealing at the camera to building interface.

13. Vandal resistance is not required.

14. The use of wireless cameras is not allowed.

NVR Requirements

To ensure compatibility, to allow integration into current administrative and maintenance activities, and to maintain minimum complexity within the BLM - Idaho security camera enterprise, the network video recorder will be from Tyco/exacq, a Johnson Controls subsidiary. Minimum requirements are:

1. 19-inch equipment rack mounted

2. exacqVision A-Series Server(s)

3. Windows 10 64-bit Operating System Installed.

4. RAID 5 Video Drive Option, RAID 1 OS Drive Option, and Enterprise VMS upgrade option installed.

5. Storage Requirements: Minimum of 45 days storage for all cameras configured for motion detection.

Assume 25% (6-hours) activity per day. 3840x2160 (4K) resolution. 7 frames per second capture. H.264 video compression codec. 80% Quality.

6. 20.06.8.0 or newer exacqVision Enterprise server and client installed.

7. Enough licenses to cover all cameras.

Client Monitoring Station Requirements

1. A total of three client video monitoring stations have been identified. The locations are:

a. Warehouse Personnel Door. View Only of the single exterior camera monitored. A wall-mounted monitor and client station is expected here. Monitor shall be 27-inch on a 3-way VESA mount. Replace existing wall-mounted black and white tube monitor. Equipment to be mounted on an exterior CMU block wall will require surface-mounted EMT conduit extended to the ceiling terminating to a duplex box with faceplate for the TO.

b. Property Office. View Only of the single exterior camera at the warehouse personnel door.

A wall-mounted monitor and client station is expected here. Monitor is 27-inch on a 3-way VESA mount. New installation. Equipment to be mounted to a standard steel-studded drywall wall. Will require TO be mounted recessed into the wall and conductor fished through wall.

c. Federal Protective Service Security Desk. This is the location where the Security Officer resides. This will be a view station with playback and download capability. This position will need to view all cameras simultaneously. The working desk area for monitors is estimated at 48-inches in width. Desk can accommodate a desk-mounted VESA mount capable of supporting multiple monitors. Replace existing desk mounted monitor attached to existing NVR. Security desk sits adjacent to a standard steel-studded drywall finished wall. Will require TO mounted recessed into the wall and conductor fished through the wall.

2. 20.06.4.0 or newer exacqVision Client for Windows 64-bit

3. exacqVision C-series monitoring station

Infrastructure Wiring Installer Requirements

The low-voltage wiring installer’s on-site team will have at least one certified BICSI Installer 2, Copper, or certified BICSI Technician, or certified BICSI Registered Communications Distribution Designer (RCDD), with this credentialed individual having a minimum of 5-years verifiable field wiring experience. This individual shall be on-site and in a production lead role for the duration of the project, overseeing and inspecting the work of the team, if not doing the work directly. The contractor is required to show proof during the submittal process of current and active credentials for this/these individual(s), and it is preferred credentials be provided for all other team members if applicable and available. If the credentials are more than 8-years old, vendor will also provide proof of applicable coursework required taken within the last 8 years that maintained credentials and provided current industry knowledge.

The contractor’s installer team will also be trained and certified by the manufacturer of the cabling and termination components as required by the manufacturer to provide the manufacturer’s extended warranty. Prior to contract award, the contractor will provide proof of this relationship with the vendor(s) whose components will be utilized for the project.

Security Camera System Integrator/ Installer Requirements

It is preferred that the Security Camera System Integrator/ Installer wishing to submit a proposal have some form of formal training through a recognized industry training body. Examples of some acceptable certification sources include: BICSI, Electronics Technician Association (ETA), the National Institute for Certification in Industry Technologies (NICET), Elite Continuing Education University (Elite CEU), and the Electronic Security Association (ESA). Integrator / Installers are encouraged to discuss their knowledge, skills, and abilities, as well as submitting supporting documentation and references when submitting the proposal.

Security Camera Major System Component Acquisition Requirements:

Axis Camera and Accessory Acquisition Requirements - Acquisition of the Axis cameras and accessories must be made through a reseller who is enrolled in the Axis Communications’ Channel Partner Program (CPP). The integrator must be able to show their purchasing of these items will be made through an Axis CPP at proposal submittal. At the end of the project, the integrator is required to provide all pertinent information including licensure and warranty, and to ensure the customer (BLM), is the owner of the equipment, software, firmware, and licensing and authorized to communicate with the manufacturer directly to address warranty and other owner-related issues.

exacqVision Component Acquisition Requirements - Acquisition of the exacqVision Video Management System (VMS) Software, Network Video Recorder (NVR) and other associated licensure and componentry must be made through an authorized exacqVision Sales Channel. At the end of the project, the integrator is required to provide all pertinent information including licensure and warranty, and to ensure the customer (BLM), is the owner of the equipment, software, firmware, and licensing and authorized to communicate with the manufacturer directly to address warranty and other owner-related issues.

Warranty Requirements:

Vendor Warranty - A one-year on-site warranty is required for all major components installed as part of this project. The major components include the infrastructure wiring and its support apparatus, the cameras, and the NVR. During this one-year warranty, the vendor will respond on-site within four business-hours from receiving initial contact. The on-site contact will be qualified and trained to address the issue which they were contacted to address, and will not be a sub-contracted entity that was not originally and directly involved on-site as part of the project.

Equipment Warranty - All active equipment installed as part of the project will include a manufacturer warranty. All manufacturer warranty information for all applicable components, including cameras and NVR will be provided to the BLM, and the BLM will be identified to the manufacturer as the owner of the equipment as needed.

Infrastructure Wiring Warranty - The infrastructure wiring will receive the manufacturer’s extended warranty of not less than 15-years for all components involved in the signal pathway. This includes all cabling, jacks, patch panels, and any other equipment directly within the signal path. The BLM will be identified to the manufacturer as the owner of the installation. The manufacturer warranty will allow for future warranty repair work to be transferrable and or completed by other system integrators that were not the original installers.

Vendor Insurance and Bonding: Certificate of Insurance and Performance and Payment Bonds are required prior to any work being performed.

General Camera Installation Guidance:

1. There is a desire to limit the number of penetrations and mountings to the exterior of the building or pole.

When multiple cameras may be required at any one physical location on the building or pole, it is preferable, if possible, to mount all cameras to a single apparatus such that it reduces the total number of drilled mounting holes and through-hole penetrations as much as practical.

2. The building owner has specified that all penetrations through the building envelope be minimized as much as possible. Whenever possible, while still meeting the design goals, vendors should reuse any existing through hole or mounting location. That said, the desire to use an existing penetration at the cost of reducing the security system coverage or effectiveness should not be considered. The vendor will be required to correct and repair to building specifications, any penetration or mounting that is unused after removal of the old components, or any mistake or change made during new installation.

Infrastructure Wiring Requirements: New network cabling will be required for all cameras and client installations. The following requirements are applicable.

1. Use Category 5e or better that also meets camera and NVR manufacturer specifications.

2. Horizontal cabling will be tested to pass the minimum requirements of that conductor type in accordance with the applicable ANSI/TIA-568 standard, newest version.

3. For CAT-5e, testing will be to gigabit performance standards.

4. Interior horizontal cabling will be blue in color. Plenum rated cable must be used.

5. Cabling run beyond the exterior of the building whether through buried conduit or trench must be direct burial rated, and may be black, gray, or white in color.

6. Every Telecommunications Outlet (TO) will contain a minimum of two cabling drops as per BICSI requirements.

7. All low voltage conductors will terminate to a Telecommunications Outlet (TO). In most instances this will be in the form of a “biscuit jack” located near the point of wall penetration to serve the exterior security camera. Use patch cables from the TO to the camera to interconnect.

8. All TOs’ will be properly labeled to match and extend existing labeling schema within the facility.

9. Where low voltage cabling must be installed exposed on interior surfaces, use quality raceway in color white. Wiremold 2300 series or equivalent. Use of all manufacturer-approved fittings to trim-out the installation is required. Use of physical fasteners and not the provided double-sided tape is required.

10. Where low voltage cabling is required and hollow space is available, use of hollow space is required to hide the cable. For example, fish conductor through walls and recessed TO when possible.

11. In industrial areas such as within the warehouse, use of Electrical Metallic Tubing (EMT) instead of cosmetic non-metallic raceway is approved. Conductor should be run in conduit at the point where the conductor transitions to the vertical run to the TO point. Use duplex outlet boxes, mud rings, and the like as appropriate with the appropriate faceplate.

All installations shall follow current standards of installation as defined in the BICSI Telecommunications Distribution Methods Manual (TDMM), Thirteenth Edition, as well as current National Electric Code, Building Codes, and other applicable codes, standards, and best practices. The project will be inspected as progress is made, and items identified will be expected to be resolved. The government has final interpretation of these standards, and the contractor is encouraged to communicate with the government any time any part of these standards leaves some form of interpretation. Some common violations that will not be accepted include:

Improper use of wire ties and/or over-compression of bundled cables.

Use of ceiling grid support structure to support or hang cable rather than a required and identifiable separate structure, such as additional ceiling wire specifically installed to support the horizontal infrastructure.

Use of “D-Rings” as network cable support structure.

Failure to maintain proper spacing between dissimilar cables.

Obvious deformation of cable sheath leaving clear indication of kinked cable bent beyond the approved bend radius at some point during installation.

Exceeding bend radius inside device box through using too small device box or attempting to place too much maintenance excess in the box rather than other locations like the wall or ceiling.

Excessive removal of cable sheath when terminating conductors.

Excessive unravelling of pairs when terminating conductors.

Failure to support cable at proper intervals.

Running cable through building structure such as “red iron” and trusses, as a support means rather than proper hangers.

Attempting to utilize existing cabling support structure that does not comply with current standards.

Attempting to mimic existing non-compliant cabling and infrastructure.

Cables entering spaces without proper sleeving, conduit, or pass-through.

Use of drywall screws, “sharps”, and other fasteners not approved by the manufacturer, usually used as a means to bypass manufacturer-approved or code compliant installations.

Mounting TO faceplates directly to the face of the raceway rather than utilizing proper manufacturer-approved apparatus.

Failure to limit the protrusion of pass-through, open-ended conduit, sleeves, and conduit acting as pass-through, raceway, or chase within a building (intrabuilding) to between 1 and 3 inches.

Failure to maintain physical separation requiring a physical divider between electrical and low-voltage/data within modular furniture baseboard and “power poles”, allowing low-voltage/data to intrude into electrical spaces, and/or using knock-outs designed for electrical outlets for low-voltage/data TO.

Excessive maintenance loop left behind. Not more than 1-foot left at the TO, and not more than 10-feet at the telecommunications room is acceptable.

Horizontal Cable Specifications

1. Will be category 5e or specified by the camera or NVR manufacturer, whichever is more stringent.

2. Horizontal cabling runs will use blue colored outer sheath.

3. Horizontal cabling runs will be plenum-rated (CMP).

Surface Mount Raceway Specifications and Installation

1. All components used in the installation of the surface mount raceway shall be manufacturer approved for the use and part of the same product line. No mixing of incompatible components from multiple manufacturers without approval (excluding faceplates).

2. Transitioning from one manufacturer’s product to another product from the same manufacturer is approved as long as manufacturer provided transition components are available and color coordination can be maintained.

3. Device box will accept standard faceplate mounts.

4. Raceway is only required in locations where cabling is in occupied and finished space.

5. All components will be color coordinated in white.

6. Installation will be such as to minimize vertical runs as much as possible in trade for more horizontal runs closer to the floor and less visible. Place vertical runs in blind corners when possible. “Blind corners” for the sake of this SOW are corners that aren’t directly visible as one looks into the room from the room’s entrance without a deliberate visual scan.

Horizontal Cabling Support Structure

1. Properly spaced and sized J-Hooks or similar.

2. Materials specifically approved for use, maintaining proper bend radius and pressure/weight load on the cable.

3. Approved for plenum spaces. If plastic materials are chosen, provide documentation in submittals showing plenum rating.

4. No more than 40% filled at project completion.

Faceplates

1. Will be generic enough to allow future installation of a multitude of readily available fittings and connectors following the “keystone” form factor either directly or through manufacturer-approved adaptors.

2. White in color, similar in color to attached raceway and device box.

3. Blank, color-matched inserts used in empty connector positions.

Surface Mount Connector Housing “Biscuit Jack” / Surface Mount Box (SMB)

1. Will be generic enough to allow future installation of a multitude of readily available fittings and connectors following the “keystone” form factor either directly or through manufacturer-approved adaptors.

2. Utilizes and accepts the same modular connector jack as used throughout the installation.

3. Color-matched blank inserts used in empty connector positions.

4. Biscuit Jacks will be properly affixed at installation. Jacks left dangling attached to the end of a service loop strapped to ceiling wire is not acceptable. Mount to walls above the ceiling when practical. Use proper ceiling wire bracketry with which to mount the SMB to.

CAT-5e RJ-45 Connectors

1. Color coordinated to faceplates, raceway, biscuit jacks, and surface mount boxes.

2. Uses common “keystone” type jacks.

Conduit and Pass-through

1. All metal conduit or pass-through entering the equipment room (ER) / Telecommunications Room (TR) must eventually be grounded. Grounding will be completed at a later date and is not part of this statement of work. To facilitate this future work, conduit entering the room must utilize compression-type fittings throughout the ER/TR. Additionally, ground bushings must be installed wherever the conduit comes to an open end within the ER/TR. Conduit and pass-through entering the room through the ceiling or walls and left open shall protrude between 1 and 3 inches.

2. Electrical conduit must be finished on both ends. Runs of conduit used as a means to provide cable path and support, when left open (not terminating to a box or entering an ER), may use plastic end caps specifically approved for that permanent use, or approved electrical connectors and fittings with compression connection.

3. No more than 40% filled.

4. A properly finished pass-through must be installed any time a penetration between walls takes place. This includes the pass-through between the interior and exterior of an exterior wall, and the extension with which a pass-through protrudes must be honored whenever possible.

Patch Panels

1. Black in color

2. When using blank patch panels that support the use of snap-in jacks, use the same “Keystone” style jack as used at the TO.

Labeling

1. Match and extend labeling of existing infrastructure.

2. Applicable to all elements of the installation, follow best practice identified in Chapter 10 of the 13th

Edition of the BICSI Telecommunications Distribution Maintenance Manual (TDMM). Label Racks, pathways, cables, connecting hardware, and others as applicable.

3. At the workstation outlet, label top left to bottom right of the faceplate from lowest to highest number.

4. Label by patch panel and position. For example: A14 on Work Area Outlet = Patch Panel A, port 14 in the ER/TR.

5. Cables at the patch panel should be terminated in sequence in a clockwise/clockwise fashion in relation based on the TOs’ location relative to the ER/TR. Cable A1 will be located in the first TO closest to the door to the ER/TR, then all jacks labeled within the larger facility in clockwise fashion as referenced to the ER/TR. Partitioned locations within larger spaces are labeled as they are approached within the clockwise rotation, and labeled clockwise within the office before continuing further. Patch panels are filled in the rack in sequence, and top-down, with new patch panels added (patch panel B for example) after the preceding patch panel (A) is completely filled.

6. In locations where connections are located above the ceiling, label at the nearest point on the ceiling itself, preferably placing a label onto the closest section of ceiling grid to the connector.

Minimum Security camera System Monitoring and Coverage Goals: The following information provides overall goals and the initial design / thought process to achieve those goals. Vendors are welcome and encouraged to look for multiple ways to achieve and address the underlying goals.

1. The over-arching goal of the security camera system is to protect federal employees and federal property.

At no time should any monitoring decision process be made with the purpose or direct intent of monitoring an individual’s or groups’ ability to exercise their First-Amendment rights. Additionally, cameras will be pointed in such a way as to minimize capture of adjacent private property.

2. The general perimeter of the first floor of the NRC 1 building must be covered with general camera coverage throughout for all building entrances and windows.

3. NRC 1 Entrances require additional coverage to provide coverage to the specific door both exterior and interior. This requirement includes the one exit-only door on the east side of the building. Coverage will be of sufficient quality and viewing angle for facial recognition.

4. NRC 1 all other exit-only doors require exterior-only coverage.

5. All interior doors that interface between and separate the publicly-accessible areas to the employee-only areas must be covered from the publicly accessible side.

6. General coverage for safety will be required at stairwell and elevator landings for each floor.

7. General coverage allowing the ability to view the direction an individual travels down hallways once exiting the elevator landing on each floor must be covered.

8. There are two cameras on the NRC 2 building. One exterior camera monitoring the main public entrance, and another camera covering the USDA reception area located on the second floor. These cameras will be replaced one-for-one and in the same location as current with units providing similar or better capabilities than the existing cameras. No additional cameras will be installed at the NRC 2 facility.

9. Adequate coverage will be provided to the interior of and along the exterior fence line of the NRC 1 transportation fenced area.

10. General coverage will be provided to the parking lot areas around NRC 1.

11. Coverage capable of capturing license plate information and specific vehicle description information will be placed to monitor all vehicle entry points into and out of the parking lot.

Miscellaneous:

1. Material used for touch-up and repairs shall blend with the color and texture of the surrounding surface and applied in accordance with the manufacturer’s recommendations.

2. Work shall include clean-up of the work site during and after work to include removal of all unused material, refuse and debris from the work area.

3. Dirt, dust and debris in the general office space from the demolition and construction to be minimized during this work.

4. Work hours must coordinate with local management.

5. Upon completion of the project, equipment/material installed shall operate/function as designed by the manufacturer.

6. Contractors shall comply with all applicable zoning and building codes.

7. Contractors shall verify function of current infrastructure at bid and during installation.

8. All locations that require wall/ceiling/floor penetrations or disturb the finishes must be performed in a manner to not affect current electrical, plumbing, fire protection, etc…

9. Any floor penetration must be approved in advance prior to any work being performed.

10. All building envelope locations will require a detail on how the penetration will be sealed to prevent leaking, etc.

11. Any damaged finishes are the responsibility of the vendor and repairs are required to match the finishes prior to being disturbed.

12. All components of the Security Camera system shall be UL Listed and FCC compliant to ensure systems do not interfere with other electronic equipment within the facility.

13. Contractor will be responsible for the removal from the premises and disposal of all old camera system components and apparatus. Except for the NVR, which will be delivered to the Government for proper disposition.

14. All work shall be done in accordance with manufacturer’s specifications and to the satisfaction of the Contracting Officer.

DELIVERY

Upon project completion and final acceptance, the vendor will deliver:

1. A fully operating security camera system to the government. This system will consist of:

a. New horizontal cabling infrastructure installed to BICSI standard.

b. Cameras

c. Network Video Recorder(s)

d. Video Client Monitoring Stations

2. All cabling, infrastructure, and hardware associated with the old camera systems identified in this document removed off site completely.

3. A final product that is fully compliant with all local and applicable zoning and building codes, National Electric Code, and International Building Code.

4. All mounting locations left unused that previously supported mounted cameras or apparatus will be restored to a cosmetic condition acceptable to the building owner.

5. All new, exposed, and visible infrastructure installed in a professional manner acceptable to the building owner.

6. All building envelope penetrations water proof as applicable.

7. Final as-built drawings provided in both AutoCAD and PDF format.

8. Test results for all horizontal cabling provided in PDF format.

9. Extended warranty certification of a minimum of 15-years for all low voltage CAT-rated infrastructure.

10. All pertinent software manuals, licensing, and warranty information, to include all system, software, hardware, firmware, passwords, etc… for all hardware and software installed.

11. Pricing for an optional ongoing support and maintenance agreement following the warranty period.

Once a vendor has been selected, the vendor shall provide submittals within 7 calendar days of the Notice to Proceed (NTP). Contractor is required to notify the government if they believe the work will take longer and adjust work initiation accordingly. Contractor is welcome to coordinate with the local contractor lead, and initiate work any time after NTP and acceptance of submittals, as soon as it is practical to begin, understanding some work may be dependent upon work to be completed by other contractors.

The contractor shall make reasonable efforts to minimize disruption to Government operations. Work shall be scheduled to be completed as rapidly as possible once started, and to have minimal impact to operations.

Government offices will not be open for work to be performed during Saturdays, Sundays or national holidays (observed day). Working hours available for installation are typically Monday through Friday, 7:30 AM through 4:30 PM. Work before or after these hours can be accommodated with enough notice.

The Contractor shall observe any other day designated by Federal statute, Executive Order or the Presidential proclamation. When any such day falls on a Saturday, the preceding Friday is observed; when any such day falls on a Sunday, the following Monday is observed. All personnel assigned to perform under this contract shall limit their observation of holidays to those set forth above.

GOVERNMENT-IDENTIFIED ELEMENTS AND FURNISHED PROPERTY

Building Construction and Information

The building exterior is constructed of concrete to about the three-foot level, then Concrete Masonry Unit (CMU) (block) construction. Exterior dimensions of the building are around 280 ft long, and 115 ft. wide. The building has a total of 3 stories. Ceilings in office areas are constructed of suspended 2ft. x 4ft. acoustical tiles, commonly referred to as “drop ceiling”. The ceiling height is 9ft. The space above the drop ceiling, which is 4ft. in height, is considered plenum / cold air return space. Hallway ceilings are constructed of drywall, with access panels placed throughout. The ceiling in the main public entrance is drop ceiling at 11ft. high. The warehouse is open above and exposed to the bottom of the 2nd floor concrete floor structure. Upper floors are constructed of concrete, supported with steel trusswork from below.

The main parking lot covers an area that is about 425 ft. x 190 ft. This parking area is sub-divided into multiple sections with trees and lighting surrounding. Additional parking to the east and west of the building adds additional space of around 65 ft. x 160 ft. both east and west. There are three entrance/exit points to the parking area.

A part of the parking area is cordoned off using 10ft. chain-link fence topped with anti-climb. This area, which is around 240 ft. x 70 ft. is reserved for federal government vehicle parking. It has one entrance/exit that is used.

Lighting to the parking area has recently been upgraded. Lighting is now LED-based. Light poles are generally located about every 100 ft. throughout the parking area.

Most lamppost locations are in excess of 100 meters from the nearest telecommunications closet in the NRC 1 facility, meaning it is assumed some solution will be required to extend Ethernet connectivity to cameras providing coverage within the parking lot and transportation cage area. Additionally, it is anticipated the building owner will desire minimal intrusion into the parking lot asphalt pavement. Based on cursory walk-through by government personnel, space is likely available, with building owner approval, to install a small ground-level cabinet within the government transportation cage, where power is already available. From this location all lampposts could be likely be interconnected. This is a suggestion based only on assumed issues the vendor is expected to need to resolve. The vendor is welcome and encouraged to suggest their own solution.

Existing Low Voltage Wiring Infrastructure Information

Above the drywall ceilings in the hallways resides a cable ladder as support structure for low voltage cabling such as network, phone, loudspeaker paging, cameras, etc…, terminating at the telecom rooms. Multiple 4-inch conduits with ample available space interconnect the various telecom rooms between the floors. Some limited access to the roof is available through a telecom room on the 3rd floor.

All telecom rooms interconnect via 62.5/125 multimode fiber, as well as traditional copper CAT3-grade phone conductor.

An Ethernet Network infrastructure dedicated for the purpose of secondary systems such as security cameras is already in place within the NRC 1 facility. Each Ethernet switch, with at least one located in each of the building’s five telecommunications closets, provides Power over Ethernet to all ports, and all ports are rated for gigabit speeds.

All switches interconnect via multimode fiber to a core-switch located in the first-floor telecom/server room, where the NVR will be located. Each fiber backbone / interconnect is operating at 1-gigabit speed and can be upgraded if required. Current Ethernet switches are DLink DGS-1210 series. The Ethernet Network Infrastructure will have a dedicated VLAN assigned specifically for the purpose of the security camera system. Ethernet switches will be upgraded by the government as needed to support the port density and power required to support the new cameras if required. All switches are mounted within 19-inch equipment racks and have uninterruptable power supplies (UPS) of ample size and quality to provide power backup to the switch and connected cameras.

There are currently no known cabling paths available to reach parking lot lighting or the Transportation Cage Area. Plans to locate cameras in and around the parking lot will require trenching. Trenching work will require preliminary plans submitted to the building owner for approval. As such, we believe this project will likely be best suited to be broken into two phases, one for the building and another for the parking area. We believe the approvals necessary for the building will require less analysis on the part of the building owner, allowing work to begin at the building first.

Building Owner Information

All plans for the site must be reviewed and approved by the building owner prior to work commencing.

Preliminary approval for work to take place on the building has tentatively been accepted. Work involving the parking lots and transportation cage have not. As such, we believe the work to the interior of the building will be able to begin prior to approval for parking lot approvals, and a phased-approach to the project is likely the best option.

SECURITY REQUIREMENTS

Vendor is required to provide some proof of verification that all persons assigned to the project are not considered a security risk. This may be in the form of a document establishing the vendor performs criminal background checks on all personnel and that on-site personnel have been verified by the vendor to not be a security risk, with the vendor taking full responsibility for the actions of the personnel representing or working on behalf of the vendor.

All offices where the vendor will be operating require some form of professional identification by the vendor that identifies the individual’s name, place of work/company, and job title, with that identification worn in an easily visible location on their person at all times. All vendor representatives are required to receive criminal background checks to ensure vendor personnel are trustworthy. All vendor personnel are required to check-in at the front reception desk as applicable, including signing into and out of the visitor log upon arrival and departure.

Vendor representatives will require escort whenever their activity requires access to secured locations. Vendor representatives are only allowed on-site for the sole purpose of performing duties required to fulfil this statement of work.

The place of performance will be at the Federal Natural Resource Center located in Boise Idaho. Work will be on behalf of the BLM – Idaho State Office. The address is 1387 S Vinnell Way, Boise, ID 83709
