Provide services Equipment and Materials to trim wild horses and burros at the Bruneau Off Range Corrals in Bruneau, Idaho, in accordance with the Statement of Work and all other terms and conditions contained herein.

Item No. Description QTY Unit Unit Price Total amount

0010 Trimming 6,000 per head $_____ $________

Quantities listed above are for estimation purposes only. Actual numbers may vary. Will be paid based upon actual number of horses and burros trimmed each time services are requested.

Note: “More than one award may be made from this Solicitation”

DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

1) BACKGROUND

a) Wild horses and burros on public lands administered by the Bureau of Land Management (BLM) are protected, managed, and controlled under the provisions of the Act of December 15, 1971, as amended (16 U.S.C. 1331-1340). As resource conditions and other factors warrant, excess wild horses and burros are removed from the public lands.

b) The Bruneau Off Range Corrals (ORC) is a wild horse and burro holding facility located in north central Owyhee County, three miles west of Bruneau, Idaho.

a. From Bruneau, Idaho, take Highway 51/78 west, take the Highway 78 junction to Grandview approximately one mile to Jacks Creek Rd. and turn left.

c) The average number of horses expected at the Bruneau ORC is approximately 2,000 head with a maximum capacity of 3,500 hd.

d) During the time the wild horses and burros are maintained at these holding facilities their hooves will need to be trimmed, possibly several times a year.

e) The BLM has the need to contract for the services of hoof trimming.

2) OBJECTIVES

a) The contractor must have the knowledge and skill to trim wild horses and burros’ hooves with minimal stress and injury to the animals.

b) The contractor must be able to work effectively with BLM personnel to efficiently trim wild horses and burros’ hooves.

c) The contractor must be available to work full days and trim up to 90 animals per day at the holding corrals located in

Bruneau, Idaho.

3) GENERAL SERVICES

Acceptable Methods

a) Hooves can be trimmed with an electrically powered and/or cordless (with battery pack) angle grinder compatible with an aluminum flat disc with carbide teeth, and/or an aluminum oxide abrasive pad of the type commonly used for trimming animals.

b) All trimming will be conducted with the animal secured in a hydraulic tilt chute.

4) SPECIFIC SERVICES

a) Heels will be trimmed to a natural angle and length.

b) Toes are trimmed to a natural angle and length.

c) Bars will be trimmed to be straight and tapered.

d) The necessary amount of sole is removed to ensure a level hoof.

e) Wall flares will be addressed, as necessary.

f) The outer hoof wall will be rolled (Mustang Roll). As directed by the COR/PI, for natural break-over, the entire hoof wall may need to be rolled, toe to heel.

g) Every hoof will be approached with the concept of “Target Trimming” – that is, trim that which is most important first, and only that - one item at a time. This means that every single part of the hoof is not always trimmed; focus only on what is necessary.

5) RESPONSIBILITIES OF BLM

a) BLM and/or facility contract wranglers will bring the wild horses and burros to the hydraulic chute and assist in the restraint of the animals.

b) BLM will operate the hydraulic chute to allow the wild horse or burro to be tilted and tied up for ease in hoof trimming.

c) If needed, a facility veterinarian will administer any drugs that the BLM manager thinks is appropriate or necessary.

d) BLM will notify the contractor 5 days prior to the start of work. BLM will also provide an estimate of the number of animals needing trimmed and an estimate of the number of days necessary to complete the task.

EVALUATION FACTORS FOR AWARD

TECHNICAL PROPOSAL EVALUATION COMMITTEE (TPEC)

The Contracting Officer has established a TPEC to conduct the evaluation of proposals received in response to this solicitation. The evaluation of technical capability will be based exclusively on the content of the proposal and any subsequent discussions required.

The TPEC will not consider any technical capability information or data incorporated by reference or otherwise referred to. The identities of the TPEC personnel are confidential, and any attempt by the offerors to contact these individuals is prohibited.

INITIAL REVIEW

Proposals are being solicited for a person or persons with the knowledge and skill to trim wild horse and burro’s hooves at the Bruneau ORC. Further, offeror must provide certification that no member of the corporation, or any person named in the proposal has been convicted of, nor are currently under indictment or investigation for any cruelty to animal charges. Failure to certify will render the response to this RFP non-responsive and result in rejection.

Each proposal received will be reviewed initially to determine if it conforms to the general requirements of the solicitation. If a proposal does not conform to the solicitation requirements and would be incapable of being placed in the competitive range without major or significant changes, the proposal will be rejected and will not be further evaluated. Those proposals that are found to be in general conformance with the solicitation requirements will be forwarded to the TPEC for further evaluation. Evaluation of proposals will be in accordance with that provision entitled “Evaluation Process” as contained in this section. Each proposal received will be reviewed initially to determine if it conforms to the general requirements of the solicitation.

OVERALL RELATIVE IMPORTANCE OF EVALUATION FACTORS

Proposals submitted will be evaluated as set forth in section M of this solicitation. The factors to be evaluated are shown below and are listed in descending order of importance.

(1) Technical Capability

(2) Past Performance

(3) Price

Evaluation factors other than price, when combined, are significantly more important than price.

A particularly low rating regarding one or more of the evaluation factors could render a proposal unacceptable.

See Section J for additional attachments to include project specifications and drawings.
