PWS 1.0 Background on the Government’s Requirement

Background: The Ridgecrest Bureau of Land Management (BLM) requires the services of a veterinarian, licensed to practice in the State of California. The veterinarian will need experience in handling large animals (horses, burros, and mules). These animals are ungentled as a rule. The wild horses and burros are rounded up periodically from public lands and must be processed for health inspections, vaccinations, blood samples and castration) and held (requiring general health care). The Government will restrain the animals in a squeeze chute, head and heel or hold the animals after sedated so the required veterinary services can be performed in an expeditious and safe manner.

PWS 2.0 General Scope of Work

Section A.

General Care: the contractor shall provide open castrations, blood draws for Coggins testing, health inspections (CVI) as needed at the Ridgecrest Corrals, Ridgecrest, California. The corrals are located 4 miles east of Ridgecrest, California on Randsburg Wash Road. The workload will vary seasonally with the peak season occurring between July 1st - April. This is when BLM will start gathering animals. At times services will be required several days in a row. Workload can be expected to vary depending on gather activity and the health and population at the Ridgecrest corrals. The maximum number of animals at this facility has been set at 1,000 but can be as high as 1,200 head for a few months. The lowest number of animals has been approximately 300 head. A veterinarian or a veterinarian tech under the Dr. supervision will need to be able to come to the corrals and preform the needed procedures (open castrations, blood draws). The BLM will contact the contractor at least two days in advance at a minimum to schedule the procedures. The name, address and telephone number of a back-up veterinarian must be provided in case of an emergency (CIV or blood draws).

The duties and minimum qualifications require a veterinarian license in the State of California, USDA accredited for issuing interstate health certificates, and one year of experience with equines.

BLM personnel assist the Contractor by performing services to restrain animals for the veterinarian by mutually agreed to procedures, considering BLM policies, as identified by BLM, to protect the health and welfare of all associated personnel and the wild equine being treated. BLM may perform services in the care and treatment of equine, under the guidance of the veterinarian, at the CO R's discretion. For example, after veterinarian examination, BLM may administer penicillin and/or vaccine. General veterinary services to be performed are as follows:

a. Contractor shall dispose of all infectious waste materials in BLM provided containers. According to San Bernardino County District Health and OSHA

PWS Page 3

(1910.1030) regulations. The cost of furnishing the containers and removal/ disposal of the containers is covered by BLM.

b. When the use of needles is required (i.e., vaccinating, drawing blood, etc.)

asterile needle shall be used for each animal. Disposal of all sharps and syringes in BLM provided containers will be in accordance with San Bernardino County District Health and OSHA (1910.1030) regulations.

PWS 3.0 Overall Objective(s)

The contractor shall provide routine veterinary services on an as needed basis the Ridgecrest Bureau of Land Management. Services shall include castrations, blood draws and health certifications for the Ridgecrest Bureau of Land Management Wild Horse & Burro corrals.

PWS 4.0 Specific Tasks

Task 1: Castrations: open or crypt if needed.

To have healthy adoptable geldings when healed from surgery.

Task 2: Blood draws for Coggins testing:

To have an acceptable sample drawn to be sent to a laboratory for testing. The

Bureau of Land Management must use a USDA certified blood draw sheet if doing more than one animal per sheet (we will provide a copy of the blank sheet we are currently using). The results will be sent back to the corrals so we can update the animal’s health record.

Task 3: Health Certificates:

As we ship animals out of California, we need to have a current health certificate.

We have single animals leaving and truck loads at times. We have very tight turnaround times, so we will try and give the contractor as much lead time as we can.
