COMBINED SYNOPSIS
The Bureau of Land Management (BLM), Central California (CENCAL) Bishop, CA, (Mono County) has a requirement for Janitorial Services, in accordance with the attached Request for Quotation (RFQ)
140L1221Q0010 and attachments.
This notice is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-04. A fixed price contract will be awarded using the Lowest Price Technically Acceptable (LPTA) procedures. A fixed price contract will be awarded using Simplified Acquisition Procedures. The North American Industrial
Code (NAICS) is 561720 and the business size standard is $19.5 million. Referenced FAR clauses are available in full text at: https://www.acquisition.gov/?q=browsefar. Offeror must be registered in the SAM.gov before providing a quote. If the offeror is not registered in SAM, it may do so through the SAM website at:
www.sam.gov.
The Government will conduct this procurement in accordance with FAR 12.6 & 13.5 Simplified Procedures.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at
52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the
Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

The Government may require continued performance of any services within the limits and at the rates specified in the contract. Beginning May 1, 2011, payment requests for all new awards must be submitted electronically through the U.
S. Department of the Treasury's Internet Payment Platform System (IPP). Payment terms for existing contracts and orders awarded prior to May 1 remain the same. The Contractor must use IPP for contracts and orders awarded May 1 and later, and must use the non-IPP invoicing process for those contracts and orders awarded prior to May 1. 1452.201-70 Authorities and Delegations (Sept 2011)
(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award.
The COR will be responsible for technical monitoring of the contractor's performance and deliveries.
The COR will be appointed in writing, and a copy of the appointment will be furnished to the
Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.
(c) The COR is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the Contractor's right to proceed; (5) Obligate in any way, the payment of money by the Government.
(d) The Contractor shall comply with the written or oral direction of the Contracting
Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum. The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the
Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph
(e) of this clause.
(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph
(d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.

(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the COR.

Performance Work Statement (PWS) Travertine Hot Springs Janitorial Service
PWS 1.0 Background on the Government’s Requirement
The Travertine Hot Springs are located in Bridgeport, California on Bureau of Land Management (BLM) land. The BLM has one vault restroom located in the parking area. Due to the nature of the COVID19 pandemic, the BLM has an immediate need to provide sanitation and hygiene at this facility. The restroom will need janitorial services three times per week.
PWS 2.0 General Scope of Work
The principal components of work to be performed by the contractor will consist of janitorial services. This includes emptying trash receptacles, picking up litter scattered throughout the recreation/management areas, cleaning vault toilets three (3) times a week, and restocking restrooms in accordance with the specifications contained herein.
The contractor shall accomplish by providing all personnel, labor, materials, and supervision necessary to perform the janitorial and cleaning services as required by this Performance Work Statement (PWS).
Period of Performance:
The period of performance shall be for one (1) Base Year and four (4) option years.
Place of Performance:
The work to be performed under this contract will be performed at Travertine Hot Springs, located at 38°14’45.33” N, 119°12’19.59” W in Bridgeport, California. The address is Travertine Hot Springs, Travertine Hot Springs Road, Bridgeport, California 93517, in Mono County.
PWS 3.0 Overall Objective(s)
The contractor shall accomplish all cleaning tasks to meet the requirements of this PWS. The minimum cleaning frequencies are established in Cleaning Schedule.
The objective of this work is to provide Janitorial Services for six (6) recreation & management sites located within the Arcata Field Office land management boundaries:
• Janitorial Services Schedule: Services shall be performed three (3) times per week for each site under this contract.
• Basic restroom cleaning services shall include thorough cleaning and disinfecting of all surfaces with an appropriate cleaning agent, descale toilet bowls and sinks as per the PWS in section 4.0.
• All trash and recycling containers shall be emptied and returned to their original location and proper position, this includes trash receptacles located in the vault toilets and outside of the site entrances. Boxes, cans, papers and other material placed near a trash or recycling receptacle and marked “TRASH” or “RECYCLE” shall be removed. Any obviously soiled or torn plastic trash and recycling receptacle liners shall be replaced. Trash and recycling receptacles shall be left clean, free of foreign matter, and free of odors.
PWS 4.0 Specific Tasks
4.1 BASIC CLEANING SERVICES. The contractor shall accomplish all cleaning tasks to meet the requirements of this Performance Work Statement. The minimum cleaning frequencies are established in the Cleaning Schedule.

4.1.1. Clean Interior Bathroom Flooring/Sinks/Mirrors/Doors. All surfaces shall be cleaned with a cleaning agent appropriate for each bathroom facility. Contractor shall remove all debris, dust, dirt, marks, grease, smudges, scuffs, fingerprints, and other foreign matter to provide or maintain a clean, uniform appearance.
4.1.2 Remove Trash and Recycling. All trash and recycling containers shall be emptied and returned to their original location and proper position, this includes trash receptacles located in the vault toilets and at trailheads or recreation site areas. Boxes, cans, papers and other material placed near a trash or recycling receptacle and marked “TRASH” or “RECYCLE” shall be removed. Any obviously soiled or torn plastic trash and recycling receptacle liners shall be replaced. Trash and recycling receptacles shall be left clean, free of foreign matter, and free of odors.
4.1.3 Clean Bathroom Sink and Surface Areas. Completely clean and disinfect all surfaces of sinks, plumbing fixtures, dispensers, stall doors and hardware, walls, and other such surfaces, using appropriate cleaning, disinfecting, and polishing agents.
4.1.4 General Spot Cleaning. Perform spot cleaning on a continual basis. Spot cleaning includes, but is not limited to removing, or cleaning smudges, fingerprints, marks, streaks, spills, etc., from washable surfaces of all walls, doors, door guards, door handles, push bars, kick plates, and fixtures. After spot cleaning, the surface shall have a clean, uniform appearance, free of streaks, spots, and other evidence of soil.
4.2. BASIC RESTROOMS CLEANING SERVICES. The contractor shall accomplish all cleaning tasks to meet the requirements of this Performance Work Statement.
4.2.1. Clean and Disinfect Surface Areas. Completely clean and disinfect all surfaces of sinks, toilet bowls, urinals, lavatories, dispensers, plumbing fixtures, partitions, dispensers, doors, walls, and other such surfaces, using a germicidal detergent. After cleaning, receptacles will be free of deposits, dirt, streaks, and odors. Disinfect all surfaces of partitions, stalls, stall doors, entry doors, (including handles, kick plates, ventilation grates, metal guards, etc.), and wall areas adjacent to wall mounted lavatories, urinals, and toilets.
4.2.2. Stock Restroom and Vault Toilet Supplies. Contractor shall ensure restrooms and vault toilets are stocked sufficiently so that supplies including toilet tissue, paper towels, soap, and other materials do not run out between services. All supplies shall be stored in designated areas only. No overstocking shall be allowed.
4.2.3. Vault Toilets Concrete Floors. Vault toilet concrete floors shall be swept and mopped using an appropriate cleaning and disinfecting agent. Toilet seats and covers shall be cleaned and disinfected, including the inside and outside of the vault toilet risers. A deodorizer and/or air freshener shall be applied (e.g., small, disposable sponge with droplets of air freshener) inside the vault toilet room after each cleaning. The deodorizer or air freshener should last until the next cleaning service without being over-bearing, especially to visitors and others that may be sensitive to perfumes and other odors.
PWS 5.0 Delivery / Performance Schedule
The contractor must deliver janitorial service for one CXT vault restroom located at the Travertine Hot Springs parking area. Services include removing dirt and debris from inside of the restroom, sanitizing surfaces, stocking toilet paper, and removing all trash.
The contractor shall provide cleaning service three times per week, typically Monday, Wednesday, Friday, weather and access permitting. Emergency or additional janitorial services may be requested for up to 15 times per year. Emergency services must be performed within 24 hours of notification, excluding weekends and holidays. Snow is typical November
21 | P a g e through April, causing the area to become inaccessible depending on road conditions. During times of hazardous weather and road conditions, services will not be required.

PWS 6.0 Government-Furnished Property, Materials, Services
General:
The Contractor shall furnish all personnel, transportation, supervision, and other items and non-personal services necessary to perform the work tasks defined in this Performance Work Statement, except for those items specified as government furnished property and services.
Materials: The Government shall furnish the below materials to assist the Contractor in meeting the requirement of this contract, including disposable gloves, disinfectant spray, mop, bucket, broom, toilet paper, and trash bags, except for those items specified as government furnished property and services.
Facilities: The Government will provide a maintained parking area to support the janitorial services requested.
PWS 7.0 Security and Administrative Matters
The contractor shall be responsible for safeguarding all government property provided for contractor use. At the close of each work period, government facilities and materials shall be secured.
Regular Work Hours:
The performance period established for this contract is based upon all work being conducted during regular working hours between 7:00am and 4:00pm, Monday through Friday, excluding government holidays. If the Contractor desires to carry on work outside regular hours, including Saturdays, Sundays, and government holidays, a request must be submitted to the Contracting Officer in sufficient time to allow satisfactory arrangements to be made for access to the work site.
Communications:
“Time” for communications received after 3:00pm, after 12:00 pm locally on Fridays, or after 12:00 pm locally prior to a holiday will not start until the next business day. All times are local Pacific Standard Time.

Standard Definitions:
Physical Condition The Physical appearance of Federal equipment or facilities that considers cracks, chips, dents, abrasions, rust, corrosion, general cleanliness, vibration, operating temperature, and discoloration and other items as identified by the COR.
Physical condition may be determined by visual as well as diagnostic means.
Contracting Officer (CO) The Secretary of the Interior or designated authorized representative who is the only agent capable of signing a federal award or obligating funds.

(a) Definitions. As used in this provision—
"Electronic Funds Transfer (EFT) indicator means a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the commercial, nonprofit, or Government entity to establish additional
System for Award Management records for identifying alternative EFT accounts (see subpart 32.11) for the same entity.
Registered in the System for Award Management (SAM) means that–
(1) The Offeror has entered all mandatory information, including the unique entity identifier and the
EFT indicator, if applicable, the Commercial and Government Entity (CAGE) code, as well as data required by the Federal Funding Accountability and Transparency Act of 2006 (see subpart 4.14) into SAM
(2) The offeror has completed the Core, Assertions, and Representations and Certifications, and
Points of Contact sections of the registration in SAM;
(3) The Government has validated all mandatory data fields, to include validation of the Taxpayer

(b) (1) An Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
(2) The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation "Unique Entity Identifier" followed by the unique entity identifier that identifies the Offeror's name and address exactly as stated in the offer. The Offeror also shall enter its EFT indicator, if applicable. The unique entity identifier will be used by the Contracting Officer to verify that the Offeror is registered in the
SAM.

(c) If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for establishment of the unique entity identifier directly to obtain one. The Offeror should be prepared to provide the following information:
(1) Company legal business name.
(2) Tradestyle, doing business, or other name by which your entity is commonly recognized.
(3) Company physical street address, city, state, and Zip Code.t
(4) Company mailing address, city, state and Zip Code (if separate from physical).
(5) Company telephone number.
(6) Date the company was started.
(7) Number of employees at your location.
(8) Chief executive officer/key manager.
(9) Line of business (industry).
(10) Company headquarters name and address (reporting relationship within your entity).
(d) Processing t ime should be taken into consideration when registering. Offerors who are not registered in

(a) Definitions. As used in this provision-
Commercial and Government Entity (CAGE) code means-
(1) An identifier assigned to entities located in the United States or its outlying areas by the
Defense Logistics Agency (DLA) Commercial and Government Entity (CAGE) Branch to identify a commercial or government entity; or
(2) An identifier assigned by a member of the North Atlantic Treaty Organization (NATO) or by the NATO Support and Procurement Agency (NSPA) to entities located outside the United
States and its outlying areas that the DLA Commercial and Government Entity (CAGE) Branch records and maintains in the CAGE master file. This type of code is known as a NATO CAGE
(NCAGE) code.
Highest-level owner means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.
