Contractor Performance Assessment Reporting System DEC 2015

FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.

2) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.

3) We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award.

Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.

4) When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.

5) Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.

a) Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.

b) Your comments should focus on objective facts in the AO's narrative and should a) provide your views on the causes and ramifications of the assessed performance.

c) All information provided should be reviewed for accuracy prior to submission.

d) If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.

e) Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.

f) If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."

The following guidelines apply concerning your use of the past performance evaluation:

Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.

Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.

Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.

If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.

A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.

Performance Work Statement (PWS)

Biological Services for Non-sagebrush Bird Surveys

1.0 Background on the Government’s Requirement

Bureau of Land Management (BLM) has the responsibility to manage wildlife habitat on BLM administered lands. The purpose of this project is to establish an inventory/monitoring platform that allows BLM to manage for native desert bird species that are not obligate sagebrush species in such a manner as to prevent the need for them to be listed under the Endangered Species Act. In order to achieve this goal, BLM must understand bird populations related to habitat type and quality and the multiple uses in those landscapes. This project should assist BLM in that goal by providing bird population and density data at biologically relevant scales.

2.0 General Scope of Work

The contractor shall perform all activities necessary for the completion of a desert bird study. Services include all labor, equipment, supplies, services, permits, and licenses necessary to collect filed data and report on habitat characteristics, numbers and types of birds, and density of bird species.

The contractor shall accomplish the collection, curation and appropriate dissemination of a body of useable data regarding the occupancy of target species of birds in the project area.

Place of Performance:

All the work associated with this contract is on BLM administered lands. This project has two project areas

1. The first project is for lands administered by California BLM (includes the Applegate Field Office with includes portions of Northwest Nevada and Eagle Lake Field office which manages portions of Nevada as well)

2. The Second project for lands administered by Nevada BLM (excluding those areas of Nevada that are administered by the two California BLM field offices).

The quote can be for one or both project areas listed above.

3.0 Overall Objective(s)

The objective of this work is to utilize the information gathered by this project to:

More effectively evaluate BLM options in management of desert habitats for multiple avian species.

Improve our basic understanding of desert avian species-- habitat use, population status, range.

Improve BLM’s ability to improve conditions for desert bird species.

4.0 Specific Tasks

Task 1: Biological Surveys Based on the projects above, field surveys (inventory/monitoring) of non-sagebrush obligate birds (LeConte Thrasher, Bendire’s Thrasher, Etc.) and documentation of observations (data sheets, photos graphs, field notes, maps) will be provided for each day in the field. Field data must be provided in hard copy and electronic formats.

Work will be conducted according to accepted protocols such as the IMBRC (or approximating same).

17 | P a g e

Task 2: Documentation Provide monthly email updates on project status. Compile and organize survey data. Maintain files, GIS, and Access databases. Prepare summaries, narratives and draft and final reports. Final reports should be of sufficient standard to meet peer-reviewed published journal articles.

Requirements BLM requires the contractor to have intimate knowledge and experience of the western Mojave of California and Nevada land areas as well as the bird species residing in these areas. Contractor shall be expected to design their own survey protocols tailored to the western Mojave and non-sagebrush species. Contractor must be able to demonstrate a minimum of a 5-year history of contributing to the design of widely used bird identification and survey protocols in these areas to authenticate that they are capable of doing this job.

Once the project is started there will be little or no guidance from BLM staff on these surveys, the contractor must be able to self-identify specific survey areas within the western Mojave and Nevada areas. The contractors demonstrated experience will be a key role in completing these surveys.

BLM requires our contractor to have demonstrable experience with the Mojave Desert of California and Nevada. BLM will not specify parcels of land within this zone to survey. Contractor shall be required to use their experience with these land areas in Nevada and California within the western Mojave Desert to efficiently select the habitat and parcels to be surveyed along with this contract in line with the tasks set above.

5.0 Delivery / Performance Schedule

Contractor must deliver data and a report by June 1st containing all the data for the current year and historical data from prior years if available.

6.0 Government-Furnished Property, Materials, Services

General: The Contractor shall furnish all personnel, materials, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the work tasks defined in this Performance Work Statement, except for those items specified as government-furnished.

7.0 Security and Administrative Matters

Regular Work Hours: Due to the nature of the work, full flexibility will be given to hours of work during the survey period.

Federal Holidays:

The following Federal Legal Holidays are observed:

New Year’s Day Martin Luther King, Jr. Day President’s Day Memorial Day Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Day Christmas Day
