SECTION 1: STATEMENT OF WORK
Integrated Pesticide Management Instructor
March and April 2025
Background
The course “Integrated Pest Management and Pesticide Applicator Certification” (IPM) was initially started in 1994 with curriculum development and was the first class was conducted in 1996. Over the past 30 plus years this certification course has remained relevant with current methods, practices and instruction. The IPM class changes location from year to year to assist in meeting the needs regionally and 3 classes per fiscal year are typically held. To remain current the IPM curriculum is reviewed annually after the training season is completed, typically in April. Review includes rewrites, additions and deletions of the current curriculum to ensure all sections are up to date and are with in policy and regulation for the BLM and the Environment Protection Agency (EPA).
According to BLM policy certain individuals, typically assigned by a supervisor, must obtain this BLM license, through this course, to be able to perform job duties. The IPM course is a weeklong course and has two components for certification, as approved by the EPA. The first portion is the Initial Certification course the second portion is the Re-certification portion. Initial certification is the first time an individual takes and passes the course and recertification is anything beyond the first passed attempt at the IPM course. Recertification, after the initial course is passed, is required every 3 years to keep a certificate current. To obtain the Applicators Certification participants must complete the weeklong training with a passing grade of 75% or better. Participants are given exams at the training location and exams are proctored.
The Bureau of Land Management (BLM) National Training Center (NTC) has a requirement for course instruction of BLM-owned courses.
