BLM DSPN Academy Media Support Services Statement of Work

STATEMENT OF WORK

This requirement is for media support services during the Decision Support, Planning, and NEPA (DSPN) Academy.

Background:

The Bureau of Land Management (BLM) National Training Center (NTC) will be hosting the DSPN Academy April 10-14, 2023 (subject to change). The NTC needs media services support, including five (5) webinar specialists, one (1) audio/visual engineers, one (1) captioner, and one

(1) video editor.

Tasks

1- Media Services Support Services The Contractor will provide media services support by providing:

• Five (5) webinar specialists to administer live streaming sessions using the Zoom platform. Webinar specialists will be needed for 4.5 days, 8 hours per day. Specialists will implement guidelines and protocols for conducting Zoom webinars and provide administrative and logistical support for participants and presenters. Specialists should meet the following qualifications:

o Bachelor’s degree or equivalent with two (2) years of experience scheduling, running, and/or producing Zoom sessions, including the use of a variety of Zoom tools (e.g., breakout rooms, polls, whiteboards, chat, etc.) OR high school diploma with 7 years of experience in web conference systems (including Zoom), presentation systems (e.g., PowerPoint), and other related subject matter experience.

o Capable of managing Zoom sessions while simultaneously troubleshooting tech support to meeting/webinar hosts, speakers, and/or participants.

Provides tech orientation so attendees understand tools, buttons, functionality of zoom and any collaboration tools that will be used.

o Proficient in basic and advanced zoom settings within the app and on the backend to adjust as needed.

o Proficient in displaying various video/audio content for presentations such as PPT slides, videos, welcome slides or music.

o Proficient in recording sessions, adjusting viewing options, enabling captions and other zoom meeting and webinar settings/options.

o Customer-service oriented, strong communication and interpersonal skills.

o Collaborates with instructors/team to input appropriate instructions into chat and provide clear verbal understanding on what is happening such as deploying breakout rooms or polls).

o Good organizational skills, including reviewing run of show (agenda) testing all technology prior to event, such as panelist mics/cameras, screensharing, etc., setting up back-channel communication for behind-the-scenes changes or tech issues.

Section 1 o Good media management and file organization skills (managing record, chat, caption files, etc.)

• One (1) audio-visual (AV) engineer to provide onsite technical support and assist in live streaming and recording of sessions. The AV engineer will be needed for up to 100 hours. The AV engineer will provide technical expertise and troubleshooting in a variety of areas including AV classroom systems, basic audio, and video signal routing, livestreaming, format conversions, integration of equipment, telecommunications networks and systems integration and use. AV engineer duties include:

o Setup and testing of all A/V classroom systems, including control panels, microphones, projection displays, and integrated computer systems and software apps such as zoom and teams.

o Maintains the integrity and availability of systems used for live production and onsite events o Setup and testing of all needed equipment for digital media production and distribution including laptops or computer systems for livestreaming events o Knowledge of IT networking systems and proficiency troubleshooting connectivity issues o Troubleshooting, diagnosing, and resolving technical equipment issues during live productions and complex onsite, virtual, and hybrid meetings and events o Testing and configuring all equipment for maximum performance.

o Performs routine equipment maintenance, hands-on production work, such as converting formats, moving files, working with software and systems, web, and third-party media platforms.

o Provides technical assistance and support to production staff and clients o Effectively communicates and collaborates with project team members.

o Manages the functionality and efficiency of audio/visual systems supporting training events. Maintains the integrity and availability of all systems

The AV engineer should meet the following qualifications:

o Bachelor’s degree in media, information technology, or related field o Seven (7) years working live events as an AV engineer o Extensive knowledge of professionally recognized AV equipment and computer display settings o Extensive knowledge of Microsoft Teams and Zoom, integrated audio and video control and multi-camera configurations o Ability to perform scheduled maintenance and troubleshooting in place systems and regular firmware updates, maintenance, and testing o Ability to work with programmers to install or update basic room control systems

2- Post-Production Services The Contractor will provide post-production editing support services by providing:

• One (1) captioner to provide post-production closed captioning of recorded sessions.

Closed captioning will be needed for up to 70 hours of video, 315 hours of captioning (assuming 4.5 hours to caption 1 hour of video). Captioners will:

o Possess a 2-year associate degree from court reporting school, or related field o Have a minimum of two (2) years’ experience in captioning o Produce off-line closed captions o Performs final edits on, and approve final copies of, Microsoft Word transcripts or other requested formats which are used to create captions in support of the hearing impaired o Attention to detail, good spelling and grammar skills o Conduct quality control checks on final deliverables o Caption pre-recorded events with 100% accuracy

Contractor media support personnel will be required to be on-site at the BLM NTC on Friday, April 7, 2023, until Friday, April 14, 2023. The first 1.5 days on-site will be for orientation and familiarization with BLM equipment and processes.

• One (1) video editor to assist in post-production editing of session videos for up to 360 hours. The editor will provide rough and final video cuts on a hard drive or by uploading the files to Vimeo, SharePoint, or Microsoft Teams. The video editor should possess:

o A bachelor’s degree in film studies, cinematography, or other related scientific or technical discipline OR four (4) years of equivalent work experience o A minimum of two (2) years of relevant multimedia editing and production o Proficiency in applicable video editing and media encoding software and applications such as adobe creative cloud, final cut pro, etc. or equivalent o Knowledge of various video and audio formats, technologies, video compression, delivery requirements, video capture, and encoding o Attention to detail and initiative to determine audio/visual edits and improvements to create a professional final product.

o Good collaboration with project leads, flexible, and open to feedback/changes o Proficiency with video/digital image editing tools and software such as photoshop, illustrator, etc. to create graphics for edited products o Proficiency in Microsoft Word, Excel, and PowerPoint o Proficiency in uploading, organizing, and managing edited content on external sites such as Vimeo, etc.

o Proficiency in Microsoft Word, Excel, and PowerPoint

Additional Requirements:

The following additional requirements apply:

• The Contractor shall coordinate with BLM NTC media services personnel to handle all logistics associated with the contracted work.

• The Contractor shall keep all emails, correspondence, drafts, or other items as deemed necessary by the Government using an electronic format.

Inspection and Compliance:

The program point of contact will monitor Contractor performance throughout the project based on observations, interactions, meeting deadlines, and other metrics as deemed necessary by the Government. The program point of contact will communicate feedback to the Contractor, aimed at meeting BLM’s needs. Upon receipt of a deliverable the BLM point of contact shall return comments to the contractor within twenty-eight business days. The Contractor shall have ten business days from the day the final comments are received to incorporate all requested changes, unless otherwise specified and agreed.

Materials Provided:

The BLM shall ensure that all media services-related equipment and materials are available to contracted personnel for the onsite event, located at the BLM NTC in Phoenix, Arizona. The contractor shall provide all necessary equipment for post-production editing.

The BLM anticipates that the Contractor will have additional requests for information. The BLM will respond to these requests at their earliest opportunity, within three business days when possible. Whenever feasible, materials and/or additional information will be delivered electronically.

Place of Performance:

Performance during the event will occur at the BLM NTC facility located at:

9828 N 31st Ave.

Phoenix, AZ 85051.

Post-production editing will be at the discretion of the contractor, but not at the BLM NTC.

Travel

All travel costs will be in accordance with Federal Travel Regulations (FTR) and Federal Acquisition Regulation (FAR) 31.205-46. Travel will be evaluated and determined fair and reasonable prior to award. Contractor is only entitled to invoice for actual costs incurred in direct support of this contract.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).

"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.

Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice: The Contractor’s internally generated invoice which includes purchase order number and period of performance.

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email IPPCustomerSupport@fiscal.treasury.gov or phone (866) 973-3131.

If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

52.212-2 Evaluation – Commercial Products and Commercial Services (Nov 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

52.212-3 Offeror Representations and Certifications – Commercial Products and Commercial Services (Dec 2022)

(a) Definitions. As used in this provision—

"Covered telecommunications equipment or services" has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

Economically disadvantaged women-owned small business (EDWOSB) concern means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127, and the concern is certified by SBA or an approved third-party certifier in accordance with 13 CFR 127.300. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
