SECTION 1: STATEMENT OF WORK
PROJECT TITLE:
Broadcast Systems Specialist / Studio Engineer
OVERVIEW:
The Bureau of Land Management (BLM) requires non-personal services of up to two (2) qualified Broadcast Systems Specialists / Studio Engineers to undertake training support duties within the National Training Center (NTC) covering a total of 40 hours per week.
SCOPE OF WORK:
The contractor will work with the Media Services Branch and will provide a wide range of engineering support for technical media production and web-based products geared towards meeting the needs of the NTC’s training and information dissemination mission. Instructional media production services consist of converting traditional classroom training to a variety of web-based video, live broadcasts, and stand-alone media delivery products. The branch develops and supports a broad range of media products and services including, but not limited to, high-definition and 4K web-based video, video conferencing, webinars, livestreams and telecasts, studio and remote location video productions, media streaming, audio products, classroom audio-visual support, broadcast engineering equipment repair, and facility-wide signal routing.
Travel may be required to fulfill duties of the position. All travel shall be in accordance with Federal Acquisition Regulation (FAR) 31.205-46. The BLM will not pay for any travel expenses not in direct support of the services required during performance of the resultant contract. All travel will be pre-approved by the CO and/or COR before commencing and an official modification is issued to support travel costs.
NOTE - Qualified personnel will have 5 or more years’ experience as demonstrated by a submitted resume that includes configuring and supporting television studios, control rooms, editing bays and remote broadcast production facilities for live, pre-recorded, and large event television and audio-visual operational environments.
RESPONSIBILITIES:
Duties:
• Based upon design configurations and the performance of individual electronic devices, the incumbent installs electronic components, completes all signal cable design and installation, connector wiring, and completes system adjustment to ensure that systems meet the performance requirements of system design, manufacturer’s equipment specifications, and television industry standards.
• Interfaces on-site computer and data networks with High Definition (HD) video systems.
• Performs detailed HD and 4K calibrations, system timing, audio and video level balancing and color phase adjustments to provide stable television and audio signals in compliance with national broadcast standards.
• Repairs and maintains electronic equipment for all NTC video and audio systems in accordance with system performance needs and manufacturer’s recommended procedures.
• Makes internal equipment modifications per factory specifications and develops custom modifications as required for system integration.
• Repairs electronic devices at the component level.
• Utilizes test equipment, schematics, signal generators and electronic scopes required to perform calibrations and adjustments per equipment specifications.
• Handles electronic parts, repair supply inventory, and expendables.
• Establishes routine preventative maintenance schedules for all NTC television and classroom electronic equipment per manufacturer guidelines and level of use by media staff.
• Oversees electronic sub-contract repair work and off-site factory technician work.
• Repairs and maintains television support equipment including mechanical work on camera tripods, dollies, and studio and portable lighting instruments.
• Serves as on-air technical engineer for all live telecasts and multiple-camera programs.
• Operates broadcast master control video and audio switching system and video streaming encoding systems.
• Monitors all systems and sub-systems during broadcast events.
• Interfaces closed-captioning signal into live programing and executes emergency procedures as required during technical failures in broadcast interruptions.
• Responsible for camera color balancing, system timing, audio mixing, and ensuring that signal quality from routing switcher is consistent with national broadcast standards. Also has a lead responsibility the system design and maintenance of broadcast audio equipment such as the audio routing system, intercom system, timing devices, talent microphones, and audio mixers.
• Documents completed designs electronically using AutoCAD/VidCad software systems.
• Produces completed wiring diagrams which clearly show all equipment connectivity and signal flow.
• Conducts repairs, preventative maintenance, and adjustment of NTC’s thirteen classroom audio-visual presentation systems.
• Adapts and adjust audio system and control systems as needed to meet performance needs.
• Adjusts display and video projection equipment, and the functionality of infrared hearing-impaired system audio reinforcement systems.
• Trouble-shoots complex electronic devices, sub-systems, and systems that are connected to, and integrated with, other communications systems outside of NTC.
• Serves as the lead technical coordinator with third-party entities when repair or technical issues arise with specific NTC classroom equipment.
• Conducts periodic preventative maintenance and as-needed repairs to the NTC’s inventory of audio-visual equipment.
• Assists other staff members with the set-up and operation of audio-visual equipment for unique training sessions and national events.
• Analyzes and modifies existing production facility equipment to ensure systems are up to date with current technology.
• Removes obsolete equipment. Researches, selects, and installs replacement devices which complement prevailing technology in the areas of television production, audio-visual display systems, and national communications systems.
• Performs market research via the web and through professional contacts and consults with Media Services Branch Chief and colleagues to find equipment vendors and perform cost comparisons.
• Oversees storage of equipment and supplies
• Prepares requests for equipment, spare parts, and materials and verifies accuracy of equipment deliveries and maintains equipment inventory.
• Verifies equipment for operational readiness, provides operations support and assistance to branch and division staff in productions both in the studios, classrooms, or the field.
• Operates control room and studio equipment during broadcast operations.
Skills:
• Knowledge of electronic equipment maintenance and repair at the component level for electro-mechanical systems; HD camera and VR adjustment and repair; HD laser projector maintenance and alignment; and digital control system operations and programming; digital video effects generators; large HD video switchers; video still store devices; and computer controlled multi-format linear and non-linear video editing systems in order to accomplish system equipment maintenance and repair.
• Knowledge of electronic wiring including terminations for signal lines involving video, audio, intercom, control, RF, telephone, IP networks, and multi-pin custom factory connectivity in order to accomplish system equipment maintenance and repair.
Knowledge of broadcast audio and video theory as required for system integration, installation, configuration, maintenance, and repair.
• Skill in the installation and repair of broadcast signal transports including audio and video over IP, video codecs, and national broadcast quality fiber optic routing networks in order to accomplish broadcast production engineering and to support to other BLM media operations.
• Knowledge of office automation computer systems; computer software systems for the documentation of engineering designs including AutoCAD and VidCad programs in order to accomplish television and media system design and documentation.
• Skill in the design and integration of television production systems; video production system installation and timing; ethernet video transport systems; media control systems programming, operation and repair; audio system design and engineering; video duplication system set-up and quality control; and RF cable television distribution systems (CATV) in order to accomplish system integration, installation, and timing.
• Advanced skills in the use and calibration of electronic repair test equipment, hand tools, video-tape alignment and tension equipment, oscilloscopes, waveform and vector scopes, audio test equipment, digital multi-meters, multi-channel delayed sweep scopes, and component and composite video test generators in order to accomplish system integration, installation and timing, system equipment maintenance and repair, and audio-visual presentation system maintenance.
PERIOD OF PERFORMANCE:
Period of Performance a base year plus two one-year option periods. Estimated periods of performance are as follows:

SCHEDULE:
Personnel will be scheduled Monday through Friday, between 06:00 am and 6:00 pm at a time agreed to by the contractor and the government.
GENERAL TRAINING:
The Contractor is responsible for all training for its employees except when training can only be provided by the BLM.

Holidays observed by the contractor shall include all legal holidays observed by the Government.

GOVERNMENT FURNISHED PROPERTY (GFP)
The Government does not anticipate furnishing any government-owned property to the contractor.
IDENTIFICATION OF CONTRACTOR EMPLOYEES:
All contract personnel are required to identify themselves as contractors. Whether attending meetings or working in other situations where their contractor status is not obvious to third parties, they must make their status known to avoid creating an impression that they are Government employees.
UNAVAILABILITY:
Should a change in personnel be unavoidable, the BLM requires at least one week notice, to allow modification of BLM employee schedules, to cover any missing period and for training of the new employee.
BILLING:
All invoices must be entered through the government’s Invoice Processing Platform (IPP) at IPP.gov in accordance with DOI-AAAP-0028.
CONTRACTOR PERSONNEL SECURITY AND SUITABILITY REQUIREMENTS:
Performance of this contract requires contractor personnel to have a Federal government-issued personal identification card before being allowed unsupervised access to a DOI facility. The Contracting Officer’s Representative (COR) will be the sponsoring official and will make the arrangements for personal identity verification and card issuance.
At least two weeks before start of contract performance, the Contractor will identify all contractor and subcontractor personnel who will require physical access for performance of work under this contract. The Contractor must make their personnel available at the place and time specified by the COR in order to initiate screening and background investigations. The following DOI or HSPD-12 forms, or their equivalent, will be used to initiate the credentialing process:
• OPM Standard Form 85 or 85P
• OF 306
• Fingerprint card (local procedures may require the fingerprinting to done at a police station; in this case, any charges are to be borne by the contractor),
• Release to Obtain Credit Information
• PIV card application (web-based)
Contractor employees are required to give, and to authorize others to give, full, frank, and truthful answers to relevant and material questions needed to reach a suitability determination.
Refusal or failure to furnish or authorize provision of information may constitute grounds for denial or revocation of credentials. Government personnel may contact the contractor personnel being screened or investigated in person, by telephone or in writing, and the Contractor agrees to make them available for such contact.
Alternatively, if an individual has already been credentialed by another agency through OPM, and that credential has not yet expired, further investigation may not be necessary. Provide the COR with documentation that supports the individual’s status.
During performance of the contract, the Contractor will keep the COR apprised of changes in personnel to ensure that performance is not delayed by compliance with credentialing processes.
Cards that have been lost, damaged, or stolen must be reported to the COR and Issuing Office within 24 hours. Replacement will be at the contractor’s expense. If reissuance of expired credentials is needed, it will be coordinated through the COR.
At the end of contract performance, or when a contractor employee is no longer working under this contract, the Contractor will ensure that all identification cards are returned to the COR.
Before starting work under this contract, a National Agency Check (NAC) will be conducted to verify the identity of the individual applying for clearance. Upon successful completion of the NAC process, an identification card will be issued, and access granted.
Simultaneously, a NAC with Inquiries (NACI) will be initiated to determine the individual’s suitability for the position. If the NACI adjudication is favorable, nothing more needs to be done.
If the adjudication is unfavorable, the credentials will be revoked. In the event of a disagreement Page 9 of 34 between the Contractor and the Government concerning the suitability of an individual to perform work under this contract, DOI shall have the right of final determination.
This requirement must be incorporated into any subcontracts that require subcontractor personnel to have regular and routine unsupervised access to a Federally controlled facility for more than 180 calendar days or any unsupervised access to a Federally controlled Level 3 or 4 information systems.

Provide a labor category price list and the discount offered for each labor category applicable to this procurement. Include rates for base and all option years.
Offeror’s quoted fixed-price hourly rates shall include, but are not limited to, all labor, equipment, insurance, materials, State and Federal taxes including workman’s compensation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and
(d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services.
