ATTACHMENT A – STATEMENT OF WORK/SPECIFICATIONS

File Storage and Management System April 6, 2021

1.0 Introduction

1.1 The Bureau of Land Management Eastern States Office (BLM-ES) recently relocated its State Office to 5275 Leesburg Pike, Falls Church, VA 22041. BLM-ES was unable to transport the existing high-density shelving units to the new space due to space constraints and floor load concerns. As the organization works to settle into the new space, BLM-ES is seeking a storage and organization solution that preserves order, conditions, and integrity of the files, while promoting safety and ease of use. The file collection consists primarily of active business files which must be maintained in a sequential order. Some of the information contained in the files may be confidential business information and may contain certain instances of personally identifiable information, which must be properly secured according to federal regulations. This document provides a general description of the requirements to successfully inventory and organize files, provide and construct shelving units, and shelve material for BLM-ES business use.

2.0 Scope

2.1 BLM-ES is seeking a specialized vendor, here in referred to as the Contractor, to inventory and sequence files, procure and assemble appropriate shelving or storage capacity to fit the space, accommodate floor load limits, secure necessary documents, and move the files into those storage units. When the project is completed, the expectation would be that the files are left in an order and condition that would allow BLM to open its public room for use of the files by the public and applicable staff.

2.2 BLM-ES has an established file plan and inventory managed by the State Records Manager. Any records inventory shall be done in direct consultation with him to ensure the records inventory of the files takes that structure and naming convention into account.

2.3 Any proposed solution must meet the following objectives:

2.3.1 Improve the ability to locate and access files.

2.3.2 Increase the speed of retrieval for cases and records and allows for easier storage.

2.3.3 Organize all files and file types in accordance with BLM’s existing file plan.

2.3.4 Secure any sensitive information, including confidential business information, personally identifiable information, or similarly sensitive information in accordance with Government requirements.

2.3.5 Conduct a physical inventory of all records and files in accordance with the existing Eastern States file plan and records inventory system. The awarded vendor will collaborate with the Records Administrator to gain an understanding of the Eastern States records inventory system.

2.3.6 Implement a system to label and digitally track all records and files.

140L0121Q0005_File Storage and Management System Page 16 of 42

(Due to the current pandemic, walkthroughs may take place in person, via video conferencing, or other alternative means, as appropriate.)
