The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.

(a) The Government may extend the term of this contract by written notice to the Contractor within 1 day; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years, 6 months.

DOI-AAAP-0028 ELECTRONIC INVOICING AND PAYMENT REQUIREMENTS-INVOICE PROCESSING
PLATFORM (IPP) APR 2013)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
'Payment request' means any request for contract financing payment or invoicing payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions-Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.
The Contractor shall also submit an electronic copy of the IPP invoice to the Contract Specialist at fpalmer@blm.gov and the Contracting Officers Representative at kfjohnso@blm.gov once the invoice has been submitted to IPP. Failure to email the invoice may cause significant delay or possible rejection of your payment request.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3-5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

1452.201-70 Authorities and Delegations (Sep 2011)
(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award.
The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor.
Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.
(c) The COR is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the Contractor's right to proceed;
(5) Obligate in any way, the payment of money by the Government.
(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum.
The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.
(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph
(d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.
(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the COR.
(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.

ATTACHMENT A – STATEMENT OF WORK
Ewing, Illinois Off-Range Corral Hoof Trimming Services
1.0. BACKGROUND
1.1. The Wild Free-Roaming Horses and Burros Act of 1971 (the Act) charged the Bureau of Land Management (BLM) and the U.S. Forest Service with the protection and management of wild horses (also known as “mustangs”) and burros on public rangelands in the Western United States. As resource conditions and other factors warrant, excess wild horses and burros are removed from the public lands and placed in private care through adoption or sales.
1.2. The BLM has been making excess animals removed from the range available for adoption since 1971 and has placed more than 240,000 animals into private care. The Wild Horse and Burro (WHB) Program (the Program) is taking several steps to increase adoptions, including additional facilities in the Eastern States region to offer animals for placement into private care.
1.3. The purpose of this contract is to provide for hoof trimming services at the Ewing Off-Range Corral (ORC) facility located at 22295 Sheep Farm Road, Ewing, IL, 62836.
2.0. OBJECTIVES
2.1. The Bureau of Land Management (BLM) has a requirement for hoof trimming services at the Ewing ORC. The Contractor shall furnish all technically trained personnel, equipment, and supplies necessary to provide required hoof trimming services for approximately 600 wild horses and/or burros per year.
2.2. All animals shall be handled, treated, and maintained in a humane manner in accordance with BLM guidance and policies (See attached - Comprehensive Animal Welfare Program Standards for Off-Range Corrals). Wild horses and burros in corrals and chutes shall be worked in a manner that minimizes excitement and stress of the animals to prevent injuries from crowding or trampling. All trimming will be conducted while the animal is secured in hydraulic tilt chute.
3.0. CONTRACTOR REQUIREMENTS
3.1. GENERAL SERVICES
3.1.1. The Contractor shall provide all qualified and technically trained personnel and supplies to perform the following tasks.
3.1.2. Hooves can be trimmed with an electrically powered and/or cordless (with battery pack) angle grinder with an aluminum flat disk with carbide teeth and/or and aluminum oxide abrasive pad.
Trimming may also be completed with farrier nippers and a hand rasp.
3.2. SPECIFIC SERVICES AND REQUIREMENTS
3.2.1. Hooves must be “Target Trimmed”, trims must be focused on the most important item first, meaning not every single part of the hoof is trimmed each time.

3.2.2. Heels must be trimmed to a natural angle and length.
3.2.2. Toes must be trimmed to a natural angle and length.
3.2.3. Bars must be trimmed to be straight and tapered.
3.2.4. Necessary amount of sole must be removed to ensure the hoof is level.
3.2.5. Wall flares must be addressed, as necessary.
3.2.6. Outer hoof wall must be rolled, entire hoof wall may need to be rolled, toe to heel to ensure a natural break over.
4.0. GOVERNMENT RESPONSIBILITIES
The BLM shall furnish the following, materials, equipment, and services:
4.1. Staff-Adequate staff to assist with animal sorting and handling.
4.2. Work Area-Work area including a hydraulic working chute to ensure safety of animals and Contractor.
4.3. Veterinarian-BLM will provide a veterinarian to administer any medication deemed appropriate or necessary.
4.4. Notification-BLM will notify the contractor a minimum of two days prior to the start of work. The notification will also include an estimate on the number of animals needing trimmed.

52.212-1 INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS (JUN 2020)
This is a requirement for a Time and Material/Labor Hour Contract. The period of performance will consist of an initial base year with four optional years for a possible total of five years (see FAR Clause 52.217-9, Option to extend the term of the contract, March 2000). This award shall be made on Best Value. Best Value means the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement. As a result of this solicitation, the Government intends to award a single Time and Material/Labor Hour contract. The award shall be made to the offeror whose quote is determined to represent the best value to the Government, technical, knowledge, and price. As the technical merits of the quotes become more equal, price may become the determining factor.

EVALUATION FACTORS
The evaluation factors for this solicitation are as follows:
Factor 1: Technical Capabilities
Offeror shall submit a technical proposal to address, at a minimum, the following items:
1) Knowledge and Skill
a) Provide a detailed description of knowledge, experience, and skill on how you would trim wild horses and burros’ hooves. The offeror shall include photos showing how they trim hooves.
b) Provide a list of key personnel and related experience.
c) Offeror must provide certification that no member of the corporation, or any person(s) named in the proposal, have been convicted of, nor are currently under indictment or investigation for, any cruelty to animal charges. Failure to certify will render the submission non-responsive and proposal will NOT be evaluated or considered for award.
2) Equipment
a) Offeror shall explain in detail the equipment to be used to safely trim wild horse and burros’ hooves.
3) Availability
a) Offeror should describe their ability to be the ORC in Ewing, Illinois for an entire day or multiple days, with only a 48-hour notice.
Include only information relevant to this project and the contractor's proposal only. Provide a narrative which addresses each item described above, at a minimum.
FACTOR 2 – Past Performance
Provide a list of at least three (3) projects similar in type, complexity, and magnitude completed within the last five (5) years. Include a brief narrative of the projects to show relevancy to the work described in the attached Statement of Work. It is desirable, but not required, that references be other Federal Agencies.
Provide past performance references including, at a minimum, the following information:
1. Name of Project
2. Location of Project
3. Contract Number
4. Period of Performance
5. Total cost for Project
6. Name of Agency/Entity

7. Point of Contact for Agency/Entity (including Phone & Fax Numbers)
8. Complete and thorough description of services performed (to show specific relevancy to this project).
Description should include specifics about the scope of projects completed. This information is requested to assist in evaluation of relevancy to this project in terms of type, complexity, and magnitude. Submissions that do not include past performance will be given a neutral rating.
FACTOR 3 – Price
Offeror to complete the Standard Form (SF) 1449 and indicate a cost per head for the base and all option years. Please reference the Price Schedule in Attachment B.
Evaluation Standards:
Factors 1 and 2 are of equal importance and both more important than Factor 3. The price proposals will be evaluated for price reasonableness and any instances of unbalanced pricing. As the technical merits of the quotes become more equal, price may become the determining factor.
BEST VALUE/CONTRACTOR SELECTION AND AWARD APPROVAL. The best value/contractor selection criteria in the solicitation are as follows:
Award will be made to that offeror whose proposal is the most advantageous to the Government and demonstrates that (1) it meets the technical requirements of the solicitation and (2) the proposal’s technical/cost relationship represents the best value to the Government. Evaluation factors other than cost or price, when combined, are SIGNIFICANTLY MORE IMPORTANT THAN price in the award decision. The critical factor in making any cost/technical tradeoff is not the spread between the technical scores but, rather, the significance of that difference. The significance of the spread of scores will be determined on the basis of what the difference might mean in terms of performance and what it would cost the Government to take advantage of it. Award may not necessarily be made for technical capabilities that would appear to exceed those needed for the successful performance of the work.
