Statement of Need – Polarizing Microscope
The USGS Geosciences and Environmental Change Science Center (GECSC) in Denver, CO supporting the GEMMA Mission Area (National Cooperative Geologic Mapping Program, NCGMP and Mineral Resources Program, MRP) requests the purchase of a free-standing polarizing (petrographic) microscope.
The primary use is to support geologic mapping and related research prioritized by the NCGMP and MRP, with motivations and outcomes directly relevant to high-level Administration priorities regarding mineral and energy commodities (supports EO13817/SO3359, EO14154/SO3418, EO14156/SO3417).
Such geologic mapping and related research require rock and mineral identification and characterization via polarizing microscope. The resources identified in this procurement enable USGS researchers to capture, process, report, and distribute scientific data in a timely manner.

Instructions to Offerors
Provide an Accessibility Conformance Report (ACR) for each commercially available Information and Communication Technology (ICT) item offered through this contract. Create the ACR using the Voluntary Product Accessibility Template Version 2.1 or later, located at https://www.itic.org/policy/accessibility/vpat. Complete each ACR in accordance with the instructions provided in the VPAT template. Each ACR must address the applicable Section 508 requirements referenced in the Work Statement. Each ACR shall state exactly how the ICT meets the applicable standards in the remarks/explanations column, or through additional narrative. All "Not Applicable" (N/A) responses must be explained in the remarks/explanations column or through additional narrative.
Address each standard individually and with specificity, and clarify whether conformance is achieved throughout the entire ICT Item (for example - user functionality, administrator functionality, and reporting), or only in limited areas of the ICT Item. Provide a description of the evaluation methods used to support Section 508 conformance claims. The agency reserves the right, prior to making an award decision, to perform testing on some or all of the Offeror’s proposed ICT items to validate Section 508 conformance claims made in the ACR.
Describe your approach to incorporating universal design principles to ensure ICT products or services are designed to support disabled users.
Describe plans for features that do not fully conform to the Section 508 Standards.
Describe "typical" user scenarios and tasks, including individuals with disabilities, to ensure fair and accurate accessibility testing of the ICT product or service being offered.

(End of provision)
52.216-1 Type of Contract (APR 1984) DEVIATION MAY 2026 The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation.
Brand Name Justification (Redacted) https://www.acquisition.gov/far/
140GG027Q0005 Page 18 of 19
1. Contracting Agency and Activity. The Department of the Interior, United States Geological Survey (USGS), Geosciences and Environmental Change Science Center GECSC, Rocky Mtn Region.
2. Nature of Action Being Approved. Approval is requested for Brand Name Justification for a Brand Name Nikon Microscope. The microscope can be purchased from any authorized Nikon reseller. The anticipated contract type is a fixed-price type.
3. Description of Supplies or Services. The USGS (Geosciences and Environmental Change Science Center GECSC, Rocky Mtn Region) requests award of a brand name justification for the purchase of a Nikon polarizing microscope.
Researchers in the GECSC are performing geologic mapping in frontier areas that is relevant to high-level Administration priorities regarding mineral and energy commodities (supports EO13817/SO3359, EO14154/SO3418, EO14156/SO3417). Geologic mapping and related research activities require rock and mineral identification and characterization via polarizing microscope with ability for photo-documentation. We have identified a single product that is suitable to meet all needs of research personnel, and as such, represents the best value to the government.
The main reasons are:
1. We require a polarizing microscope that is specifically designed to identify rocks and minerals in thin-section. Geoscience community methods are well-established are built around the intricate design of such a microscope; development of new methods is not tractable. The new device should be immediately deployable so as not to hinder mapping and research trajectories.
2. The polarizing microscope must be designed for investigating 30-micron samples at 4x, 10x, 20x, and 40x and must be calibrated for use without cover slips.
3. The microscope must be designed for use with a removable mechanical stage to allow for both free-form and directed thin-section investigation.
4. The microscope must be paired with a digital camera (and associated software) to enable acquisition of in-situ photomicrographs of samples. The digital camera and software must be compatible with a Dell Latitude laptop.
4. Estimated Dollar Value. REDACTED)
5. Statutory Authority. The proposed action may be awarded on a sole source basis in accordance with
FAR 6.302 1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
6. Rationale Supporting Use of Citation in No. 5. As far as we are able to ascertain, there are no equivalent products on the market that will serve our needs. The research-grade optics associated with Nikon polarizing microscope products are the only optics available that can adequately display samples at 4x, 10x, 20x, and 40x, and their paired digital camera/software setup is the only configuration suitable for ongoing geologic mapping and research.
7. Other Information. N/A
8. The Efforts to Identify Additional Sources Including the Market Research Conducted. A small business set aside was posted to GSA on August 11, 2026, which resulted in one technically unacceptable quote and no vendors able to meet the government’s need.
9. Actions to Overcome Barriers to Competition. Competition currently exists in the reseller market for these products. The Government must ensure compatibility to pre-existing hardware and software. To the fullest extent possible, the Government shall conduct continuing and future market research to identify alternative products from other manufactures to meet these needs.
10. Recommendation and Certification from Program Office: (REDACTED)
11. Certifications and Approval from the Contracting Officer: (REDACTED)
140GG027Q0005 Page 19 of 19
12. Approvals (REDACTED) Award:
Award will be made to the lowest priced, technically acceptable offeror. The quote with the lowest price will be reviewed first and if that quote is found to be technically unacceptable, the next lowest quote will be reviewed and etc. To be considered technically acceptable, offeror shall provide technical brochures or detailed specifications. These technical brochures or specifications must demonstrate the proposed equipment meets or exceeds all of the minimum characteristics listed above. All vendors must quote Authentic, Manufacturer certified/warranted products in original, intact manufacturer's packaging, no "Gray Market", counterfeit, or resale items shall be considered.
Question Cutoff:
Questions relating to this solicitation shall be presented by e-mail to justice_pryor@ios.doi.gov not later than 12:00 PM (ES) on October 21, 2026. Questions should be worded to avoid disclosing bid strategies or proprietary solutions.
