STATEMENT OF WORK
BACKGROUND
The USGS requires 3-meter pixel resolution, high-accuracy maps of dominant rangeland vegetation that prevailed in the 10th post-fire year (2025) across the approximately 285,000 acres of the 2015 Soda Wildfire scar.
The information is needed to help USGS fulfill the information needs of the Bureau of Land Management's
Emergency Stabilization and Rehabilitation program (now Wildland Fire Service), which implemented an unprecedented level of post-fire management aimed at breaking the exotic invasive grass and wildfire cycle.
USGS was able to complete only a portion of the sampling required by BLM for the statutory 10th-year sampling of the burned area, resulting in data gaps and uncertainty in vegetation responses and recovery. Custom map development using spatially complete imagery coverage is therefore required to help fill these information gaps.
REQUIREMENTS
The contractor shall provide 3-meter-resolution gridded maps over the full extent of the Soda Wildfire plus a 100-meter buffer beyond the wildfire boundary (the Area of Interest or AOI) for fractional cover of: (1) bare soil, (2) exotic annual grasses, (3) perennial herbs, (4) shrubs, and (5) sagebrush, as estimated through machine-learning computation for the 2025 growing season.
Each map shall be accompanied by quantitative estimates of error or accuracy for the entire burned area and an analysis identifying how error changes with the relative dominance of each cover type, topography, and elevation.
Mapping requires application and, as necessary, development of computational models that estimate fractional cover from satellite imagery.
Minimum imagery standards are 3-meter pixel resolution with six spectral bands in the visible range, plus longer-wave visible red and near infrared.
Parameterization shall be based on a minimum of 12 whole-AOI image dates acquired during May 1, 2025 through
August 6, 2025, including six image dates from the wet/green early season and six image dates from the dry/brown end of season.
Data shall be delivered electronically. Metadata meeting USGS standards is required, including FGDC CSDGM and
ISO 19115.

52.212-2 – Evaluation—Commercial Products and Commercial Services (DEVIATION)
(a) Evaluation Factors.
The Government intends to issue one Firm-Fixed-Price purchase order to the responsible Quoter whose quotation conforms to the solicitation, is determined technically acceptable, and has the lowest evaluated price.
This acquisition will be evaluated using Lowest-Priced Technically Acceptable (LPTA) procedures. Technical acceptability is a threshold requirement and will be evaluated on an Acceptable/Unacceptable basis. There will be no tradeoff among technically acceptable quotations, and features exceeding the Government’s minimum requirements will not receive additional evaluation credit.
Technical Acceptability
A quotation will be rated Acceptable only when the Government determines from the quotation and supporting documentation that the Quoter demonstrates the capability to successfully perform all mandatory requirements of the Statement of Work.
The Government will evaluate whether the quotation:
a. Provides a technically credible approach for producing the required 3-meter-resolution fractional-cover maps for bare soil, exotic annual grasses, perennial herbs, shrubs, and sagebrush over the entire Area of Interest.
b. Demonstrates directly relevant organizational experience performing high-resolution vegetation or land-cover mapping using multi-date multispectral remote-sensing imagery and statistical or machine-learning modeling, supported by at least three completed projects within the past five years of comparable technical complexity.
c. Demonstrates an approach for acquiring and processing the required 2025 imagery and meeting the temporal, spatial-resolution, and spectral requirements of the Statement of Work.
d. Provides a technically adequate approach for model development/application, validation, and quantitative assessment of error or accuracy, including evaluation of error in relation to vegetation-cover dominance, topography, and elevation.
e. Demonstrates the capability to provide the required electronic mapping products and metadata meeting FGDC CSDGM and ISO 19115 requirements.
f. Demonstrates the ability to complete the requirement within the required performance schedule.
General GIS support, IT or data-processing services, staffing services, aerial photography, imagery resale, or other experience that does not demonstrate the remote-sensing vegetation-mapping and modeling capability required by the Statement of Work will not, by itself, establish technical acceptability.
A quotation that fails to demonstrate the required directly relevant organizational experience, or provides insufficient information for the Government to verify that experience, will be rated Technically Unacceptable and will not be considered for award.
Price Evaluation
Price will be evaluated for reasonableness. Among quotations determined technically acceptable, award will be made to the responsible Quoter with the lowest evaluated Firm-Fixed-Price.
(b) Award.
A quotation submitted in response to this Request for Quotation is not an offer and cannot be accepted by the Government to form a binding contract. The Government’s purchase order will constitute the Government’s offer. A binding contract will be formed when the supplier accepts the Government’s offer in accordance with the terms of the purchase order.
(End of provision)
LOCAL SOLICITATION PROVISIONS
GS2301 - Single Award (AUG 2001)
Offers (bids) will be evaluated on the basis of total aggregate price for all items. Offerors (bidders) are required to submit prices on each separately priced item and subline item listed in Section B, or to indicate that the item is "not separately priced" (NSP).
