STATEMENT OF WORK
Satellite Shoreline Processing System
I. General Information
A. Introduction Coastal change hazards, including shoreline erosion, flooding, and storm-driven coastal impacts, pose ongoing risks to infrastructure, natural resources, cultural resources, and coastal communities. Timely, repeatable, and scalable shoreline information is needed to support coastal hazard assessments, emergency response, long-term monitoring, and coastal management decision-making.
USGS Pacific Coastal and Marine Science Center currently uses CoastSeg, a machine-learning-based shoreline mapping workflow, to derive shoreline positions from satellite imagery. Existing CoastSeg workflows provide valuable analytical capabilities but are not optimized as an operative system for large-area, repeatable, centrally managed, and extensible processing across broad coastal regions of the United States.
The purpose of this effort is to develop an operative CoastSeg-like software system capable of managing satellite imagery acquisition, tracking download and processing status, executing configurable post-processing workflows, running machine-learning shoreline extraction workflows, and producing organized shoreline and derived coastal data products. The resulting system shall operate on the USGS Advanced Research Computing (ARC) resources utilizing satellite imagery derived from USGS databases. The system shall also support large-scale application across extensive coastal regions (100s to 1000s of kilometers) while remaining flexible enough to incorporate additional imagery sources, data types, processing methods, and deployment environments in the future.
B. Background CoastSeg and related satellite shoreline mapping tools have demonstrated the utility of machine learning and satellite imagery for detecting shoreline positions and supporting coastal change analysis. However, as the demand for shoreline information expands from individual sites to regional, statewide, or national-scale applications, additional operative capabilities are required.
Current research-oriented workflows require manual setup, dependency management, local file management, repeated user intervention, and limited tracking of processing state. These constraints make it difficult to apply CoastSeg consistently across large coastal areas, resume interrupted work, audit processing history, manage large imagery collections, and generate reproducible derived products.
An operative system is needed to address these limitations by providing a more robust, scalable, and configurable framework for satellite imagery download, storage, processing, machine learning inference, post-processing, and product generation. The system would allow users to specify coastal regions of interest, select imagery sources and time periods, manage downloads to a centralized or user-selected storage location, track processing status, and execute customizable processing pipelines that produce shoreline and related coastal data products. This system must operate on the USGS Advanced Research Computing (ARC) computational environment.
140G0326Q0205 5 of 24
The system should be designed with extensibility in mind. While initial development may focus on optical satellite imagery and existing CoastSeg shoreline extraction workflows, the architecture shall allow future incorporation of additional data sources and processing pathways, including but not limited to synthetic aperture radar, alternative satellite products, elevation data, ancillary geospatial layers, or additional machine-learning models.
The Contractor shall design, develop, test, document, and deliver an operative CoastSeg-like software system for scalable satellite shoreline processing. The system shall support imagery acquisition, storage management, workflow orchestration, processing status tracking, configurable post-processing, machine-learning model inference, and generation of shoreline and derived coastal products.
C. Applicable Model and Data Resources The model identified for use in this work is CoastSeg, which is described in [https://joss.theoj.org/papers/10.21105/joss.06683] and available at [https://github.com/SatelliteShorelines/CoastSeg]. This model relies on deep learning principles, satellite imagery analyses, coastal oceanographic theory, and cartographic sciences to characterize shoreline positions and coastal change.
Satellite imagery data will be sourced from the STAC developed by the USGS EROS Data Center [https://www.usgs.gov/landsat-missions/spatiotemporal-asset-catalog-stac].
II. Scope of Work The Contractor shall provide all source code, documentation, test data or test workflows, training materials, and technical reports necessary for independent Government use, maintenance, and future extension of the system.
The Contractor may propose technologies such as relational databases, spatial databases, object storage, cloud-native geospatial formats, local file systems, workflow managers, containerized services, or other approaches, provided the implemented system satisfies the requirements and that can be deployed, operated, and maintained.
This effort shall include:
a. Working with PCMSC staff to design an operative CoastSeg-like workflow that meets the requirements for large-scale shoreline mapping.
b. Developing code and tools capable of acquiring, organizing, and processing large regions of satellite imagery and related geospatial data.
c. Developing workflow capabilities to perform configurable machine-learning and post-processing operations on acquired imagery and derived shoreline products.
d. Providing documentation, training materials and/or a training session, and a final summary of completed work, limitations, and potential future improvements.
The Government will provide lidar, photogrammetry, and satellite-derived shoreline datasets for validation purposes and will provide technical oversight. The Government will also provide a laptop computer, log in credentials, contractor email, Personal Identity Verification (PIV) card, and access to all required trainings for Department of the Interior Information Technology (IT) security. The Contractor is responsible for all development, validation analysis, documentation, and final deliverables.
140G0326Q0205 6 of 24
III. Technical Requirements The Contractor shall develop an operative CoastSeg-like workflow capable of acquiring, organizing, processing, and post-processing large regions of satellite imagery and related geospatial data for shoreline mapping and coastal change analysis, which would run on the USGS Advanced Research Computing (ARC) computational environment.
The Contractor shall:
a. Work with PCMSC staff to refine an operational workflow design that supports large-scale shoreline mapping, batch processing, flexible configuration, and future expansion.
b. Develop code and tools to acquire, organize, and prepare satellite imagery and related geospatial data across multiple regions of interest using documented user-defined settings.
c. Develop configurable post-processing capabilities that allow users to run selected workflow steps, define processing options, and generate derived coastal change products.
d. Preserve and organize imagery, metadata, logs, configuration settings, model information, and outputs to support review, reproducibility, troubleshooting, and routine use.
e. Design the workflow so additional imagery sources, geospatial datasets, machine-learning models, and post-processing methods may be incorporated in the future.
f. Provide documentation, examples, and training support sufficient for staff to install, configure, run, review, and extend the delivered workflow.
IV. Deliverables The goal of this body of work is to develop a documented and tested CoastSeg-like workflow for large-scale satellite-based shoreline mapping and coastal change analysis. The workflow will support acquisition, organization, processing, and post-processing of imagery and related geospatial data across multiple regions of interest using user-defined settings. The approved data, metadata, configuration files, and code will be published and/or documented in an approved GitHub, GitLab or another approved repository. PCMSC staff will be trained in the installation, configuration, and operation of the new tools.
Deliverables will include:
a. Digital copies and descriptions of the code, configuration files, analysis tools, and workflow components developed for the Satellite Shoreline Processing System
b. A report describing the workflow design, including imagery acquisition, data organization, batch processing, status tracking, and user-defined configuration options.
