Award will be made to the responsible offeror submitting the lowest total evaluated price among quotations determined technically acceptable on non-price factors including technical capability, contractor qualification and manufacturer authorization, and delivery/readiness schedule. Quotes must include separate pricing for the basic requirement (CLINs 00010, 00020, 00030) and an optional line item for transportation/delivery to the USGS Idaho Water Science Center in Boise, Idaho (CLIN 00040). All required documentation must be submitted, including technical compliance statements, product literature, water test documentation, ownership/title/MSO documents, warranties, and manuals. Payment will be made after delivery or Government pickup, inspection, and Government acceptance, with electronic invoicing required through the Treasury's Invoice Processing Platform (IPP). The Government may elect to pick up the completed package at the contractor's facility, and offerors must identify their pickup location in their quotation.

REQUEST FOR FIRM-FIXED-PRICE QUOTE IN U.S. DOLLARS IN ACCORDANCE WITH THE ATTACHED STATEMENT OF
WORK.
This is a combined synopsis/solicitation for commercial products prepared in accordance with RFO/FAR Part 12 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation;
quotes are being requested and a separate written solicitation will not be issued.
1. REQUIREMENT DESCRIPTION
The U.S. Geological Survey (USGS), Idaho Water Science Center, requires one (1) complete tunnel hull outboard jet boat package to support streamgage operations in shallow river environments in accordance with the attached Statement of Work.
The requirement includes one (1) 16-foot class welded aluminum tunnel hull outboard jet boat, center console configuration, brand name or equal to Wooldridge 16' Alaskan LT Center Console Model; one (1) outboard jet motor compatible with the proposed tunnel hull vessel, at least 60 horsepower and four-stroke, brand name or equal to Yamaha F60JB; one (1) galvanized bunk boat trailer compatible with the proposed vessel and outboard jet motor, brand name or equal to Gateway GST galvanized bunk trailer; and all required rigging, installation, standard equipment, testing, documentation, warranties, ownership/title/MSO documents, manuals, and materials necessary for operation.
The complete boat, motor, and trailer package shall be new, unused, fully assembled, fully functional, compatible as a complete package, and ready for Government inspection and acceptance.
a. All information submitted in response to this announcement is voluntary. The Government will not pay for any information requested nor compensate respondents for costs incurred in preparing a quotation. Materials submitted to the Government for review will not be returned.
b. Solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01, effective 03/13/2026.
c. This requirement is a total small business set-aside.
d. NAICS Code 336612 Boat Building, Size Standard 1,000.
e. PSC Code 1940 Small Craft.
f. The Government anticipates award of a single firm-fixed-price purchase order.
g. Award will be made on an all-or-none basis. Partial quotes will not be accepted.
h. Delivery / readiness for Government pickup shall be no later than one hundred eighty (180) calendar days after receipt of order (ARO), unless otherwise stated in the resulting purchase order.
i. The Government may elect to pick up the completed boat, motor, and trailer package at the contractor’s facility.
Offerors shall identify the pickup location in their quote.
j. Offerors shall identify transportation/delivery as a separately priced optional line item in their quotation. The Government may elect to include this optional line item at award if delivery is required under the resulting purchase order. If delivery is included at award, delivery shall be made to:

k. Payment will be made after delivery or Government pickup, inspection, and Government acceptance of the complete boat, motor, and trailer package. Advance payments, deposits, or prepayment prior to Government acceptance are not authorized.
2. QUOTE SUBMISSION INSTRUCTIONS
Quotes shall be submitted via email to:

3. REQUIRED QUOTE CONTENTS
Quotes shall include, at a minimum:
a. Signed SF-18 and any applicable amendments.
b. Firm-fixed-price quote for the complete boat, motor, and trailer package.
c. Separately priced optional line item for transportation/delivery to the USGS Idaho Water Science Center, 230 N Collins Road, Boise, ID 83702.
d. Make, model, and manufacturer information for the proposed boat, outboard jet motor, and trailer.
e. Technical literature, product specifications, drawings, brochures, manufacturer data, or other documentation demonstrating that the offered boat, motor, and trailer meet or exceed the salient characteristics in the Statement of Work.
f. Completed technical compliance statement or crosswalk identifying where the quote demonstrates compliance with each salient characteristic in the Statement of Work.
g. Proposed delivery or readiness schedule, including confirmation that the complete boat, motor, and trailer package will be ready no later than 180 calendar days ARO.
h. Pickup location for Government pickup.
i. Confirmation that the completed boat, motor, and trailer package will be fully assembled, rigged, tested, documented, and ready for Government inspection and acceptance.
j. Confirmation that on-the-water testing will be performed by the boat manufacturer or authorized dealer prior to delivery or Government pickup and that water test documentation will be provided.
k. Warranty information for the boat, motor, trailer, and installed components.
l. Confirmation that all ownership/title/MSO documents, engine documentation, trailer documentation, owner manuals, maintenance manuals, warranty documents, water test documentation, and installation/rigging documentation will be provided.
m. Offeror Unique Entity Identifier (UEI).
n. Confirmation that the quote remains valid for a minimum of 30 calendar days after the RFQ closing date.
Statement of Work
1.0 Purpose
The U.S. Geological Survey, Idaho Water Science Center, requires one complete tunnel hull outboard jet boat package to support streamgage operations in shallow river environments.
The requirement includes one tunnel hull outboard jet boat, one compatible outboard jet motor, one compatible boat trailer, and all required standard equipment, documentation, warranties, ownership/title documents, manuals, and related materials necessary for safe operation.
The vessel will replace an existing vessel that has reached the end of its service life and shall be capable of operating in extremely shallow river environments containing rocks, gravel bars, shallow channels, and debris.
2.0 Background
The Idaho Water Science Center currently operates a 14-foot Crestliner jon boat with a 15 horsepower propeller outboard motor. The current vessel is at the end of its service life and limits field operations to water depths of approximately 2 feet or greater.
Due to recent vehicle access limitations and to improve safety for field personnel, the Idaho Water Science Center requires increased shallow-water running capability to access streamgage data collection sites by boat rather than by vehicle. The current vessel also limits equipment deployment due to its size and configuration.
If this requirement is delayed or not awarded, the Idaho Water Science Center may experience data loss, increased operational costs, and increased safety risk for field personnel. The replacement vessel will provide safer measurement alternatives at multiple sites, reduce the need for field personnel to work from shoulder-less, high-traffic bridges, and reduce the risk of lower-unit strikes while navigating shallow river channels.
3.0 General Requirement
The contractor shall provide one complete tunnel hull outboard jet boat package consisting of the following:
• One 16-foot class welded aluminum tunnel hull outboard jet boat, center console configuration, brand name or equal to Wooldridge 16' Alaskan LT Center Console Model;
• One outboard jet motor compatible with the proposed tunnel hull vessel, at least 60 horsepower and four-stroke, brand name or equal to Yamaha F60JB;
• One galvanized bunk boat trailer compatible with the proposed 16-foot class tunnel hull outboard jet boat and outboard jet motor, brand name or equal to Gateway GST galvanized bunk trailer; and
• All required rigging, installation, standard equipment, testing, documentation, warranties, ownership/title/MSO documents, manuals, and materials necessary for operation.
The complete boat, motor, and trailer package shall be new, unused, fully assembled, fully functional, compatible as a complete package, and ready for Government inspection and acceptance.
Brand Name or Equal The brand name or equal references in this solicitation identify the characteristics and level of quality that will satisfy the Government’s minimum needs. Equal products will be considered if the offered products meet or exceed the salient physical, functional, and performance characteristics identified in the Statement of Work.
Offerors proposing an equal product shall clearly identify the offered item by manufacturer, brand name, make, model number, and any applicable part number. Offerors shall submit sufficient technical literature, product specifications, drawings, brochures, manufacturer data, or other documentation to demonstrate that the offered boat, outboard jet motor, trailer, and related components meet or exceed the salient characteristics identified in the Statement of Work.
If an offered product requires modification to meet the solicitation requirements, the Offeror shall clearly describe the proposed modification and identify where the modified product meets the applicable salient characteristics.
The Government will evaluate equal products based on the information submitted with the quotation and information otherwise reasonably available to the Government. The Government is not responsible for locating or obtaining information not identified or submitted by the Offeror.
Failure to submit sufficient documentation demonstrating that an offered equal product meets or exceeds the salient characteristics may result in the quotation being determined technically unacceptable.
Unless the Offeror clearly identifies an offered product as an equal product, the Offeror shall be understood to be offering the brand name product referenced in the solicitation.
4.0 Vessel Requirement
16-Foot Class Welded Aluminum Tunnel Hull Outboard Jet Boat, Center Console Configuration, Brand Name or Equal to Wooldridge 16' Alaskan LT Center Console Model The contractor shall provide one welded aluminum tunnel hull outboard jet boat suitable for shallow-water river operations. The vessel shall meet or exceed the following minimum salient characteristics:

5.0 Engine Requirement
Outboard Jet Motor Compatible with Proposed Tunnel Hull Vessel, at Least 60 Horsepower and Four-Stroke, Brand Name or Equal to Yamaha F60JB The contractor shall provide one compatible outboard jet motor suitable for the proposed vessel and shallow-water operating environment. The engine shall meet or exceed the following minimum salient characteristics:

6.0 Trailer Requirement
Galvanized Bunk Boat Trailer Compatible with Proposed Vessel and Motor Package, Brand
Name or Equal to Gateway GST Galvanized Bunk Trailer The contractor shall provide one compatible galvanized bunk trailer suitable for transporting the proposed vessel and outboard jet motor package. The trailer shall meet or exceed the following minimum salient characteristics:

6.15 Fully submersible LED tail, running, and marker lights.
6.16 2-inch coupler.
6.17 7-way RV-style light plug, or plug compatible with Government tow vehicle requirements.
6.18 Safety chains.
6.19 Trailer title/MSO documents and warranty documentation.
7.0 Contractor Qualification and Manufacturer Authorization
The contractor shall be the original equipment manufacturer, or an authorized dealer, distributor, or reseller for the proposed boat, outboard jet motor, and trailer package. The contractor shall be regularly engaged in the manufacture, sale, rigging, installation, or support of comparable welded aluminum outboard jet boat packages. The contractor shall have access to original manufacturer parts, technical support, warranty support, and ownership/title/MSO documentation necessary to provide a complete and operational boat, motor, and trailer package.
The Government may require the contractor to provide documentation demonstrating that it is the manufacturer or an authorized dealer, distributor, or reseller for the proposed products. Acceptable documentation may include a manufacturer authorization letter, dealer certificate, distributor agreement, reseller authorization, or other written documentation from the manufacturer.
Failure to provide documentation demonstrating manufacturer or authorized dealer/distributor/reseller status may result in the quote being determined technically unacceptable.
8.0 Compatibility and Complete System Integration
The contractor shall ensure the boat, motor, trailer, controls, battery system, fuel system, steering system, lighting, and all accessories are fully compatible and integrated as a complete operational package.
The contractor shall be responsible for all installation, rigging, mounting, connection, testing, and adjustments necessary to provide a complete and operational boat, motor, and trailer package.
The outboard jet motor shall be mounted to the vessel transom in accordance with the hull manufacturer’s and engine manufacturer’s specifications.
The trailer shall be properly fitted to the vessel and configured for safe loading, unloading, transport, and storage.
9.0 Delivery / Government Pickup
The complete boat, motor, and trailer package shall be fully assembled, tested, documented, and ready for Government inspection and acceptance.
The Government may elect to pick up the completed boat, motor, and trailer package at the contractor’s facility. The contractor shall identify the pickup location and shall provide written notice when the complete package is ready for inspection and pickup.
Offerors shall identify transportation/delivery as a separately priced optional line item in their quotation. The Government may elect to include this optional line item at award if delivery is required under the resulting purchase order.

The contractor shall not ship or release the boat, motor, and trailer package until all required inspection, testing, documentation, and readiness requirements have been completed.
10.0 Acceptance
Government acceptance will be based on the following:
• Visual inspection of the boat, motor, and trailer.
• Verification that the boat, motor, and trailer conform to the required salient characteristics.
• Review of required ownership, title/MSO, registration, warranty, operation, and maintenance documentation.
• Engine start and function test.
• Verification that steering, throttle, forward/reverse control, trim, start, emergency kill switch, battery system, lights, bilge pump, horn, and accessory power are functional.
• Trailer inspection, including bunks, winch, lights, coupler, safety chains, spare tire/carrier, and overall vessel fit.
• Verification that the outboard jet motor is installed in accordance with manufacturer specifications.
• Review of documented water test results.
The contractor shall provide documentation showing that a water test was performed by the boat manufacturer or authorized dealer prior to delivery or Government pickup.
11.0 Required Documentation
The contractor shall provide all documentation necessary for ownership, registration, operation, maintenance, and warranty support.
Required documentation includes:
• Boat ownership/title/MSO documents.
• Trailer ownership/title/MSO documents.
• Engine documentation.
• Owner manuals.
• Maintenance manuals.
• Warranty documents.
• Water test documentation.
• Installation/rigging documentation, if applicable.
• Documentation showing the offered boat, motor, and trailer meet or exceed the salient characteristics in this
Statement of Work.
12.0 Warranty
The contractor shall provide all standard manufacturer warranties for the boat, motor, trailer, and installed components.
At a minimum, the outboard jet motor shall include a one-year warranty. The contractor shall provide warranty contact information and instructions for obtaining warranty service.

DOI-AAAP-0028 V4 Electronic Invoicing and Payment Requirements - Internet Payment
Platform (IPP) (February 2021) Payment requests must be submitted electronically through the U.S. Department of the Treasury’s Invoice Processing Platform System (IPP).
“Payment request” means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions—Commercial Products and Commercial Services included in commercial product contracts.

Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:
documentation of delivery or Government pickup, Government acceptance, and any other documentation required by the purchase order.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3-5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email at IPPCustomerSupport@fiscal.treasury.gov or phone at (866) 973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its quotation.
GS0231 Technical Liaison - Technical Clarification (December 2024)
(a) The performance required herein shall be subject to the technical clarification of the Technical Liaison (TL) as identified below. As used herein, “technical clarification” is defined as communication to help the contractor fully understand the requirements.
(b) The Technical Liaison is not delegated any Contracting Officer’s Representative responsibilities.
(c) The Technical Liaison may not modify the requirements in any way. All modifications must be authorized by the Contracting Officer.
(d) The contractor shall immediately notify the Contracting Officer, in writing, if they believe the Technical Liaison is directing work outside the requirements of this contract. The contractor may not be reimbursed for any work outside the requirements of this contract.

(f) Only the Contracting Officer may designate a new Technical Liaison.
GS1131 Unilateral Deobligation of Unexpended Funds (May 2013) The contractor shall submit all invoices under the award no later than 90 calendar days after the period of performance has expired, unless a request for extension has been submitted to the Contracting Officer. After 120 days has passed since the expiration of the performance period, the Government reserves the right to issue a unilateral modification deobligating any unexpended funds, and to initiate closeout procedures.
GS1338 Notice to the Government of Delays (July 2001) In the event the contractor encounters difficulty in meeting performance requirements, or when it anticipates difficulty in complying with the contract delivery schedule or date, or whenever the contractor has knowledge that any actual or potential situation is delaying or threatens to delay the timely performance of this contract, the contractor shall immediately notify the Contracting Officer and the COR, if one has been designated, in writing, giving pertinent details.
This data shall be informational only in character. Notice under this provision shall not be construed as a waiver by the Government of any delivery schedule or date or of any rights or remedies provided by law or under this contract.

52.212-2 Evaluation—Commercial Products and Commercial Services (Nov 2021) [DEVIATION]
(a) Evaluation Factors.
The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The Government intends to make award on a lowest-priced technically acceptable basis.
The following factors will be used to evaluate offers:
(1) Technical Capability
The Government will evaluate the Offeror’s demonstrated ability to provide one complete tunnel hull outboard jet boat package that meets or exceeds the requirements of the Statement of Work.
To be considered technically acceptable, the Offeror shall provide sufficient documentation demonstrating that the offered boat, outboard jet motor, trailer, rigging, installation, testing, documentation, warranties, and required accessories meet or exceed the minimum salient characteristics identified in the Statement of Work.
The Government will evaluate technical capability based on the following:
i. The offered 16-foot class welded aluminum tunnel hull outboard jet boat, center console configuration, brand name or equal to Wooldridge 16' Alaskan LT Center Console Model;
ii. The offered outboard jet motor compatible with the proposed tunnel hull vessel, at least 60 horsepower and four-stroke, brand name or equal to Yamaha F60JB;
iii. The offered galvanized bunk boat trailer compatible with the proposed vessel and outboard jet motor package, brand name or equal to Gateway GST galvanized bunk trailer;
iv. Submitted product literature, specifications, drawings, manufacturer data, or other documentation showing compliance with the Statement of Work;
v. Compatibility and complete system integration of the boat, motor, trailer, controls, battery system, fuel system, steering system, lighting, and accessories;
vi. Confirmation that the complete boat, motor, and trailer package will be new, unused, fully assembled, fully functional, tested, documented, and ready for Government inspection and acceptance;
vii. Confirmation that the outboard jet motor will be installed in accordance with the hull manufacturer’s and engine manufacturer’s specifications;
viii. Confirmation that an engine start/function test and on-the-water test will be completed prior to delivery or Government pickup; and
ix. Confirmation that all required ownership/title/MSO documents, engine documentation, trailer documentation, manuals, warranty documents, water test documentation, and installation/rigging documentation will be provided.
A quote that does not demonstrate compliance with the Statement of Work may be determined technically unacceptable.
(2) Contractor Qualification and Manufacturer Authorization
The Government will evaluate whether the Offeror is the original equipment manufacturer, or an authorized dealer, distributor, or reseller for the proposed boat, outboard jet motor, and trailer package.
To be considered technically acceptable, the Offeror shall be a manufacturer or an authorized dealer, distributor, or reseller for the proposed products.
(3) Delivery / Readiness Schedule
The Government will evaluate the Offeror’s proposed delivery or readiness schedule.
To be considered technically acceptable, the Offeror shall confirm that the complete boat, motor, and trailer package will be fully assembled, tested, documented, and ready for Government inspection and acceptance no later than 180 calendar days after receipt of order.
Earlier delivery or readiness is acceptable.
The Offeror shall identify the pickup location if the Government elects to pick up the completed package. The Offeror shall also identify transportation/delivery as a separately priced optional line item if delivery is requested by the Government.
(4) Price
The Government will evaluate price for reasonableness and completeness.
For purposes of determining the lowest-priced technically acceptable quotation, the Government will evaluate the total evaluated price by adding the prices proposed for CLIN 00010, CLIN 00020, CLIN 00030, and Optional CLIN 00040, Transportation/Delivery.
Evaluation of Optional CLIN 00040 does not obligate the Government to exercise or award the optional CLIN. Award may be made without exercising Optional CLIN 00040.
The total quoted price for CLINs 00010 through 00030 shall include the complete boat, outboard jet motor, trailer, rigging, installation, testing, documentation, warranties, and all items necessary to provide a complete operational package in accordance with the Statement of Work.
Technical capability, contractor qualification/manufacturer authorization, and delivery/readiness schedule will be evaluated on an acceptable/unacceptable basis. These non-price factors will not be comparatively rated. To be eligible for award, a quotation must be determined technically acceptable under all non-price factors. Award will be made to the responsible Offeror submitting the lowest total evaluated price among quotations determined technically acceptable.
(b) Options.
For purposes of determining the lowest-priced technically acceptable quotation, the Government will evaluate the total price for the basic requirement together with the price proposed for Optional CLIN 00040, Transportation/Delivery. Evaluation of Optional CLIN 00040 does not obligate the Government to exercise or award the option. The Government may award the purchase order without Optional CLIN 00040.
(c) Notice of Award.
A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer, or part of an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
