The platform must provide global daily multispectral satellite imagery at 3-30 meter spatial resolution with spectral coverage from visible through microwave frequencies, including NIR, SWIR, and thermal infrared bands. Key requirements include low-latency imagery (available within 24 hours), cloud cover filtering, tools for spectral band manipulation and custom composites, temporal image comparison capabilities, pixel-level spectral extraction, download functionality in georeferenced formats (GeoTIFF, NTF), manual color and brightness adjustment, intuitive user interface, accurate spatial registration across sensors, and access to imagery archives. The platform must support minimum 20,000 viewable tiles per month and optional ad hoc downloads of full-resolution data for areas of interest priced per square kilometer. STATEMENT OF WORK
I. GENERAL INFORMATION
A. Introduction. The U.S. Geological Survey (USGS) -State Volcano Disaster Assistance Program (VDAP) and the USGS Volcano Science Center have a small operational team of scientists that glean information from satellite imagery on a daily basis for the purpose of situational awareness in order to fulfill our mission to State in order to preserve life and property in the face of volcanic unrest and to help mitigate the natural hazards from volcanoes and to help prevent disasters. To that end, these scientists require daily data collected globally that capture vital volcanic signatures that indicate changing conditions on the ground.
Low latency, daily imagery is the first step in a longer workflow whereby moderate resolution (10-30 meters spatially and spanning several orders of magnitude spectrally from near infrared to thermal infrared) data are used to initially evaluate a change in a particular signal that might mean that volcanic unrest was escalating and that the current situation was evolving more rapidly towards becoming a natural disaster. Scientists can then use that information to seek out higher resolution imagery from both commercial and classified resources for a closer review. The moderate-resolution imagery is a vital cursory look that allows for more productive, efficient use of government scientists’ time and resources and permits a daily operations triage so that time is best spent where it is most needed.
B. The data platform needs to allow for daily imagery with on-screen analysis towards on-duty tasks of looking for a) surface deformation that might suggest the intrusion of magma, b) the increased thermal radiance suggested ground heating, and c) loss of healthy vegetation or other land surface changes suggesting volcanic gases.
C. Scope. The goals of this contract are to return to a data service platform that permits checking volcanoes daily in the US and globally where USGS and State Department have interest in tracking the status of volcanic hazards for the purposes of mitigating disasters.
II. WORK REQUIREMENTS
A. Technical Requirements.
1. The data service platform would include these specific aspects necessary for timely analysis and the development of interpretive products:
a) access to multispectral, moderate spatial resolution, near-daily satellite imagery sources;

b) cloud cover filtering when searching for images;
c) tools to use common band combinations of spectra (e.g. NDVI, false-color VNIR, and SWIR combinations as RGB) and also tools that allow custom composites and band ratios for specific purposes for the analysis of thermal features, visible change of the surface, changes to vegetation, snow and water, and
d) the ability to rapidly flip through many sequential days or jump between specific times possibly years apart to compare relevant before- and after- imagery that defines an eruption condition or the ability to compare images on a seasonal basis to eliminate seasonal trends;
e) the ability to pinpoint a feature and extract spectral band values in a time series;
f) the ability to download an image for annotation and documentation of interpretation along with the ability to extract relevant image dates to a GIF image video;
g) the ability to manually adjust the balance of color, brightness in an image in order to highlight a specific aspect of a change or feature;
h) highly intuitive layout for the training of employees who need, when a crisis develops, to step into new staff rotations;
i) images are spatially registered accurately, and bands are harmonized to match between satellites so that tracking changes in individual pixels do not shift spatially or by color significantly;
j) data latency is low for near real-time analysis of current situation; and
k) access to the archives of these satellite imagery.
2. The USGS Volcano Science Center (VSC) including the Department of State-USGS Volcano Disaster Assistance Program (VDAP) requires commercial satellite imagery with the following specifications:
- Global coverage
- New daily imagery and access to image archive
- spatial resolutions of 3-30 meters on the group per pixel
- spectral resolutions that include NIR, SWIR, TIR and microwave so spanning visible to near-infrared (400-1200 nm), short-wave to thermal infrared (1000- 2500 nm) up to microwave spectra (3 cm to 24 cm or C-band in particular)
- high temporal resolution (daily collections)
- ability to remove cloudy images using a percent cover that filters out images with portions of clouds exceeding a changeable threshold
- permits manipulation of spectral bands to make multispectral image (RGB) using automated and customizable tools
- low-latency (available for download within 24 hours of satellite pass)
- images viewable online in a cataloged, tiled-image service that permits quick screen captures for rapid documentation and annotation
- images downloadable at full resolution on an adhoc basis in GeoTiff, NTF, or other georeferenced format for analyst manipulation and enhanced analysis

- shareable with foreign government partners as derived image products (png, jpegs) and potentially shareable on social media with appropriate copyright and logos affixed
- allowed users within the USGS VSC to have access to the tiled-viewer service with download permissions to include 5-20 people
- total number of viewable tiles would be a minimum 20,000 per month
- Optional adhoc download of full-resolution data for subset AOIs (typically
~10x10 sq km) priced per square kilometer; with the same ability to create an image-derived product (png, jpeg) shareable with foreign government partners with appropriate copyright and logos affixed.
B. Deliverables.
1. Online accounts for 10-15 scientists to work with the online platform, PlanetInsights.
2. Period of Performance: Date of Award through six months.
III. SUPPORTING INFORMATION
A. Place of Performance. Accessible via online webpage and account log in.
B. Period of Performance. Remainder of the FY2026, approximately six months. The option to renew this contract for the following fiscal year will be considered and adjusted to fit the needs of the USGS VSC and VDAP.

1. Key personnel qualifications. Volcano researchers and operational staff with expertise in satellite remote sensing techniques and interpretation who manage volcanic crises on active volcanoes.
2. Data Rights, Safety, Environment. Derived image products must be shareable with foreign government partners (png, jpegs) and potentially shareable on social media with appropriate copyright and logos affixed.

GS0231 Technical Liaison – Technical Clarification (Dec 2024)
a) The performance required herein shall be subject to the technical clarification of the Technical Liaison (TL) as identified below. As used herein, "technical clarification" is defined as communication to help the contractor fully understand the requirements.

GS0199 Prevention of Malicious Code (June 2018)
(a) Definitions Malicious code is a computer code developed for the purpose of causing some form of intentional damage to computer systems or networks. Malicious code may be a complete program or code imbedded in software programs that appear to provide useful functions. The term includes computer viruses and other destructive programs, such as "Trojan Horses" and network "worms."
(b) The contractor must have in place an anti-virus procedure to ensure that media supplied is uncontaminated by malicious code.
(c) The contractor is required to scan all delivered software to insure it is free of malicious code prior to its installation or operation on USGS-owned computers or contractor-owned computers connected to USGS computer systems or networks. Contractors using diagnostics software disks or connecting to a non-USGS computer while performing repairs or upgrades to a USGS computer will scan the serviced computer's drive(s) to insure they are free of malicious code upon completion of the service call, or prior to return of serviced equipment, if servicing is performed off-site.

The contractor shall submit all invoices under this award no later than ninety (90) calendar days after the period of performance has expired, unless a request for extension has been submitted to, and granted by, the Contracting Officer.
