About this file

This is a Request for Quotation (RFQ) for QGIS Application Improvements issued by the U.S. Geological Survey (USGS) Astrogeology Science Center. The solicitation seeks a small business contractor to update and enhance QGIS open-source software functionality for planetary data workflows, with a total small business set-aside under NAICS code 541511 and a size standard of $34.0 million. The primary objectives include correcting projection warnings, geodesic measurement and scale bar bugs, and improving planetary projection support for WMS/WFS layers.

The contract will be performed remotely over a one-year period from 07/07/2025 to 07/06/2026, with an optional task for implementing geocentric XYZ projection. Contractors must demonstrate technical capability in modifying QGIS using C++/Python, understanding planetary map projections, and delivering cross-platform, tested code via public GitHub pull requests. Evaluation criteria include technical capability, past performance, and price, with all deliverables to be released as open-source software. Quotes must be submitted by 07/02/2025 to Joel Berberena at jberberena@usgs.gov, with a technical capability statement, pricing details, and required federal representations.

Performance-Based Work Statement (PBWS)

1.0 Introduction The Astrogeology Science Center (ASC), under contract with NASA, supports the planetary science community by preparing and hosting planetary datasets. To improve planetary data visualization and analysis capabilities, ASC requires enhancements to the open-source desktop GIS application QGIS, which is heavily used for planetary mapping and mission planning. QGIS supports the OSGeo's GDAL and PROJ libraries, offering strong compatibility with planetary data and projections.

2.0 Background ASC hosts planetary datasets for long-term archival and use via downloadable formats and live map services. QGIS is a key tool used by researchers and missions like Mars 2020 Rover and lunar Artemis planning. Updates to the PROJ library introduced planetary projection codes, but bugs and usability issues persist.

This requirement addresses projection warnings, measurement tool bugs, and WMS/WFS support within QGIS.

3.0 Objectives and Required Outcomes The objective is to deliver code improvements to QGIS that enhance its planetary support, eliminate projection-related bugs, and enable broader usability of planetary map services.

3.1 Performance Requirements The contractor shall:

• Eliminate EPSG:4326-related warnings when planetary datasets are loaded into QGIS.

• Modify QGIS to correctly set base projection based on first loaded planetary dataset.

• Resolve geodesic measurement tool bug for planetary radius calculations.

• Correct scale bar generation to reflect appropriate planetary radius.

• Enable proper handling of planetary projection codes (+proj=IAU) for WMS/WFS layers.

3.2 Optional Requirement

• Implement support for geocentric X,Y,Z map projection (+proj=cart) in the 2D QGIS viewer.

4.0 Deliverables All deliverables must be committed to the QGIS GitHub repository under accepted contribution standards. All developed code must be:

• Compatible with current QGIS builds across supported platforms

• Developed in C/C++ or Python as required by the QGIS framework

• Documented and accompanied by passing unit tests

5.0 Government-Furnished Information (GFI) The Government will provide:

• Test datasets (raster and vector)

• Output samples for validation

• A technical liaison for coordination

6.0 Deliverable Acceptance Criteria

Deliverable Standard Method of Inspection Acceptance Criteria Task 1: Projection Error Fix

Eliminate EPSG:4326 warnings for planetary data

Manual test with provided datasets

No warnings triggered with test data

Task 2: Measurement Tool Fix

Correct use of geodesic method for non-Earth bodies Unit test output Measurement accuracy within 1%

Task 3: Scale Bar Bug Fix Reflect correct planetary radius Visual test in Composer tool Scale bar renders to appropriate scale

Task 4: WMS/WFS Planetary Codes

7.0 Period of Performance Reference SF18 or contract award document.

8.0 Place of Performance All work will be performed remotely using contractor-provided systems compatible with QGIS development environments.

9.0 Option Handling Task 5 shall be priced as a separate firm-fixed-price option. If exercised, the contractor must complete this work within the period of performance. The option will be awarded at the Government’s discretion.

10.0 Contractor Qualifications

The contractor shall have the capability to:

• Modify the open-source QGIS application using C++, Python, and Qt;

• Address and test geospatial projection bugs using provided vector and raster data;

• Integrate planetary projection codes from WMS/WFS sources into QGIS;

• Collaborate in open-source repositories such as GitHub.

11.0 Invoicing and Payment Payment shall be made upon Government acceptance of deliverables. Invoices must be submitted per the terms of the solicitation and processed through IPP.

12.0 Progress Reporting The contractor shall provide biweekly email updates or meet as needed with the technical liaison to discuss status and resolve technical concerns.

Electronic Invoicing and Payment Requirements - Internet Payment Platform (IPP) (February 2021) Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
