Performance Based Work Statement
I. GENERAL INFORMATION
A. Objective
1. The purpose of this contract is to provide UNARMED SECURITY SERVICES for TWO drill sites named:
o Airborne Electromagnetics 1 (AEM1) o Airborne Electromagnetics 2, (AEM2)
2. Ensuring that all equipment and supplies are protected against theft, vandalism, and unauthorized access. The security guard shall patrol the site regularly and respond appropriately to security incidents.
B. Place of Performance
• Drill Site AEM1: Latitude/Longitude: 35° 7'23.28"N 119°19'51.24"W (35.123132°, -119.330900°)
• Drill Site AEM2: Latitude/Longitude: 35° 8'15.71"N 119°19'23.28"W (35.137698°, -119.323134°)
• Both sites are located approximately 7 miles east of Taft, California and consist of gravel, dirt, and paved terrain.
C. Period of Performance
• Approximately 13 nights between April 15, 2025, and September 30, 2025.
• Work at AEM1 and AEM2 will not occur consecutively; services will be scheduled one site at a time based on rig staff schedules.
• Security services may be required on weekends and holidays.
• If 24-hour coverage is needed, the contractor will be contacted in advance, and any additional hours for daytime coverage will result in an adjustment to total required hours.
II. WORK REQUIREMENTS
A. Guard Duties & Responsibilities
1. Patrolling & Surveillance o Security guard shall walk the perimeter every 30 minutes.
o Must remain observant and vigilant between patrols.
o Guard shall routinely check all equipment the site.
2. Incident Response & Reporting o All incidents must be immediately reported to 911 (if emergency), then to the designated
USGS staff contact.
o In the event of unauthorized entry or theft in progress, the guard shall:
Call 911.
Notify the USGS technical point of contact (POC) after taking initial actions.
o Maintain logs and reports, including:
Shift logs documenting patrols and observations.
Photographs of theft attempts or potential security risks when applicable.
3. Access Control & Unauthorized Personnel o Guards are not responsible for granting access to the site.
o If trespassers are encountered, the guard shall request they leave but not physically engage.
B. Personnel Requirements
1. The contractor must ensure that all security personnel:
• Are properly licensed and trained in security operations.
• Have passed background checks before assignment.
C. Equipment & Logistics
1. Guard Equipment & Communications o Guard must have a cell phone for contacting 911 and USGS staff.
o No additional communication check-ins are required beyond incident reporting.
2. Transportation & Site Access o Guard must have a vehicle suited for gravel, dirt, and paved terrain.
o No access badges, keys, or entry cards are required.
3. Lighting & Shelter o The area of operation will not be illuminated.
o The government will not provide shelter (heated or cooled) for guards.
III. DELIVERABLES
1. Security Coverage Schedule o Shifts shall be from 7:00 PM to 7:00 AM.
o Coverage is expected for:
AEM1: 8 consecutive nights AEM2: 5 consecutive nights o Work at AEM1 and AEM2 will not be consecutive, and the contractor will be notified in advance of the break between sites.
2. Security Logs & Reports o Guard must maintain shift logs documenting patrols and incidents.
o Photos of theft attempts, or security risks shall be provided as part of reporting.
IV. GOVERNMENT FURNISHED PROPERTY (GFP)
• None. The contractor shall provide all required equipment.
V. PERFORMANCE MONITORING & QUALITY ASSURANCE
• USGS will evaluate contractor performance based on:
o Adherence to patrol frequency (every 30 minutes).
o Incident response time and reporting quality.
o Completion of security logs.
• Contractor must provide a point of contact for scheduling adjustments as needed.
VI. KEY GOVERNMENT CONTACTS
• USGS staff contacts will be provided after contract award based on the project schedule.
• Emergency notification tree will be shared with the vendor upon contract execution.

GS0231 Technical Liaison - Technical Clarification (December 2024)
a) The performance required herein shall be subject to the technical clarification of the Technical Liaison (TL) as identified below. As used herein, "technical clarification" is defined as communication to help the contractor fully understand the requirements.
(b) The Technical Liaison is not delegated any Contracting Officer’s Representative responsibilities.
(c) The Technical Liaison may not modify the requirements in any way. All modifications must be authorized by the Contracting Officer.
(d) The contractor shall immediately notify the Contracting Officer, in writing, if they believe the Technical Liaison is directing work outside the requirements of this contract. The contractor may not be reimbursed for any work outside the requirements of this contract.
(e) The Technical Liaison assigned for this contract is:

When a holiday falls on Saturday or Sunday, it is observed on the adjacent Friday or Monday, respectively.
In addition to the holidays listed above, the contractor agrees to observe leave days or closures designated by Federal Statute, Executive Order, or Presidential Proclamation.
GS1131 Unilateral Deobligation of Unexpended Funds (May 2013) The contractor shall submit all invoices under the award no later than 90 calendar days after the period of performance has expired, unless a request for extension has been submitted to the Contracting Officer. After 120 days has passed since the expiration of the performance period, the government reserves the right to issue a unilateral modification deobligating any unexpended funds, and to initiate closeout procedures.
GS1364 Nonpersonal Services and Supervision of Contractor’s Employees (September 2017) This contract is a “nonpersonal services contract” as defined in FAR 37.101. It is therefore, understood and agreed that the contractor and/or the contractor’s employees:
Shall perform the services specified herein as independent contractors, not as employees of the government;
Shall request clarification in writing from the Contracting Officer if the Contractor finds it necessary with respect to the scope of services to be performed or the manner in which the services are to be performed hereunder.
Shall be responsible for their own management and administration of the work required and bear sole responsibility for complying with any and all technical, schedule, or financial requirements or constraints attendant to the performance of this contract;
Shall be free from supervision, direction or control by any government employee with respect to the manner or method of performance of the services specified; but shall comply with such general direction of the Contracting Officer (or the duly authorized representative) pursuant to the government’s right and obligation to inspect, accept or reject the work as is necessary to ensure accomplishment of the contract objectives.
Shall not be at any time during the contract period employees of the U.S. Government.
The contractor's employees and subcontractors must make clear, in dealings with the public, federal employees, or other contractors that they are not federal employees. To minimize possible confusion, contractors and subcontractors are not permitted to wear clothing or other items (apart from official identity credential) bearing the name, logo, or seal of the U.S. Geological Survey while performing work under this contract.
GS1440 Wage Determination (July 2001) Wage determination is dependent on the area services are being performed. Determination to be made upon award.
In the performance of this contract, the contractor shall comply with the requirements of U.S. Department of Labor Wage Determination Number 2015-5603 dated 12/23/2024 or most current as seen on the SAM.gov website.
Electronic Invoicing and Payment Requirements - Internet Payment Platform (IPP) (February 2021) Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts.

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email IPPCustomerSupport@fiscal.treasury.gov or phone (866) 973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
DIAR 1428.301 Liability Insurance - Department of the Interior (JUL 1996)
(a) The Contractor shall procure and maintain during the term of this contract and any extension thereof liability insurance in form satisfactory to the Contracting Officer by an insurance company which is acceptable to the Contracting Officer. The named insured parties under the policy shall be the Contractor and the United States of America. The amounts of the insurance shall be not less than as follows:
$100,000 each person $500,000 each occurrence $100,000 property damage $500,000 in aggregate
(b) Each policy shall have a certificate evidencing the insurance coverage. The insurance company shall provide an endorsement to notify the Contracting Officer 30 days prior to the effective date of cancellation or termination of the policy or certificate; or modification of the policy or certificate which may adversely affect the interest of the
Government in such insurance. The certificate shall identify the contract number, the name and address of the Contracting Officer, as well as the insured, the policy number, and a brief description of contract services to be performed. The contractor shall furnish the Contracting Officer with a copy of an acceptable insurance certificate prior to beginning the work.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
