Here is your text organized properly for clarity and formatting in a Microsoft Word document:
I. GENERAL INFORMATION
A. Introduction The U.S. Geological Survey (USGS), California Water Science Center (CAWSC) requests analysis of the cyanotoxin, microcystin, in 248 whole water samples in 2024.
B. Background The CAWSC is conducting an experiment in August 2024 to measure microcystin degradation rates in San
Francisco Bay using quartz vials. Experimental vials will be spiked with microcystin and exposed to different light and salinity conditions to measure degradation rate over 3 days. The microcystin concentration in vials will be measured over the course of the experiment and degradation rates calculated.
C. Definitions/Applicable Documents: N/A
D. Scope.
The CAWSC requires whole-water analysis of isotopically labeled 15N microcystin congeners (15N-MC-
LR, 15N-MC-LA, 15N-MC-RR) by liquid chromatography and tandem mass spectrometry (LC-MS/MS).
II. WORK REQUIREMENTS
A. Technical Requirements.
Samples will be analyzed by liquid chromatography and tandem mass spectrometry.
Chains-of-custody for all laboratory operations, and analyses for each sample, will be fully documented.
Microcystin analyses will be conducted by an expert analyst(s) who have experience with these analyses in the San Francisco Estuary (Bay-Delta) system, and experience conducting microcystin degradation experiments.
Experience analyzing labeled 15N microcystin congeners.
Sample preparation and extraction for analysis of total cyanotoxin concentrations using published methods.
Provide quality assurance and quality control samples including laboratory blanks, positive controls, and matrix-spike-recovery samples.
Individual method LODs will be determined for each congener from their average daily response factors.
Samples can be received by the Contractor Monday through Friday Sample results provided to USGS electronically within eight (8) weeks of sample receipt.
Provide consulting services for to assist with data analysis and interpretation of LC-MS/MS results.
B. Deliverables.
1. Characteristics for work product described in II.A.1., identified by name and quantity.
Data will be delivered as XLSX, CSV, or TXT files. Accompanying summary PDF or PPT files can also be shared alongside the data files.
2. Delivery dates for work/product to be completed and point of delivery.
July 31, 2025
III. SUPPORTING INFORMATION
A. Place of Performance: Location of Contractor’s facility
Chromatography & Tandem Mass Spectrometry
B. Period of Performance (expressed as number of days, must include the time necessary to test, review, and/or install the deliverable): From date of award to July 31, 2025
C. Government Furnished Property (GFP): None
D. Special Considerations.
The laboratory leader must have a Ph.D. in a field related to cyanobacterial ecology.
The laboratory must have expertise in analytical chemistry methods applied to measuring cyanotoxins in environmental water.
The laboratory must have experience working with cyanobacteria and samples coming from estuaries with their complex water conditions.

Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. 52.212-2 Evaluation—Commercial Products and Commercial Services (Nov 2021)
1. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
a. Technical capability
i. To include contractor capability to directly perform the primary and critical aspects of the work with its own resources.
b. Price
c. Past performance
i. To include executing projects with minimal reliance on subcontractors.
2. All evaluation factors other than cost or price, when combined are approximately equal to cost or price. The award will be made to the offeror whose proposal represents the best overall value to the Government.
3. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
4. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
