Performance Work Statement for
Klamath Basin RBM10 Model Update
1.0 Introduction and Background
The RBM10 water temperature model developed for the Klamath River served as an underlying driver in the biological and economic analyses for the Secretarial Determination process for the Klamath Basin Restoration Agreement (KBRA). As such, the development and application of this model has been thoroughly vetted, externally peer reviewed, and published (Perry and others, 2011). Following that effort, RBM10 was extended to the Trinity River (Jones and others, 2016). The two models have been linked into a single Klamath Basin RBM10 model, and a Graphical User Interface (GUI) has been constructed, allowing resource managers to use the model. The purpose of this Performance Work Statement is to update the Klamath Basin RBM10 model for future intended uses such as simulating Klamath River water temperatures with dams removed and in response to Trinity River flow releases.
The model has since been used to examine effects of Trinity River flow releases on water temperatures in the Klamath River. However, the Klamath River RBM10 boundary conditions (tributary flow and temps) include only major tributaries (Scott R., Salmon R., Shasta R., and Trinity R). Consequently, it underestimates Klamath R. flow, which is an important parameter when using the model to simulate effects of Trinity R. flow releases on Lower Klamath water temperatures.
2.0 Scope
The primary purposes of this model update are to: 1) update the Klamath River model structure to explicitly include small Klamath River tributaries to improve inferences about effects of management actions such as Trinity R. flow releases, and 2) expand the model domain upstream to include the Klamath River upstream of Iron Gate Dam that will become free-flowing after dam removals in 2024 (new upstream model domain will be Link Dam).
Other improvements would increase model accuracy by incorporating improved river geometry, meteorological inputs, and gap-filling methods. In addition, this proposal seeks to develop an integrated Klamath/Trinity water temperature model that will provide critical inputs to the Stream Salmonid Simulator (S3), a simulation model of juvenile salmon production that can be used to assess water management alternatives. The temporal extent of the updated model will simulate temperatures for the period 1980–2023.
Objectives include:
1. Update RBM10 to include small Klamath River tributaries and extend model domain upstream to Link Dam
2. Improve RBM10 river geometry inputs and meteorological inputs
3. Calibrate and validate the updated Klamath Basin RBM10 model
4. Apply the updated model to management scenarios evaluating effects of Lewiston Dam releases on water temperatures in the Lower Klamath River

4.0 Technical Requirements
Tasks associated with each objective are as follows:
Objective 1
Task 1.1: Re-configure model structure for small tributaries and dam removal.
The Secretarial Determination RBM10 model (Perry and others, 2011) included only five tributaries in the Link Dam to Iron Gate Dam reach (canals, Spencer Creek, Boyle Springs, Shovel Creek, and Jenny Creek). The exact number of tributaries to be added in this reach will be determined in consultation with partners and in consideration of linked models (i.e., S3), but will be at least 15. The contractor will provide a data set (csv format) of the added tributaries sufficient for updating the RBM10 input file following the methods outlined in Perry et al. (2011). The contractor must have demonstrated experience by completiing at least five water modeling temperature projects within the Klamath Basin.
Task 1.2: Construct boundary streamflow and water temperature boundary conditions.
Available streamflow records for the historic period at these boundaries will be compiled. Flows of the Trinity River tributaries will be updated using recently developed methods that: 1) account for travel time between mainstem gages, and 2) assign flow to ungaged tributaries in proportion to each tributary’s watershed area. Flows for Klamath River tributaries between Iron Gate Dam and Turwar will be updated using similar methods as for the Trinity tributaries. The contractor will provide a data set (csv format) of flow boundary conditions following the formats outlined in Perry et al. (2011) and Jones et al. (2016). Contractor must have demonstrated experience using methodologies described above for constructing stream flow boundary conditions for Klamath Basin tributaries.
Available water-temperature records for the calibration period at the upstream and tributary boundaries will be compiled. Gaps in temperature records will be filled using a hierarchical generalized additive model (GAM) that predicts tributary water temperatures as a function of Julian day, a weighted two-day average of air temperature, daily flow, and an autocorrelation term. The contractor will provide a data set (csv format) of water temperature boundary conditions following the formats outlined in Perry et al. (2011) and Jones et al. (2016). Contractor must have demonstrated experience using generalized additive models with autocorrelation to model daily water temperatures using R statistical computing software.
Objective 2
Task 2.1: Estimate model segment continuity equation coefficients
Representative top widths and cross-sectional areas for a range of given discharges for each model segment (delineated based on tributary confluences or geomorphic changes such as change in river gradient) will be fit using appropriate statistical methodologies and spatial resolution for incorporating width and cross-section relationships into RBM10. USGS will provide appropriate width and cross-sectional area data to contractor. Contractor will provide a summary of analytical methods, source code, and a data set (csv format) of continuity equation coefficients.
http://dx.doi.org/10.3133/ofr20161056
Task 2.2: Improve RBM10 meteorological inputs
DayMet data is utilized in RBM10, but many other easy-to-use gridded climate datasets have become available. In addition, accounting for the effect of wildfire smoke on water temperature has become more important with increasing fire frequency. The contractor will identify alternative data sources and compare the gridded shortwave solar radiation and longwave radiation datasets to measurements from ground-based monitoring networks in the vicinity of the study area, including the benchmark-quality U.S. Climate Reference Network (USCRN https://www.ncei.noaa.gov/access/crn/) and a small subset of stations from other lower-quality networks inventoried by Rupp and others (2022) (e.g., CIMIS, AgriMet, ASOS, RAWS). The best performing gridded datasets, as measured by how well they match the ground-based measurements, will then be tested in RBM10. The contractor will provide a summary of this analysis, including how well these data sets account for wildfire smoke, the recommended data source, and the data set (csv format) of required meteorological inputs as defined in Perry et al.
(2011). The contractor must have demonstrated experience 1) testing different gridded meteorology datasets to assess which works best for water temperature modeling, and 2) experience modeling the effects of wildfire smoke on water temperatures.
Objective 3
Task 3.1: Model calibration and validation
Model calibration and validation will be performed by evaluating water flow balance, compiling empirical water temperature data, and estimating evaporation coefficients through calibration. Expected model performance should measure in terms of root mean square error (RMSE) and should meet or improve upon the RMSE reported in Perry et al. (2011). The contractor will provide summary of calibration, calibration data (csv format), coefficient data set (csv format), and associated source code. The contractor must have demonstrated experience in using the Klamath Basin RBM10 water temperature model.
Objective 4
Task 4.1: Run simulations
Coordinate with Reclamation to construct flow release simulations. Select relevant water years and identify flow and temperature releases from Lewiston Dam. Run updated RMB10 to evaluate effect of Lewiston Dam releases on Lower Klamath water temperatures. Consultant will provide written publication (see deliverables), a project presentation (see deliverables), all source code, and output data sets.
5.0 Deliverables
In addition to data sets and source describe under 4.0 above, deliverables will include one peer-reviewed manuscript and one project presentation.
Peer-reviewed manuscript:
Write and publish a peer-reviewed manuscript that describes model structure, input data, calibration, and validation, and use of the model for evaluating management actions. The length and format of the manuscript should conform with journal guidelines and include supplementary materials sufficient for detailing the methods and results from Objectives 1-4 above. The pre-publication draft manuscript will be provided for review to collaborators, with a final peer-reviewed publication to follow.
Presentations: Present findings at a regional science conference such as the annual Klamath Basin Monitoring Program conference or similar. The presentation length will conform with conference guidelines. The consultant will provide the presentation in Power Point format.
Timeline:
We are seeking delivery of technical report and presentation to be submitted to the project manager by December 31, 2026. An expected timeline for the completion of each objective is as follows:
Objective 1: March 1, 2025 Objective 2: June 1, 2025 Objective 3: September 1, 2025 Objective 4: February 1, 2025 Presentation: June 1, 2026 Draft Publication: July 1, 2026 Final Publication: December 31, 2026
6.0 Performance Standards and Monitoring Methods
The contractor will hold quarterly meetings with the technical liaison to review project progress.
