PERFORMANCE-BASED WORK STATEMENT
I. GENERAL
The US Geological Survey needs to replace an existing swinging vehicle gate at Gate #3, with a sliding gate with access control integration into our existing Lenel Onguard 8.0 access control system.
1. BACKGROUND.
In 2023, a Facilities Security Assessment (FSA) conducted by the USGS HQ identified a significant security risk associated with Gate #3 being left wide open due to the high volume of traffic into the compound. By installing a power sliding gate with PIV access control integration into our existing Lenel Onguard access control system, we can fully secure the compound becoming FSA and ISC compliant while still allowing easy operation of authorized high-flow traffic.
2. WORK TO BE PERFORMED BY CONTRACTOR.
Install Power Sliding Gate with access control pedestal to Vehicle Gate #3:
a. Remove existing swing gates.
b. If necessary, remove any existing post or damaged fence at vehicle gate #3.
c. Install new sliding vehicle gate, and any required replacement posts or fencing.
d. Install USGS provided Max 1500 Pro commercial grade sliding gate opener on a concrete pad to vehicle gate #3.
e. Install required power through buried conduit from the electrical vault located at the back of gate #3, to the planned gate opener location.
f. Install USGS provided gooseneck style dual card reader pedestal approximately 18 feet before gate entry on the left-hand side in line with the left gate post. Installation height should be set between 42-48 inches for the lower PIV card reader.
g. Install buried conduit from gate reader pedestal (through asphalt), back to the electrical vault located at the back of gate #3, via the path of the motor operator (leave pull string inside of new conduit).
h. Install above-ground vehicle detection sensor for vehicles exiting through Vehicle Gate #3 similar to Vehicle Gate
#2 (sensor must be adjustable).
i. Install required vehicle entrapment protection sensors to prevent the gate from closing on vehicles that fail to clear the gate within the allotted time.
j. Install emergency vehicle strobe sensor for life safety.
k. Test and verify gate operation once construction is complete.
Note: USGS Facility personnel will clear the area near Gate #3 for the contractor. USGS Facility personnel will wire, terminate, and program the PIV card reader access control once the contractor’s work is complete.
3. SUMMARY OF DELIVERABLES.
The contractor will receive all deliverables. The Government will not receive any deliverables directly to the USGS
ID-WSC campus but can assist in storage once received.

II. WORK REQUIREMENTS
Work Schedule Services will be performed between the hours of 7:30 am through 4:30 pm, Monday through Friday.
General Requirements
a. Any additional electronic devices planned for the install not identified in block 2, which can transmit or receive by wired or wireless means, must be coordinated through the listed USGS Technical Representative and have prior approval before installation.

III. ACCEPTANCE CRITERIA
The contractor will have 30 days from the award notice to proceed to complete the job. Significant lead time on parts should be immediately communicated to the assigned Technical Representative and COR if it will have any effect on the 30-day window to complete. After project completion, the Technical Representative will inspect the contractor’s performance of work against the approved Scope of Work (SOW). If it is determined the contractor has failed to perform any of the duties defined above, the Technical Representative will immediately notify the contractor with complete details of all deficiencies. The contractor will correct the deficiencies prior to issuance of payment.
IV. GOVERNMENT FURNISHED EQUIPMENT AND SUPPLIES:
Equipment:
a. Maximum Controls Max 1500 Pro slide gate operator.
Supplies:
a. Gooseneck style dual card reader pedestal.
V. CONTRACTOR FURNISHED EQUIPMENT & SUPPLIES:
Equipment: All equipment required for the installation of this system, excluding Government furnished equipment identified in section IV, will be furnished by the Contractor.

VI. WARRANTY PERIOD:
Minimum 1-year warranty period on all parts and labor, following the installation of a sliding gate with power sliding gate opener.
GS0199 PREVENTION OF MALICIOUS CODE (JUN 2018)
(a) Definitions Malicious code is a computer code developed for the purpose of causing some form of intentional damage to computer systems or networks. Malicious code may be a complete program or code imbedded in software programs that appear to provide useful functions. The term includes computer viruses and other destructive programs, such as "Trojan Horses" and network "worms."
(b) The contractor must have in place an anti-virus procedure to ensure that media supplied is uncontaminated by malicious code.
(c) The contractor is required to scan all delivered software to insure it is free of malicious code prior to its installation or operation on USGS-owned computers or contractor-owned computers connected to USGS computer systems or networks. Contractors using diagnostics software disks or connecting to a non-USGS computer while performing repairs or upgrades to a USGS computer will scan the serviced computer's drive(s) to insure they are free of malicious code upon completion of the service call, or prior to return of serviced equipment, if servicing is performed off-site.
GS0231 Technical Liaison - Technical Direction (July 2018)
a) The performance required herein shall be subject to the technical direction of the Technical Liaison (TL) as identified below. As used herein, ""technical direction"" is defined as direction to the contractor that fills in details, suggests possible lines of approach, or otherwise supplements the scope of the work set forth herein and shall not constitute a new assignment and does not supersede or modify any article or clause of this contract.
(b) The Technical Liaison is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;

(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the contractor's right to proceed;
(5) Obligate in any way, the payment of money by the Government. Only a warranted Contracting Officer is authorized to obligate funds on this or any other contract action.
(c) The contractor shall immediately notify the Contracting Officer in writing if the Technical Liaison has taken an action (or fails to take action) or issues direction (written or oral) that the contractor considers to exceed the above limitations.

When a holiday falls on Saturday or Sunday, it is observed on the adjacent Friday or Monday, respectively.
In addition to the holidays listed above, the contractor agrees to observe leave days or closures designated by Federal Statute, Executive Order, or Presidential Proclamation.
GS1131 Unilateral Deobligation of Unexpended Funds (MAY 2013) The contractor shall submit all invoices under the award no later than 90 calendar days after the period of performance has expired, unless a request for extension has been submitted to the Contracting Officer. After 120 days has passed since the expiration of the performance period, the government reserves the right to issue a unilateral modification deobligating any unexpended funds, and to initiate closeout procedures.

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email prior to the contract award date, but no more than 3 to 5 business days of the contract award date. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.212-2 Evaluation—Commercial Products and Commercial Services (Nov 2021)
1. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
a. Technical capability
i. To include contractor capability to directly perform the primary and critical aspects of the work with its own resources.
b. Price
c. Past performance
i. To include executing projects with minimal reliance on subcontractors.
2. All evaluation factors other than cost or price, when combined are approximately equal to cost or price. The award will be made to the offeror whose proposal represents the best overall value to the Government.
3. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
4. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
