STATEMENT OF WORK

WASHINGTON WATER SCIENCE CENTER

FIELD SERVICES FACILITY

Scope

U.S. Geological Survey’s (USGS) Washington Water Science Center Field Services Facility grounds located in Lakewood, WA is currently experiencing multiple leaks coming from the roof of our Repair Shop. Specifically on the eastern side of Building 22 (see Figure 1) where the lower roof is. An initial investigation determined that the lower roof, located above the women’s restroom and old lab, is completely cracked throughout, (see Figures 2 and 3) due to its age, and needs replacement to prevent further damage.

The contractor shall accomplish all work to fully replace the lower roof at the U.S. Geological Survey’s (USGS) Washington Water Science Center Field Services Facility grounds located in Lakewood, WA.

The contractor shall be responsible for providing all labor, materials, and equipment necessary to accomplishing the work in accordance with this Statement of Work (SOW). All work shall be accomplished in accordance with all state, local, and nationally recognized regulations. The contractor shall acquire any permits or inspections needed for work.

Tasks

I. The contractor must perform an on-site inspection to determine the specifics and properly replace the roof.

II. Contractor shall:

a. Completely remove and dispose of the existing roof.

b. Install 1/2” fanfold insulation cover board. Installation must be in compliance with

Washington State code requirements.

c. Prepare roof and install 60 mil TPO (Thermoplastic Polyolefin) in the entire roof in building 22 to guarantee a 25-year warranty.

d. Install gutter drip edge, metal cap along the roof perimeter, and seal all vents and pipes flashings.

e. Clean up and remove all excess debris caused by work from the site. Transport and dispose debris outside USGS facilities.

f. Completely remove, dispose of the exhaust fan, and duct piping. Repair duct piping hole with equal existing roof material and prepare for TPO installation (see Figure 2).

III. The contractor must notify the USGS technical liaison and contracting officer immediately of any roof damages outside the normal roof TPO replacement.

Requirements

Inspection.

All quantities, locations, measurements, and installation types provided by the Government shall be considered estimates. The contractor is responsible for conducting a thorough inspection and inventory of the existing site conditions prior to commencement of work.

An onsite visit is scheduled for Monday May 13th, 2024, from the hours of 11 a.m. to 12:00 p.m. "It is highly encouraged that all offerors interested in this opportunity attend this site visit."

Contractor Personnel Contractor’s employees shall remain under the direction and control of the contractor’s management and shall at no time be considered to be an employee or officer of the United States Government.

Dress and Appearance The Contractor shall ensure that personnel performing work at the designated work site are dressed appropriately for the work to be conducted. It shall be the contractor’s responsibility to ensure contractor employee adherence to any/all applicable OSHA work safety standards (i.e., prescribed work or footwear, safety equipment, etc.). Additionally, the contractor shall ensure that each employee is easily identifiable as a contractor employee.

The contractor shall immediately remove any employee who is identified, or suspected to be, under the influence of an intoxicating substance.

Safety In accordance with OSHA requirements, the contractor is expected to foster and operate in a safe and expeditious manner at all times. Should the contractor encounter an unsafe situation during performance under the SOW, work should be stopped immediately, and notify the USGS Technical Liaison and the Contracting Officer when appropriate.

Work Hours Performance under this SOW is strictly limited to the hours of 5:00 am and 2:30 pm, Monday through Thursday with the exception of recognized Federal Holidays as prescribed by the Office of Personnel Management (OPM). Work outside of these hours requires the prior consent of the Contracting Officer.

Utilities The Government shall provide any/all utilities (i.e., electrical power and/or water) that are necessary for the performance of work under this SOW until the point of discharge (i.e., electrical outlet).
