STATEMENT OF WORK

Containment, transport, and disposal of drilling fluids from two groundwater borehole sites, near the Imperial Sand Dunes Recreation area and Interstate 8, southeastern Imperial County (2022).

I. General Information:

a. INTRODUCTION: the USGS Research Drilling Program (RDP) has the need for a vendor to provide materials and labor for the containment, transport, and disposal of drilling fluids resulting from the construction of two groundwater borehole sites in southeastern Imperial County during calendar year 2022. The sites are located near the Sand Hills Rest Stop and Ogilby Road, both within one mile from interstate 8.

b. OBJECTIVE: to comply with permit regulations and conditions specified by the Bureau of Land Management and Imperial County Planning Department; to safely contain liquid material on site; and when needed, to properly transport materials off site and dispose of in accordance with local regulations and codes in a timely manner.

II. Background:

USGS RDP will begin boring and constructing two multiple-depth groundwater monitoring sites during the next 1-6 months. Both sites (see Figure 1). Sites are in generally undeveloped, open zones with minor or no limitations on access. Successful completion of this project work requires that liquid material generated on site be contained and removed from the site in an efficient, clean, and timely manner.

Table 1 lists the approximate location of each site, the earliest start date, and duration of the project, and a rough estimate of liquid generated. Liquid tonnage may vary at each site but is not anticipated to decrease by more than 30% overall; the precise amount of each is not known.

At each site, liquid debris will be generated from the mud-rotary drilling process. The solid phase is composed of moist clays, silts, sands, and gravels from the borehole; this debris will be collected and contained in several 20-yard bins provided by a separate vendor. On rare occasions, a liquid component composed of sediment-laden bentonite clay drill mud, will need to be vacuumed (skimmed) from the same bins and transported for disposal. The liquid phase is composed of local city water, bentonite mud, and groundwater. These fluids will be collected during drilling and well development into a 20,000-gallon Baker tank to be provided by a separate vendor.

Liquid material generated during the drilling process is expected to be free from contamination and categorized as non-hazardous. One sample of drilling mud will be collected by the USGS and analyzed at a local laboratory for constituents listed in Table 2 or as otherwise directed by the disposal site of the vendor’s choosing.

III. Work Requirements

a. The vendor, including any subcontractor, is expected to have experience providing this type of transportation and disposal. Vendor may be required to provide proof of completing these tasks within the past year including, but not limited to, providing references.

b. Provide vacuum truck with at least a 5,000-gallon capacity, to pump off liquids at the site, and then haul off for disposal. Smaller vacuum trucks may be useful to skim less than 1,500 gallons from the solids bins to prepare the bins for transport, but typically can be avoided if the bin preparation is in tandem with a larger scheduled fluid removal.

c. Vendor must be able to provide services with a 48-hour notification period.

d. Drill site operations are between the hours of 7am and 7pm, seven days a week unless otherwise determined by the on-site staff. The vendor will not be required to complete work on weekends or holidays. If the vendor is able to conduct work on weekends or holidays, please state so and include any additional charges that might be incurred.

e. Multiple trips per day, per site for vacuum trucks may be needed; however, pickups are not expected to occur on every day of the project (see attached example, Table 3).

f. Vendor must provide a work order, waste manifest, and weight ticket for each load removed.

i. A summary table of all disposals will be provided to the Technical Liaison within 45 days of completion of the work. The table will list the disposal date, invoice and manifest number, type of material disposed, gross weight of load, tare weight, disposal weight (net weight), and a reference to the file name and pages of the supporting documentation. All supporting documentation (work order, waste manifest, and weight tickets) must be provided along with the summary table. All invoicing must be completed within 90 days of completion of the work unless an extension is granted by the Technical Liaison in writing.

ii. Weights identified are government estimates only and shall be treated as maximum allowable limits in the performance of this contract. The vendor shall not exceed the maximum allowable limits without a modification to the contract from the Contracting Officer. It is the responsibility of the vendor to monitor all requirements of the contract and to notify the Technical Liaison in writing when 75% of the maximum allowable limit on any contract line item is achieved.

g. Vendor will remove equipment from the site with a 48-hour notification from the Technical Liaison at the conclusion of the project. Vendor shall provide weight tickets to include tare and loaded weights. This is the only method allowed for billing on a tonnage basis. NO PAYMENTS can be made WITHOUT weight tickets.

IV. Supporting Information (for vendor)

a. No Government-owned property or services will be provided to the vendor. Except for a 20,000 Baker tank (delivered by another vendor), the vendor will provide all related equipment needed to complete the Work Requirements.

b. The full PERIOD OF PERFORMANCE could begin as early as December 8, 2022 and end not later than April 30, 2023. Work at one site (NDL2) is expected to span a period of 21 consecutive days; work at a second site (NDL3) is expected to span a period of 14 consecutive days. All work will end not later than April 30, 2023.

c. A 10-day advance notification will be provided to the vendor regarding the precise location (address), start date, and anticipated end date, for each project site (see Figure 1, Table 1).

d. Results of a recent, site-specific mud analysis (see Table 2) will be shared with the vendor for disposal-profiling purposes. Liquids are expected to be classified as non-hazardous waste.
