STATEMENT OF WORK

Mud logging and continuous hydrocarbon gas monitoring services via FID Gas Chromatography at a groundwater borehole site near Taft, Kern County, California, 2022-2023.

I. General Information:

a. INTRODUCTION: the USGS Research Drilling Program (RDP) has the need for a vendor to provide the service of mud logging and continuously monitoring hydrocarbon gases present in the drilling fluids used during the drilling of a groundwater-well site in Kern County, California during calendar year 2022 or 2023. The vendor will need to provide all necessary staff and equipment required for the collection and analysis of gases including (but not limited to): mobilization of a mobile laboratory to the logging site, separation of gasses from the drilling mud, transfer of the gases to the chromatograph, analysis of the gases for C1 through C5’s, and preparation of daily reports summarizing data collection. The USGS Midway-Sunset (MWSS) site is located approximately 3 mile east of Taft, CA along Gardner Field Road (see Figure 1

b. OBJECTIVE: to mud log and continuously monitor drilling fluids for hydrocarbon gasses (C1 through C5’s) during the drilling of a ground water monitoring well near Taft, Kern County, California.

II. Background:

a. USGS RDP will begin boring and constructing a multiple-depth groundwater monitoring sites during the next 9 months. The site (see Figure 1) is located on undeveloped land within Kern County. Successful completion of this work requires that hydrocarbon gasses (C1 through C5’s) will be continuously monitored using flame ionization detection (FID) gas-chromatography. Drill cutting will be collected on regular intervals and analyzed for lithology and oil show.

b. The project start date is still to be determined but will be sometime between October 15th, 2022 and March 31, 2023.

c. Drilling will be conducted between the hours of 7am and 7pm 7 days a week including holidays.

Drilling fluids will be composed of local city water, bentonite mud, and native groundwater.

Depending on drilling conditions mud additives may be mixed with the mud to adjust the pH, increase weight, or stabilize clays. All additives should be hydrocarbon free. A borehole approximately 8 inches in diameter will be drilled to a depth of approximately 700 feet using standard direct rotary drilling methods. Drilling is expected to take 6 days. During the drilling process, drill mud will be pumped down the drill stem and return to the surface through the annular space. A small channel, less than 10 ft in length, will direct the mud and drill cuttings from the borehole to a small pit less than 3 feet in diameter. A pickup pump will transfer the mud and cuttings from the pit to the mud filtration system where the mud is run over a shaker screen and through de-sander cones. The “clean” mud is then reused. Minor modifications can be made to the mud filtration process/system to allow for the gas collection equipment.

d. Clean power is typically available on the drill site from a 100kW generator. However, the generator may need to be turned off periodically for safety or to allow for maintenance. If continuous power is required, it is recommended that the vendor provide a backup source of electricity. Typically, all high voltage/amp plugs are utilized by the drilling operation therefore, only standard 15-amp 120-volt outlets are available for use.

e. While drilling is expected to proceed without complications, delays do frequently occur. Most problems causing delays are usually resolved in several hours and the vendor is expected to remain on site. However, on occasion delays can take several days to resolve resulting in “stand by” conditions. In the event of a delay that is expected to take more than 24 hours to resolve the vendor will be notified of the extended delay and will not be required to be on site during such time. Once the problem is resolved the vendor will be notified and will have 6 hours to return to the site. The USGS RDP does not anticipate these extended delays but would like to plan for the possibility. Therefore, the vendor should include with the estimate a daily “stand by” rate for times when the vendor is not required to be on site due to delays in drilling. This “stand by” rate should not be included in the total cost but listed as a separate line item. In the event an extended delay occurs the “stand by” rate will be paid.

III. Work Requirements

a. Monitoring of drilling mud by FID Gas Chromatography for C1 through C5’s in 30 seconds per cycle and associate the depth of the sample to within 5 feet of the drill depth over the length of the entire well.

b. Collection and description of drill cutting at regular intervals using standard oil-filed techniques.

c. Vendor will provide a logging unit and all equipment required for the collection and analysis of gases including (but not limited to): mobile laboratory, mud-gas agitator, hydrogen FID Gas Chromatography for C1 through C5’s in 30 seconds per cycle with 10ppm accuracy or better, technician to operate all equipment.

d. Vendor will be required to provide daily reports of data collection in either digital or paper form.

Real-time access to data is preferred for safety purposes and remote access to data is preferred for scientific purposes. Please specifically state if either option are available and any additional costs that may be associated with the service.

e. Vendor must be able to provide services with a 7-day notification and return to site with a 4-hour notice in the event of an extended delay.

f. Work must be completed by the vendor between the hours of 7am and 7pm seven days a week, including holidays.

g. In the event of equipment failure, vendor must have access to replacement parts that can be delivered to the site within 6 hours of requesting the parts.

h. Vendor will remove all vendor owned equipment from the site with 96-hour notification at the conclusion of the project.

IV. Supporting Information (for vendor)

a. No Government-owned property or services will be provided to the vendor. The vendor can plug a regular extension cord (120 volts, 15 amp) into the generator on site, but can not be guaranteed continuous power.

b. The full Period of Performance will begin as early as October 15, 2022, and end not later than March 31st, 2023.

c. A two-week advance notification will be provided to the vendor regarding the precise location, start date, and anticipated end date.

(A) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.

(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.

(ii) Examples.

(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C.
