About this file

This is a Request for Quotation (RFQ) issued by the USGS Mineral & Environmental Resources office in Denver, Colorado for laboratory equipment upgrades and installation services.

The solicitation requests quotations for a single line item (CLIN 00010): upgrades to a Nu Attom HR-ICPMS Expansion System (Serial #NA029) including a Fast Magnet Electronics Upgrade, an ES Expansion Chamber, and onsite installation and training. All components must be compatible with the Attom ES from Nu Instruments, a double-focusing inductively coupled plasma mass spectrometer used for isotope ratio and quantitative analysis. The Fast Magnet Electronics Upgrade must significantly improve analysis speed for magnet field changes, with Hall probe-controlled jumping times of 1-2 ms/amu and hysteresis loops of 0.6-0.8 seconds. The ES Expansion Chamber must enhance dry aerosol sensitivity by up to a factor of 3 for laser ablation applications while maintaining wet aerosol performance, and must achieve specified signal counts for indium and uranium. The equipment will be delivered to the USGS Denver Federal Center, Building 95, Room 2432. The delivery date is October 9, 2026. This is not a small business set-aside. Award will be made on a Firm Fixed Price basis to the lowest priced, technically acceptable offeror (LPTA evaluation). Quotations must be submitted electronically to justice_pryor@ios.doi.gov by 5:00 P.M. Eastern Standard Time on August 26, 2026. The question cutoff is August 19, 2026 at 12:00 P.M. EST. Product Requiring Upgrade: Nu Attom HR-ICPMS Expansion System, Serial # NA029

The proposed upgrades for the Attom (HR-ICPMS) Expansion System include the Fast Magnet Electronics Upgrade, which will be accompanied by onsite installation and training, as well as the addition of the ES Expansion Chamber.

All components must be compatible with the Attom ES from Nu Instruments. This is a double focusing inductively coupled plasma mass spectrometer designed to be the ultimate tool for rapid and precise isotope ratio and quantitative analysis of trace elements in solid and liquid matrices.

CLIN 00010: Fast Magnet Electronics Upgrade Nu Instruments Service & Upgrades must comply with the following:

1. The Fast Magnet Electronics Upgrade for the Nu Attom HR-ICPMS Expansion System shall significantly improve the speed of analysis for all methods that require magnet field changes.

2. ES-Expansion Chamber- The ES (enhanced sensitivity) interface shall be designed to enhance the dry aerosol sensitivity of the Attom for laser ablation and desolvator applications.

a. Improvements of up to a factor of 3 with no impact on the normal wet aerosol sample introduction performance. The interface must include a screw-in locking ring mount for the sample cone

b. For enhanced sensitivity a signal of 1.0 E6 counts on 115In and 238U using 1ppb tune solution in solution mode is required.

c. In laser ablation mode, 1.0 E6 counts of 238U on NIST612 under the following conditions—50 µm spot size, 10 Hz, on-sample fluence 5 joules/cm2, 5 µm/sec raster—is required.

d. Fast Magnet Electronics- For Hall probe-controlled magnet jumping, jump times 1-2 ms/amu and hysteresis loops 0.6-0.8 seconds.

i. A typical method cycle of 10 isotopes across the full mass range with 1 second of data acquisition at each mass would take 11.1 seconds.

e. LinkScan analysis; the fast magnet controller must have a 200V LinkScan option which allows the collection of full mass spectra in both the up and down scan in 103ms.

3. For both components, onsite installation and training are required.
