About this file
This is a Request for Quotation (RFQ) for the procurement of a quantitative PCR (qPCR) instrument for the United States Geological Survey (USGS) Boulder laboratory.
The USGS seeks to purchase one Bio-Rad CFX Opus 96 Real Time PCR System (or equivalent) to support molecular analyses in environmental microbiology and water-quality projects. The current instrument, purchased in 2011, is aging and unreliable, with discontinued software support and compatibility issues with modern Windows operating systems. Delivery is required to USGS Wake Resources Division, 3215 Marine Street, Room E127, Boulder, CO 80303. The instrument must meet 17 salient characteristics including thermal cycler specifications (30-110°C lid temperature, 30-100°C gradient range), optical detection capabilities (6 filtered LEDs and photodiodes with 450-684nm excitation wavelengths), 96-well capacity, temperature accuracy of ±0.2°C, and Windows 11 compatible software. The contractor must provide on-site installation by trained field service engineers, hands-on orientation training, and a minimum one-year warranty commencing upon equipment acceptance rather than shipping or installation date. The contractor shall certify that the instrument meets manufacturer performance criteria for sensitivity, precision, and accuracy, with the government reserving the right to conduct performance testing in filtered environmental waters and delay payment until specifications are verified. Quotations must be submitted by 12:00 PM Mountain Time on August 7, 2026, to jennifer_rollin@ios.doi.gov, with delivery required within 90 days of order receipt. The anticipated award is a Firm Fixed Price purchase order. Quotations must include a completed Standard Form 18, product specifications, SAM.gov Unique Entity Identification Number, point of contact information, lead time, and completed FAR provision fill-ins (52.209-2, 52.209-11, 52.219-1, and 52.240-90). The RFQ is not a small business set-aside and incorporates numerous federal clauses addressing security requirements, workplace conduct, trade compliance, and anti-discrimination standards. Payment requests must be submitted electronically through the Department of Treasury's Invoice Processing Platform.

Quantitative PCR (qPCR) Instrument Brand Name or Equal
Statement of Need:
Purpose This request is to purchase a quantitative PCR (qPCR) instrument to support molecular analyses conducted in the USGS Boulder laboratory. A new system is required to maintain analytical capacity for environmental microbiology and water‑quality projects.
Background The laboratory’s current qPCR instrument (purchased in 2011) is aging and increasingly unreliable, leading to downtime, delayed sample processing, and challenges in consistently meeting method‑performance requirements.
The instrument’s software is no longer compatible with current Windows operating systems, and Bio‑Rad has discontinued updates and support for this model. These limitations pose a significant risk to maintaining reliable analytical capacity. A modern qPCR system is essential for ensuring USGS quality‑assurance compliance, supporting mission‑critical research and operations, and sustaining both current and future analytical needs.

Instructions to Offerors
1 Provide an Accessibility Conformance Report (ACR) for each commercially available Information and Communication Technology (ICT) item offered through this contract. Create the ACR using the Voluntary Product Accessibility Template Version 2.1 or later, located at https://www.itic.org/policy/accessibility/vpat.
Complete each ACR in accordance with the instructions provided in the VPAT template. Each ACR must address the applicable Section 508 requirements referenced in the Work Statement. All "Not Applicable" (N/A) responses must be explained in the remarks/explanations column or through additional narrative. Address each standard individually and with specificity, and clarify whether conformance is achieved throughout the entire ICT Item (for example - user functionality, administrator functionality, and reporting), or only in limited areas of the ICT Item. Provide a description of the evaluation methods used to support Section 508 conformance claims. The agency reserves the right, prior to making an award decision, to perform testing on some or all of the Offeror’s proposed ICT items to validate Section 508 conformance claims made in the ACR.
2 Describe your approach to incorporating universal design principles to ensure ICT products or services are designed to support disabled users.
3 Describe plans for features that do not fully conform to the Section 508 Standards.
