PERFORMANCE WORK STATEMENT

I. GENERAL INFORMATION

A. Introduction: Commer services, non-personal, to process and analyze sediment samples to determine cosmogenic radionuclide (CRN) concentrations (10Be).

B. Background: USGS project personnel routinely use 10Be in sediment samples to estimate ages for surfaces, but the USGS does not have the facilities to process and analyze the cosmogenic radionuclide concentrations.

C. Scope: The purpose is to measure 10Be concentrations in sediment samples to estimate surface ages in tectonically active regions. The age of the faulted surfaces will provide constraints on tectonic activity and insight into the regional seismic hazard.

II. WORK REQUIREMENTS

A. Technical Requirements:

Services – sediment samples will be delivered to the vendor between 0.25 – 1 mm grain size.

The USGS requires that samples will be processed and then analyzed in one facility to ensure the highest quality data possible. The specific tasks are as follows:

1. (10Be samples) Quartz separation and purification from sampled sediment.

2. Chemical preparation (BeO)

3. Target preparation (BeO)

4. AMS measurement for 10Be concentrations

A written report shall contain the following information:

i. Sample ID

ii. Sample mass (g of quartz)

iii. 9Be spike (mg)

iv. 9/10Be ratio

v. 10Be concentration (atoms/g)

vi. Standards used or blank ratios (9Be/10Be ratios)

B. Deliverables:

Deliverable products: 10Be concentrations for each sample.

Delivery date: No more than 24 weeks from the contractor’s receipt of samples.

USGS project personnel will review deliverables within two weeks after receipt. Deliverables may be returned to the investigator for revision and/or supplementation prior to approval, if deliverable does not meet the above requirements.

In advance of sample analysis, discuss and receive approval from the Technical Liaison for the use of any modifications to specified analytical methods or the use of non-specified analytical methods.

Contact Technical Liaison in advance and receive approval for modifications to analytical methods specified or use any non-specified analytical methods.

Modifications to a specified analytical method and use of non-specified analytical methods will be communicated.

99% successful Technical Liaison will keep formal records of any correspondence with Contractor on requests for approval to use modified or non- specified analytical methods. Technical Liaison will formally notify Contractor if non-approved analytical methods were used.

Technical Liaison will perform 100% inspection of data deliverables and will conduct technical review on 100% of the written reports.

Full payment of invoices.

Provide results and complete data deliverables, primarily 10Be concentrations for each sediment sample, within 24 weeks of sample receipt, unless otherwise negotiated. Written report shall include Sample ID, Sample mass, 9Be spike, 9/10Be ratio, 10Be concentration, and standard or blank ratios used (9Be/10Be ratios).

Data deliverables for will be completed within specified timeframe. Required data deliverables will be delivered to the USGS within 24 weeks of receipt of samples, unless otherwise negotiated.

Technical Liaison will review deliverables within 2 weeks after receipt.

Deliverables may be returned to the Contractor for revision and/or supplementation prior to approval, if deliverables do not meet the requirements.

99% successful Technical Liaison will monitor the delivery of all data deliverables to the USGS. Technical Liaison will perform 100% inspection of data deliverables and will conduct technical review on 100% of the written reports.

Full payment of invoices.

Scientific and scholarly information considered in Departmental decision making must be robust, of the highest quality, and the result of as rigorous scientific and scholarly processes as can be achieved. Most importantly, it must be trustworthy. It is essential that the Department establish and maintain integrity in its scientific and scholarly activities because information from such activities is a critical factor that informs decision making on public policies. Other factors that inform decision making may include economic, budget, institutional, social, cultural, legal and environmental considerations.

CONTRACT TYPE

This solicitation will result in an award of a single, firm fixed price contract.

(a) The term of this contract will be for a base year and two (2) option years and an optional six (6) months beginning on the date of award, anticipated for September 11, 2025.

(d)Comptroller General Examination of Record. Process and analyze sediment samples extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days before expiration of period of performance.

52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 3 years and 6-months.
