About this file
This is a Request for Quotation (RFQ) from the U.S. Geological Survey (USGS) seeking the production of six test batches of fish bait for controlling invasive grass carp. The solicitation is set aside for small businesses under NAICS code 311119 (Other Animal Food Manufacturing) and will be awarded using Federal Acquisition Regulation (FAR) Part 12 and FAR 13.5 Simplified Procedures for Commercial Items. The contractor must produce six test batches of pelleted bait using two kilograms of provided algae powder, with microalgae inclusion rates varying from 0-80% dry weight, and demonstrate the ability to extrude consistent, stable feed pellets from small batch sizes.
The solicitation requires the contractor to have experience as a food engineer in feed production using agricultural-based products and aquafeed manufacturing. Quotes must be submitted electronically to Travis Herberholz at therberholz@usgs.gov by 5:00 PM EST on July 25, 2025. The base period of performance is from August 4, 2025, to December 21, 2025, with an option year from January 1, 2026, to December 31, 2026. Award will be made to the vendor whose quote is most advantageous to the government, with technical performance and key personnel being significantly more important than price.

Statement of Work
I. GENERAL INFORMATION
A. Introduction
The United States Geological Survey (USGS) Upper Midwest Environmental Sciences
Center (UMESC) is seeking services to conduct a study of six samples of bait incorporated with Chlamydomonas reinhardtii algae. Prepared baits are designed for
Grass Carp (GRC) management and will consist primarily of corn, rapeseed, and algae.
Multiple bait formulations will be extruded and pelletized, in adherence to required final product specifications of stability, in support of research conducted at UMESC on the genetic control of GRC through small interfering RNA (siRNA).
B. Background
Commercial fishers and resource managers have seen an increase in GRC captures primarily in the lower pools of the Upper Mississippi River. Given the unlikely possibility of eradication through removal using traditional fishing, combined with the need to minimize impacts to nontarget organisms, the use of genetic controls like RNAi to selectively reduce GRC populations is highly desirable. RNAi has the advantage of being species-specific and potentially more cost effective than traditional removal techniques. Production and delivery of siRNAs using a microalgae platform based on transgene expression in the Chlamydomonas reinhardtii chloroplast is one method being investigated.
A bait comprised primarily of rapeseed has been shown to be attractive and palatable to
GRC. The rapeseed bait has also been successfully used to orally deliver a lethal dose of a pesticide in controlled laboratory studies. The development of an siRNA delivery system for genetic control of aquatic invasive species will require both the ability to mass produce target double stranded RNA (dsRNA) as well as methods for bait inclusion that ensures efficacy. An initial stage of testing the microalgae-based siRNA delivery system involves quantifying the maximum algae inclusion rate in the rapeseed bait without altering its palatability for GRC. The goal of this work is to develop and produce, but not limited to, six bait formulations, with varying inclusion rates of dried microalgae, to evaluate GRC consumption in multiple feeding experiments.

Figure 1. Commercially produced rapeseed bait pellets (a) and Chlamydomonas reinhardtii (b).
D. Scope
The independent laboratory and/or producer shall develop and manufacture six test batches of pelleted bait (~1.6 mm diameter) using dried Chlamydomonas reinhardtii algae (provided by UMESC) and other raw ingredients (corn and rapeseed). Microalgae inclusion in the six test batches will include 0, 5, 10, 20, 40, and 80 % dry weight. Final products of the test batches provided to UMESC will be between 500-1,300 grams of each of the six formulation types.
II. WORK REQUIREMENTS
A. Technical Requirements
1. Only Two (2) kilograms of algae powder shall be provided by the government.
a. Awardee must utilize the provided quantity to produce six (6) total batches.
Below is a list of specific equipment and ingredients to produce the six test batches.
Ingredients (if source not specified, contractor must purchase material):
• Corn milled from whole grains
• Rapeseed milled from whole grains
• Freeze-dried Chlamydomonas reinhardtii algae (government will supply)
Equipment:
• Single screw extruder with ~1.6 mm diameter pellet cutting capability
The independent laboratory and/or producer will prepare six test batches of pelleted
GRC bait using freeze-dried Chlamydomonas reinhardtii microalgae at varying inclusion rates. Microalgae inclusion in the six test batches shall include 0, 5, 10, 20, 40, and 80 % dry weight. Remaining ingredients in each test batch shall include a
50:50 mixture of milled corn and rapeseeds. If necessary, additional methods or binders shall be assessed to ensure a stable product can be produced. Final products of the test batches provided to UMESC will be between 500-1,300 grams of each of the six formulation types. Final products shall be evaluated at UMESC to determine pellet integrity in water similar to commercially available sinking aquafeed produce for aquaculture use.
1. Criteria for acceptance of product or service
• Six test batches of bait produced at 1.3-1.8 mm pellets.
• Bait integrity is stable in water for at least 30 minutes.
• Batch record report provided by contractor that includes extruder settings, abiotic conditions during production, and measured ingredient inclusion rates
(weigh/weight).
B. Deliverables
C. Six test batches and corresponding batch records (i.e., full details of manufacturing process) of bait incorporated with Chlamydomonas reinhardtii microalgae. Delivery of first bait expected starting on 8/1/2025 followed by all remaining baits by 11/1/2025.
D. Optional items: Following production and testing of the initial six test batches, additional bait production may be requested using algae incorporated with genetic control tool. Optional batches may be necessary to evaluate integrity of siRNA during production and subsequent in-vivo feeding trials.
III. SUPPORTING INFORMATION
A. Place of Performance
TBD (independent laboratory)
B. Period of Performance (expressed as number of days, must include the time necessary to test, review, and/or install the deliverable).
Base time: Date of Award to December 31, 2025
Option time: January 1, 2026 to December 31, 2026
C. Government Furnished Property (GFP):
• Freeze-dried Chlamydomonas reinhardtii microalgae. Contractor must purchase all necessary ingredients, equipment, and materials needed to produce test batches other than microalgae provided by UMESC.
D. Special Considerations
1. All extra Chlamydomonas reinhardtii microalgae will be returned to UMESC upon the completion of the contract.
2. Data rights, Safety, Environment: All batch records, formulations, and final products are the intellectual property of USGS – UMESC.
