QUOTATION SUBMISSION:

SALIENT CHARACTERISTICS FOR BRAND NAME OF EQUAL: bbe PHYCOPROBE 3 and Workstation25

The following technical specifications are considered the minimum allowed for one (1) bbe Phycoprobe 3, Brand Name or Equal and one (1) Workstation25, Brand Name or Equal.

A. TECHNICAL REQUIREMENTS

The factory calibrated bbe PhycoProbe, Brand Name or Equal, and associated equipment to include the following Functional and Technical Specifications:

1. Capable of measuring chlorophyll A, green algae (μg chl-a/L) cyanobacteria (μg chl-a/L), diatoms (μg chl-a/L), phycobiliprotein (μg/L), pressure, and temperature at discreet depths down to 100 meters.

2. The manufacturer must be able to complete calibrations on at least biannual timeframe for all the different measurements taken by the instrument.

3. Measurement range of chlorophyll A from 0-200 μg/L.

4. Resolution of measurements: chlorophyll a 0.01 μg/L and phycocyanin 0.01 μg/L.

5. Included with probe, ability to clean the windows of the probe while submerged. The power to the cleaner must be autonomous and the cleaning interval can be set in the software. The battery powering the cleaner and brushes must be exchangeable.

6. Correction for interference from humic substances (yellow substances).

7. Usable water temperature range -2 to 40°C.

8. Usable turbidity range 0 – 200 formazin turbidity units.

9. At least two ways to interface with the probe (USB and RS485).

10. Weight of probe not to exceed 10 kg

11. The dimensions of the probe should be less than 600 mm in height with an outer diameter < 150 mm.

12. Operation time: continuous operation – 7 hours, if operated in intervals approx. 25 days.

13. Use of six LED for fluorescence excitation (370, 470, 525, 570, 590, and 610nm) to differentiate and quantify classes of algae.

14. Use of LED at 700 nm to determine turbidity. The data from this shall be used to correct for reflection and inner filtering effects.

15. Use of LED at 650 nm to quantitate phycocyanin

16. Use of LED at 680 nm to quantitate chlorophyll a.

17. Integrated sensor to measure depth.

18. Ability to operate as a workstation including flow thru readings as well as single cuvette.

The factory calibrated WorkStation25, Brand Name or Equal, and associated equipment to include the following Functional and Technical Specifications:

1. Workstation to hold a 25ml cuvette/sensor in position while probe operates horizontally.

2. Optically sealed cover.

3. Cuvette for 25ml capacity. Outer dimensions of cuvette: 70x30x30 mm

4. Stirrer unit.

B. GENERAL REQUIREMENTS

1. All tools, materials, and reagents required to perform maintenance, and that instrument is performing to OEM specifications or better shall be furnished by the contractor.

2. Shall provide unlimited parts, labor, and travel for all repairs due to equipment malfunctions during warranty period.

3. Repairs, replacement components and upgrades shall be in new condition with genuine Original

Equipment Manufacturer (OEM) parts and part numbers to be considered technically acceptable in accordance with OEM specifications.

4. When serviced, pre-Inspection and post-inspection reports shall be provided to USGS Technical Liaison during performance of maintenance by Contractor within 48 hours including a list of any parts exchanged with their part numbers. Reports should also include service engineer’s name and contact information, their supervisor’s contact information as well as any lifecycle information regarding projected unavailability of parts in addition to any data obtained for testing and documentation of methods used to obtain testing data.

5. Service engineers shall be factory certified engineers with at least 2 years’ experience servicing this instrument.

6. Shall provide priority technical support for inquiries.

7. Shall provide software updates and notification updates that are intended to improve performance for the existing software versions for all licensed versions for operation and data processing/interpretation software related to this instrument.

8. Shall provide support/repair service within 48-hours after a service call is established that cannot be resolved over the phone.

9. Shall provide OEM certified parts and materials for all repairs.

10. Shall repair or replace instruments if unrepairable within the first year.

11. All performance criteria shall be maintained at equivalent levels or better as when the instrument was initially installed.

12. Shall provide instruction on software used for all aspects of instrument operation, maintenance, data collection and data analysis.

13. If, within the first year, the instrument fails to meet OEM specifications covered under this agreement and cannot be restored to those specifications within 60 calendar days of the USGS’s initial service repair request, a loaner instrument—with equivalent or superior specifications that meets all OEM standards—shall be provided to the USGS at no additional cost until the original instrument is fully repaired.

14. Within the first year, if USGS’ instrument cannot be repaired to OEM specifications within 90 calendar days of initial service repair request by USGS, then the loaner instrument becomes USGS property and the unrepaired module or instrument that was formerly USGS property becomes the property of the service company in this agreement. USGS will consider this matter closed at this point if the instrument or effected modules maintains OEM specifications for at least a period 120 days.

15. All Department of Interior, USGS, and local USGS Central Plains Water Science Center on-site security and biosecurity protocols must be followed by visiting service personnel.

C. DELIVERABLES

a. Brand Name or Equal: PhycoProbe III, 10 pin version.

b. One (1) 40-meter underwater cable.

c. Cable Reel

d. Brand Name or Equal: Workstation 25 with stirrer and glass cuvette.

e. Water temperature sensor.

f. Flow thru unit.

g. Hydro-wiper field kit and manual.

h. All associated software to run the probe independently and data work up on free standing computer.

i. Training on use of instrument and associated software.

j. An initial one (1) year warranty plan that shall begin after instrument arrives and initial training/testing is complete.

k. Written communication within 48 hours about what actions were performed on Organic

Geochemistry Research Laboratory (OGRL) equipment.

D. QUALITY CONTROL PLAN (QCP)

The Contractor shall include a Quality Control Plan (QCP) and adhere to it while performing maintenance and repair service on the Phycoprobe III. The QCP shall, at a minimum, meet OEM standards and specifications and a copy in writing should be submitted as part of this Sources Sought Notice.

E. QUALITY ASSURANCE SURVEILLANCE PLAN (QASP)

The Government, through its USGS Technical Liaison, shall monitor the Contractor’s performance. The Government may monitor the Contractor’s performance of the deliverables of specific project requirements as deemed necessary to ensure acceptable progress and compliance standards are achieved.

The Contractor shall be responsible for Quality Control (QC) by adhering to the QCP specified above and include that information in response to this Sources Sought Notice as a means for the USGS to assess technical acceptability verification. The USGS quality assurance inspections shall not be a substitute for the contractor’s responsibility for QC. The USGS will be responsible for independent quality assurance, assuring that the performance standards, both quality standards and time standards, are met.

F. DELIVERY

Deliver will be FOB Destination to the following address:

G. PERIOD OF PERFORMANCE

Services shall be performed when USGS employees are on official duty. 8:00 a.m. to 5:00 p.m. CST, Monday – Friday, excluding holidays.

H. SPECIAL CONSIDERATIONS

1. Key personnel qualifications

a. Services must be performed by factory certified service engineers with at least 2 years’ experience in servicing the specific devices in OGRL’s possession.

2. Data Rights, Safety, Environment.

a. The contractor shall comply with all local USGS safety requirements and maintain a safe work environment at the OGRL while executing this contract.

3. Security/Privacy issues

a. The contractor shall comply with all local USGS security requirements.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

GS0231 TECHNICAL LIAISON – TECHNICAL DIRECTION (JUL 2018)

The performance required herein shall be subject to the technical direction of the Technical Liaison (TL) as identified below. As used herein, "technical direction" is defined as direction to the contractor that fills in details, suggests possible lines of approach, or otherwise supplements the scope of the work set forth herein and shall not constitute a new assignment, and does not supersede or modify any article or clause of this contract.

(b) The Technical Liaison is not authorized to perform, formally or informally, any of the following actions:

(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;

(2) Waive or agree to modification of the delivery schedule;

(3) Make any final decision on any contract matter subject to the Disputes Clause;

(4) Terminate, for any reason, the contractor's right to proceed;

(5) Obligate in any way, the payment of money by the Government. Only a warranted Contracting Officer is authorized to obligate funds on this or any other contract action.

(c) The contractor shall immediately notify the Contracting Officer in writing if the Technical Liaison has taken an action (or fails to take action) or issues direction (written or oral) that the contractor considers to exceed the above limitations.
