About this file

This is a Request for Quotation (RFQ) from the US Geological Survey (USGS) for neutron irradiation services to support 40Ar/39Ar geochronology research across multiple USGS labs. The solicitation seeks a contractor with a nuclear reactor capability to irradiate geological samples in the reactor core using a cadmium liner, with specific requirements including published neutron interference correction values. The contract includes a base period from 04/21/2025 to 04/20/2026 and four option years through 04/20/2030, with various irradiation time increments ranging from 4 to 100 hours.

The RFQ includes multiple line items for different irradiation durations, with quantities varying from 1 to 9 units per period. Vendors will be evaluated on past performance, technical performance, and technical approach, with overall technical merit weighted more heavily than price. Quotations are due by 2:30 p.m. Mountain Daylight Time on 04/16/2025, to be submitted electronically via email. The government will use a confidence rating system to assess vendor capabilities, with ratings of High, Some, or Low Confidence based on the vendor's understanding of requirements and proposed technical approach.

Statement of Work

I. GENERAL INFORMATION

A. Introduction (general description of services).

The USGS needs to have mineral and rock samples irradiated by neutrons in a nuclear reactor for 40Ar/39Ar geochronology (3 labs – in Denver, Moffett, and Reston).

B. Background (summarize past activity; history; mandates; how did we get to this point?;

address unresolved problems from the past).

The USGS conducts research on economic and regional geology for the Mineral Resources, National Cooperative Geologic Mapping, and Volcanic Hazards Programs. Understanding the timing of geologic processes and events as well as quantifying rates and timescales is key to geologic mapping, mineral and energy resource assessments, and natural hazard assessments. 40Ar/39Ar geochronology labs rely on the neutron irradiation of samples in nuclear reactors. Typically, the labs use the USGS Denver TRIGA reactor, but it has been out of operation for some time.

The USGS 40Ar/39Ar geochronology labs require an alternate TRIGA research nuclear reactor to irradiate samples.

C. Definitions/Applicable Documents (define terms that have a different meaning to different people, esp. technical ones; list publications, directives, commercial standards affecting the work). If definitions are not required for successful performance, skip C and replace with D.

Irradiate – expose samples to a neutrons created by a nuclear reactor Flux or fluence gradient – changes in neutron abundance across a space

D. Scope (state general purpose, objectives, magnitude).

Samples are sent to the contractor in a sealed quartz glass ampule. Samples are irradiated to convert 39K to 39Ar and thus allow for the measurement of 39Ar as a proxy for K. Samples are placed in the core of a nuclear reactor to minimize flux gradients. A cadmium liner is used to improve the energy spectrum of neutrons that irradiate the sample. After the requested irradiation time, samples are held until they are safe to ship and then are returned to the lab.

II. WORK REQUIREMENTS

A. Technical Requirements.

1. The contractor shall have demonstrated experience in irradiating samples for 40Ar/39Ar geochronology. They should have the capability to irradiate samples in a cadmium liner in the core of the reactor. The reactor must have published neutron interference correction values (publication should be available in the scientific literature) for (40Ar/39Ar)K, (38Ar/39Ar)K, (37Ar/39Ar)K, (36Ar/37Ar)Ca, (38Ar/37Ar)Ca, (39Ar/37Ar)Ca, and (36Ar/38Ar)Cl.

2. Criteria for acceptance of Product or Service (how will contractor's compliance be measured).

Compliance will be measured by measurements showing that 39Ar production is comparable to previous irradiations.

B. Deliverables.

1. Characteristics for work product described in II.A.1., identified by name and quantity.

2. Delivery dates for work/product to be completed and point of delivery.

The USGS will send multiple packages for irradiation in sealed quartz glass ampules, at times appropriate for laboratory efficiency. Irradiation will occur according to the reactor facility schedule. The contractor will return the samples in the sealed quartz glass ampule. Ampules will be clearly labelled upon return.

III. SUPPORTING INFORMATION

A. Place of Performance.

Contractor’s nuclear reactor site.

B. Period of Performance (expressed as number of days, must include the time necessary to test, review, and/or install the deliverable).

C. Government Furnished Property (GFP): N/A

D. Special Considerations.

1. Samples must be irradiated in the core of the reactor

2. Samples must be irradiated with a cadmium liner

4. Potential options:

a. OSU – fills all requirements

b. McClellan – have reached out about interference values but not heard back

c. McMaster – have reached out about interference values but not heard back

d. Texas A&M - have reached out about interference values but not heard back

IV. Performance Objective: Contract Quality Assurance? Quality Control Requirements

A. Contractor must provide documentation of irradiation with dates and times of irradiation and must meet the Government standards in accordance with the Performance Work Statement.
