Statement of work

The U.S. Geological Survey, National Wildlife Health Center (NWHC), 6006 Schroeder Rd, Madison, WI 53711, has a requirement to provide alarm monitoring services and security officer response for physical protection of the NWHC facility. The NWHC is a registered entity of the Federal Select Agent Program, meaning that the NWHC uses and stores biological agents and toxins that are classified as Tier 1 agents by the select agent regulations. These agents have the potential to pose a severe threat to public, animal or plant health or to animal or plant products. The Center for Disease Control and Prevention (CDC) Electronic Code of Federal Regulations (73.11 Security) for use and storage of select agents and toxins requires that the response time for security forces or local authorities will not exceed 15 minutes where the response time is measured from the time of an intrusion alarm, or report of a security incident, to the arrival of the responders at the first security barrier or; provide security barriers that are sufficient to delay unauthorized access until the response force arrives in order to safeguard the select agents and toxins from theft, intentional release, or unauthorized access.

The National Wildlife Health Center (NWHC) is a research facility of the U.S. Geological Survey (USGS), located in Madison, WI. Its mission is to serve the Nation and its natural resources by providing sound science, technical support, and dissemination of information to promote science-based decisions affecting wildlife and ecosystem health.

C.1.1 Background

The main campus of the NWHC is located on a 24-acre (10-hectare) tract on the southwest side of Madison, Wisconsin. The tract is surrounded by cyclone fencing with an electronic heavy metal access gate. The property and its original structure were purchased by the Department of the Interior (DOI) in 1978. The facility has been in continuous use as a government laboratory since that time. The campus has two laboratory buildings, the main building and the tight isolation building, one building for additional office space (Modular Office Building), a maintenance garage, storage shed, 5 repurposed shipping containers, two cooling towers, an external back-up generator, a solar panel array, a main concrete parking lot with approximately 120 stalls, and a gravel visitors parking lot with an additional 10 stalls. Roads consist of asphalt surface and gravel surface. The facility has an installed AMAG Symmetry electronic door access and alarm system. This system monitors building access (door, windows, and roof hatches) and is used to manage employee, contractor, and volunteer access via electronic door access cards. The current buglar alarm system and alarm monitoring uses a cellular communicator. See Appendix 1 for a list of zones for security and equipment that are monitored by the alarm system.

a) Main Building The Main Building (MB) has two levels, has a steel-frame construction, and contains 33,028 square feet. It was renovated for use between 1980 and 1981. The MB has biological containment areas as well as laboratories where select agents and toxins (SAT) are stored and used. The MB has 4 biosafety level 3 (BSL-3) laboratories, a BSL-3 necropsy suite, a BSL-2 media prep area, and offices for approximately 70 federal or contract employees.

b) Tight Isolation Building The Tight Isolation Building (TIB) is one story, has a concrete frame, and contains 28,788 square feet. It was completed in 1986 and opened for use in 1989. The TIB is surrounded by an interior cyclone fence.

The TIB has biological containment areas as well as laboratories where select agents and toxins (SAT) are stored and used. The TIB has 5 BSL-3 laboratories, 26 BSL-3 animal experimentation rooms, a warehouse, and offices for approximately 10 federal or contract employees.

c) Modular Office Building The modular office building (MOB) is a double wide trailer that was delivered and set up in May 2001 to provide additional office space for NWHC staff and purchased in 2007. The MOB has office space for an additional 20 federal or contract employees.

d) Maintenance Garage

The maintenance garage was completed in 1983 and contains 1,964 square feet. The garage is primarily used for storage of maintenance equipment, field gear used by NWHC scientists, and other items.

e) Other Structures The small storage shed contains 192 square feet and is primarily used for storage of maintenance equipment and field gear used by NWHC scientists. The original two storage containers are shipping containers which were placed behind the TIB in the fall of 2011 for additional storage of records and field gear. An additional three storage containers were placed behind the TIB in the fall of 2016 for storage of equipment from the Animal Isolation Wing (AIW) of the TIB during renovation.

f) Estimated acres of assemblies to describe the rest of the campus:

Total of 0.88 acres of asphalt roads Total of 0.22 acres of gravel road Total of 0.92 acres of parking lots Approximately 19 maintained acres Fence Line – 5,081 linear feet Total of 1.02 acres of sidewalks

C.4.2 Temporary Additional Services

Temporary additional services are those services required to be performed over and above the routine services, such as providing additional monitoring or on-site staff for events at NWHC or to augment existing staff during periods of heightened security. Temporary additional services will be ordered via separate task order. NWHC will normally provide a minimum of 24 hours notice of increased staffing; however, less notice may be provided depending on the circumstances involved. All personnel provided under temporary additional services shall meet the contract requirements. These additional services are intended to be used to satisfy the Government’s short-term non-recurring needs for service.
