About this file

This is a Request for Quotation (RFQ) issued by the USGS Office of Acquisitions and Grants seeking berthing space with shore power for the USGS Research Vessel "Muskie" to support operations on Lake Erie. The requirement is set aside for small businesses and includes a base year (March 1, 2025 - February 28, 2026) and two one-year options extending through February 29, 2028, with a potential 6-month extension under FAR 52.217-8.

The contractor must provide berthing at a Lake Erie port between Port Clinton and Fairport Harbor, Ohio, with minimum 4-foot under-keel clearance, 240V single-phase 100-amp shore power, 24/7 access, security watch services (1600-0800 Monday-Friday and 24 hours on weekends/holidays), and parking for staff/crew. Proposals are due by 5:00 PM ET on February 10, 2025, with questions due by February 5, 2025. Award will be made based on three evaluation factors: Technical Approach, Past Performance (both equally weighted and more important than price combined), and Price. Technical proposals are limited to 2 pages and must be submitted separately from pricing. The vessel is a 71-foot aluminum monohull research vessel built in 2011 with a 5-foot draft and 72.35 long ton displacement.
