I. GENERAL INFORMATION

A. Introduction (general description of services) The Upper Midwest Environmental Sciences Center (UMESC) Hydroacoustics and 3D Mapping group often conducts hydrographic surveys in shallow water, which can be limiting. The UMESC currently owns a Norbit iWBMSc (compact integrated Wide-Band Multibeam System), SonTek M9 and S5 acoustic Doppler current profilers (ADCP), and Velodyne VLP16 Lidar puck. To remain at the forefront of innovation and continue research into these shallow waters that are limited by motorized watercraft, UMESC requires an uncrewed surface vessel (USV), providing a solution to these limiting hydrographic surveys. The Maritime Robotics Otter, an USV, can be customized to accept UMESC’s current sensors, thus not requiring the acquisition of other payloads. The purchase of this Otter is needed to streamline hydrographic surveying in shallow waters that are un-navigable by motorized watercraft. The Otter USV would allow UMESC to use their existing sensors to capture multibeam (depth and backscatter), ADCP, and lidar to support multiple ongoing research projects in the present and the future.

The Otter can be easily equipped with various payloads for precise and effective data acquisition. Offering functionalities of both remote control and autonomous navigation, the Otter's Vehicle Control System (VCS) ensures easy access to various survey sites. Additionally, the VCS provides live survey data visualization, integrating sensor data into a single, user-friendly interface. The modular and compact design ensures convenient transportation and deployment of the Otter USV, offering easy access to various survey sites. Its innovative plug-and-play system for payload integration streamlines the process of mounting and dismounting sonars and other equipment, further enhancing the vessel's mobility and versatility in field operations. The Otter features an efficient propulsion system, consisting of two electric thrusters powered by four battery packs. This configuration enables the vessel to operate entirely in electric power for up to 20 hours, depending on conditions and payload. As a fully electric, zero-emission USV, the Otter completely mitigates CO2 emissions, setting it apart from traditional crewed survey vessels.

B. Scope. The purpose of this acquisition is to obtain the Otter, a USV that will work with all of UMESC’s Hydroacoustic and 3D Mapping Team’s existing sensors, to expand their hydrographic and topographic capabilities into limiting shallow waters.

II. TECHNICAL REQUIREMENTS

A. The vendor must provide an Otter uncrewed surface vessel (USV) that is modular and compact in design, to ensure convenience of transport and deployment. It must be plug-and-play to streamline payload integration for mounting and dismounting sonars and other equipment. The USV must feature a fully electric propulsion system, zero-emission USV, mitigating CO2 emissions by using a battery pack to power electric thrusters. The USV must offer functionalities of both remote control and autonomous navigation by providing live survey data visualization, integrating sensor data into a single, user-friendly interphase. The USV must be equipped to integrate the following sensors:

Norbit iWMBSc SonTek M9 Velodyne VLP16

B. Criteria for acceptance of Product or Service: The USV must have 20 hours of endurance, be able to operate at 6 knots (pending payload and environmental conditions), and have a payload capacity of 30kg. Additionally, the USV must be able to communicate via a 5GHz MIMO radio supporting Wifi (and 4G), have a situational awareness and collision avoidance functionality through a SeaSight package (lidar and camera interface).

C. Deliverables
