Cold Water Aquaculture Tank and Rack System

1.0 Introduction and Background

Introduction: The United States Geological Survey (USGS), Great Lakes Science Center’s, Tunison Laboratory of

Aquatic Science in Cortland NY needs a recirculating cold-water aquaculture tank and rack system to conduct indoor fish-based research. The required system needs to be capable of consistently cooling water as low as 2°C, filter solid fish waste, and provide a minimum of 10 round insulated tanks.

Background: The USGS Tunison Laboratory of Aquatic Science is conducting research on freshwater cold water fish species that require water temperatures ranging from 2°C to 6°C. The current water supply at the Tunison lab is derived from well water at a year-round consistent 9.2°C. To conduct experiments on cold water species of fish, the Tunison lab requires water to be chilled from 9.2°C to as low as 2°C on a recirculating system. The tank system will be located indoors in 70°C air temperatures, requiring all tanks to be insulated to prevent cold loss from the chilled water. Experimentation at the Tunison lab requires replication of experimental treatments, thus a minimum of 10 aquaculture tanks are needed to be chilled. Additionally, live fish produce waste and pose a disease risk, therefore the USGS requires a tank system that incorporates biofiltration and Ultraviolet (UV) light sterilization.

The tank system will need to be built into a self-contained rack that houses the filtration, water pumps, air pumps, chiller, water lines, and tanks and fits under an 8-foot ceiling.

2.0 Scope

A recirculating aquaculture tank and rack system will be designed, constructed, and shipped to the Tunison Lab in

Cortland NY. The recirculating tank system will contain a minimum of 10 round, fiberglass tanks that are insulated. The tank system will have a water-cooled chiller capable of chilling water to a consistent 2°C, a UV, solid waste, and bio filter. The tank system will be housed on a rack making the entire system self-contained. The complete system will be tested before shipment. The assembled system will be shipped to the Tunison Lab in

Cortland NY.

3.0 Applicable Documents

4.0 Technical Requirements

For Tank Rack:

• Tank rack must be made from stainless steel.

• Tank rack must be able to hold a minimum of ten 20” x 18” round fiberglass tanks.

• The complete tank and rack system must not exceed 6.5 feet in height.

For Tanks:

• There must be a minimum of 10 round tanks, each tank must be 20” x 18” and made of fiberglass with at least 1” of insulation for tank walls and lid.

• The tank system must include a foam fractionator, a circulation pump, and a linear air pump.

• Each water line supplying water to an individual tank must have a shutoff valve.

For Water Chiller:

• The water chiller must be capable of chilling freshwater to 2°C.

• The water chiller must be powered by electric, and water cooled (not air cooled).

• The water chiller must be located directly next to the tank rack.

For Filtration system:

• There must be filtration on the tank system including UV filtration, bio filtration, and solid waste filtration.

5.0 Deliverables

Major tasks include:

• Design and construction of a recirculating cold-water tank system capable of chilling to 2°C, filtering, and providing water to 10 round tanks.

• Design and construction of a stainless steel rack to house the tank system.

• Assemble rack and tank system with water cooler and test the system to ensure it runs properly.

• Ship completely assembled system to: Tunison Laboratory of Aquatic Science in Cortland NY (3075

Gracie Road, Cortland, NY 13045) without damage to system.

• Any damage to system during transport will be addressed and fixed by builder.

Sustainable products and services means products and services that are subject to and meet the following applicable statutory mandates and directives for purchasing:

(1) Statutory purchasing programs.

(i) Products containing recovered material designated by the U.S. Environmental Protection Agency

(EPA) under the Comprehensive Procurement Guidelines ( 42 U.S.C. 6962) ( 40 CFR part 247) ( https://www.epa.gov/ smm/comprehensive-procurement-guideline-cpg-program#products).

(ii) Energy- and water-efficient products that are ENERGY STAR® certified or Federal Energy

Management Program (FEMP)-designated products ( 42 U.S.C. 8259b) ( 10 CFR part 436, subpart C)

(1) The sustainable products and services, including the purchasing program and type of product or service, that are applicable to this contract, and any products or services that are not subject to this clause, will be set forth in the statement of work or elsewhere in the contract.

(2) The Contractor shall ensure that the sustainable products and services required by this contract are—

(i) Delivered to the Government;

Government-owned facilities to the same extent that, at the time of award, an agency would be required to comply if an agency operated or supported the facility.

(3) (i) Except as provided in paragraph (b)(3)(ii) of this clause, sustainable products and services must meet the applicable standards, specifications, or other program requirements at time of quote or offer submission; and

(ii) Sustainable products and services must meet the EPA Recommendations of Specifications, Standards, and Ecolabels in effect as of October 2023.

(c) Resource. The Green Procurement Compilation (GPC) available at https://sftool.gov/ greenprocurement provides a comprehensive list of sustainable products and services and sustainable acquisition guidance. The Contractor should review the GPC when determining which purchasing programs apply to a specific product or service.

GS1131 DEOBLIGATION OF UNEXPENDED FUNDS (MAY 2013)

The contractor shall submit all invoices under the award no later than 90 calendar days after the period of performance has expired, unless a request for extension has been submitted to the Contracting Officer. After 120 days has passed since the expiration of the performance period, the government reserves the right to issue a unilateral modification de-obligating any unexpended funds, and to initiate closeout procedures.

GS1396 Release of Information (JUL 2001)

(a) Disclosure of information gained as a result of work performed under this contract shall be accomplished according to U.S. Geological Survey procedures or through USGS channels. As used in this clause, the term "information" includes raw data, data derivative there from, and analysis or interpretations thereof, regardless of form. The term includes data developed or acquired by the contractor during performance of this contract, including analysis of samples provided by the Government and samples or recordings made by the contractor during contract performance.

(b) The contractor hereby agrees not to disclose such information to the public or to unauthorized parties without the prior written approval of the Contracting Officer. This restriction does not apply to releases of information to subcontractors (including consultants) as necessary for successful performance of the contract, provided (1) such information is of no commercial value to the subcontractor, and (2) the subcontractor agrees to be bound by the restrictions in this clause.
