COMBINED SYNOPSIS/SOLICITATION

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This combined synopsis/solicitation issued as a request for quotation (RFQ). Written quotations shall reference, RFQ 140G0224Q0170. This combined synopsis/solicitation will utilize the policies contained in the Federal Acquisition Regulation (FAR) Part 12 in conjunction with the policies and procedure for solicitation evaluation and award prescribed in FAR Part 13.5, Simplified Acquisition Procedures, as appropriate for this acquisition.

A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05, May 22, 2024.

This solicitation will be solicited as a total small business set-aside. The associated NAICS Code is 334516; Analytical Laboratory Instruments Manufacture. The small business size standard is 1000 employees. The Government contemplates firm-fixed price purchase order resulting from this combined solicitation/synopsis, utilizing an OF347.

Statement of Need The USGS, Organic Geochemistry Research Laboratory (OGRL) has a need for a glove box that can maintain an inert environment (under nitrogen gas) when samples/standards of cyanobacteria or algal pigments are present, have sufficient room within the glove box for sample manipulation (including analytical balance), and at least two (2) internal 120V electrical outlets.

Background The OGRL is a $2,800,000/year program and this instrument supports work focused on evaluating the potentially harmful effects of a wide variety of natural harmful algal bloom (HABs) toxins that are present in our Nation’s water resources to protect public health in support of the USGS Environmental Health Mission Area Toxic Substances Hydrology Program priorities. Part of this research involves ground to space validation of remote sensing applications which monitor harmful algal blooms in major US waterways to provide a better understanding of the dynamics of harmful algal blooms and assist decision making of water managers. Algal pigments which include carotenoids, chlorophylls, and phycobiliproteins are a subset of chemicals that are identified and quantified for this purpose. These chemicals are degraded by exposure to oxygen and light. Working with these chemicals and samples containing these chemicals in an inert atmosphere under reduced light would increase the accuracy and precision of results.

Salient Characteristics: Brand Name or Equal o Labconco XPert Weight Box o The Glove Box shall meet or exceed the salient characteristics.

• Have a valve which allows house nitrogen gas to be introduced into the glove box and controls the flow. All gas equipment must be provided by vendor.

• The glove box should have a chemical resistant work surface.

• Glove box shall be of one-piece molded, medium-density polyethylene with dry powder epoxy-coated steel superstructure.

• The glove box should have a 0.25-inch clear safety glass window which can be removed and resealed to load larger equipment into the glove box.

• Inner and outer transfer chamber doors shall be 18 mm thick clear acrylic, and equipped with quick latches shall be counterbalanced and pivot upward to allow for introduction of chemicals into the glove box.

• Inlet and outlet HEPA filters shall be 99.99% efficient on particles 0.3 micron. The HEPA filters shall have a test port for challenging HEPA filter integrity. Integral blower shall be capable of airflow from 13 to 100 CFM and noise pressure from 44 to 71 db.

• Humidity removal kit to remove any residual water in house nitrogen lines.

• Overall exterior dimensions are 52.7" w x 31.6" d x 40.0".

• Interior dimensions of the main chamber are 33.5" w x 27.5" d maximum x 25.0" high, (85 x 70 x

64 cm).

• Glove box must include at least two (2) internal 120V electrical outlets.

• Interior dimensions of the transfer chamber are 11.0" nominal ID x 12.0" long.

• Glove boxes shall feature anti-static ionizer fan, mounted on the interior ceiling, to circulate ionized air inside the box to reduce static charge.

• Gloves that fit onto glove box shall be 0.15" thick, 30" long, size 9 ¾.

• Glove boxes shall feature balance vibration isolator consisting of a 13.4" w x 20.4" d x 2.7" thick marble slab with isolator pads and type 304 stainless steel cover.

• The selected glove box shall meet or exceed the following: 0.05 ppm average tracer gas levels or less detected during perimeter scan testing (surpasses ASHRAE 110 standards), airborne particulate cleanliness measured under positive and negative pressures per ISO 14644-1 test method that exceeds ISO Class 5 conditions and achieves ISO Class 3 conditions at both minimum and maximum operational airflow volumes, vibration less than 1.5 x 10(-5) inches displacement measured at the work surface at both minimum and maximum airflow volumes, and leaks no greater than 1 x 10-3 ml/sec when factory leak tested with a mass spectrometer while pressurized with helium at 1 inch of water gauge.

• Glove box must come with a height adjustable mobile base.

• Manufacturer's warranty against defects in material or workmanship on its glove boxes shall be for

1 year from date of installation or 2 years from date of purchase, whichever is sooner, shall include replacement of parts (except lamps) and labor.

GS0725 Demonstration of Satisfactory Operations (May 2022) The demonstration of satisfactory operation of the equipment shall include the actual operation of all elements of the equipment in order to establish that the equipment is one complete operating unit. The contractor shall demonstrate to the Contracting Officer or an authorized representative that the equipment will meet all the operating specifications of the contract. GS1131 Unilateral Deobligation of Unexpended Funds (May 2013) The contractor shall submit all invoices under the award no later than 90 calendar days after the period of performance has expired, unless a request for extension has been submitted to the Contracting Officer.

After 120 days has passed since the expiration of the performance period, the government reserves the right to issue a unilateral modification deobligating any unexpended funds, and to initiate closeout procedures.

DOI Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (Feb 2021) Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).

"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4Contract Terms and Conditions - Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:

A copy of the Contractor’s internally generated itemized invoice.

• Invoice shall be itemized to include identifying information agreed upon at time of award.

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email IPP CustomerSupport@fiscal.treasury.gov or phone (866) 973-3131.

If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
