SALIENT CHARACTERISTICS
Replacement Outboard Engines for ‘R/V Stonecat’ Small Vessel (<26’) Work Boat.
The USGS – Great Lakes Science Center (GLSC) is requesting replacement of two (2) outboard marine motors, throttle/control systems and gauging currently on their small vessel, the R/V Stonecat (‘Twin-Vee’, 25’ 6” fiberglass power catamaran). The marine outboards currently on the vessel are (2) Suzuki Marine DF115ATX (25” shaft) engines originally purchased in 2002, and have experienced increased service, maintenance, and repair costs due to their age. Normal replacement schedule developed by the GLSC for engines of these type is typically between 10-15 years, depending on use. These engines have outlived their service by almost a decade. Replacement of these engines is necessary to avoid potential failure of the engines in the field and maintain safe operating conditions aboard the vessel for the next decade.
It is the intent of these salient characteristics to describe the required specifications for replacement of a dual (2) outboard motors and control systems with current models that meet or exceed current safety and environmental standards but maintain compatibility and similarity to the performance and design of the current configuration, so that minimal alterations to the current engine mounting, throttling/rigging, and gauge configurations would be required.
Suzuki Marine motors are preferred for the similarity to existing engine/control/gauging, and for consistency with operation and maintenance/repair with other small boats/engines in use at the GLSC (currently 8, >26’, small research vessels). However, the GLSC will consider other manufacturers that conform (equivalent or superior) to specifications listed below (and in the attached manufacturer catalogues), AND that can demonstrate local (≤ 50 mi from the GLSC in Ann Arbor MI) mechanic / repair service facilities that are manufacturer certified.
Bids from local certified installer/repair facilities are preferred to limit the disruption and liability of excessive trailer transport to facilitate this acquisition. Any bidder will be required to identify if they are a manufacturer certified installer/ maintenance facility for the equipment being provide, or just a dealer of the equipment.
If the bidder is a dealer or beyond the 100 mi range of the GLSC, they will also be required to provide the references of three (3) manufacturer certified installation/maintenance facilities that are within 50 mi of the GLSC. This is required to prove that there is LOCAL qualified manufacturer support and maintenance of the motor systems not just for installation, but for annual maintenance as well.
Items requested for quotation:
1.) Required – Outboard marine engines, 2 total (please quote for 1 engine Standard rotation and 1 engine Counter rotation if available with model selected). Please see attached “Suzuki Marine Product Info” guide for engine specifications related to the 115 HP outboard engines requested.
Any non-Suzuki engine manufacturer submitted must be equivalent or superior to the specifications listed in the guide.
a. 1 ea., 115 HP, 4-stroke, electronic fuel injection, DOHC 16-valve engine – standard rotation
b. 1 ea., 115 HP, 4-stroke, electronic fuel injection, DOHC 16-valve engine – COUNTER rotation
c. For both engines the following minimum specifications apply:
i. Electronic start
ii. Multi-port electronic fuel injection
iii. Alternator output (min): 20 amp (40 amp at running speeds)
iv. Shaft length: 25”
v. Power trim/tilt system
vi. Stainless Steel propeller (appropriate pitch to be determined, but 19° currently used)
vii. Maximum weight: 435 lbs. / engine
viii. Electronic “Precision” Control system (“Fly by Wire”) compatible
2.) Required – Compatible (Single station) Electronic “Fly By Wire” dual engine throttle/control system (See attached Suzuki Marine PA Catalogue, pg. 5, for specific details) equivalent to a Suzuki2.0 precision control system which includes (but not limited to) the following:
i. Dual Binnacle throttle mount
ii. Engine control panel
iii. Main switch panel (keyed. Prefer single key to power both engines, please note key configuration on quote)
iv. Emergency cutoff switch panel
v. Wiring harness (length to be determined, but min 25 ft)
vi. Remote control module
vii. Any required NMEA 2000 network and/or wiring to complete the control system configuration.
3.) Required – Electronic, digital engine gauging (2 ea., one for each engine) equivalent to the
Suzuki ‘Multi-function Gauge – SMG4’ that is compatible with the engines and control package, and includes the following (See attached Suzuki Marine PA Catalogue, pg. 14, for specific details):
i. Analog and digital tachometer
ii. Engine trim/tilt
iii. Engine battery indicator
iv. Engine Temp indicator
v. Engine sensor warning indicators
vi. Fuel sensor compatible
vii. NMEA 2000 compatible
If bidder is a certified installer, the following apply:
4.) Required – Cost estimate for the removal of old engines/control system and (standard) installation of new engines and controls.
a. Installation of new engine system must be conducted by an authorized installer of the manufacturer of the engine system provided (e.g., Suzuki or other manufacturer).
b. Proof of certification of installer must be provided prior to award.
c. Please add cost estimate for removal / installation as a separate line(s) after equipment and shipping cost totals.
5.) Required – Installation MUST be performed within a 100-mile radius of the Great Lakes Science
Center (1451 Green Rd., Ann Arbor, MI). Please note on the bid if the bidder will also act as the installer, or a dealer only. If installer is > 50 miles from the GLSC, a list of 3 (min) certified mechanic shops that are within 50 miles of the GLSC will be required for ongoing, routine maintenance options must be added to the bid.
If Bidder is a dealer only and not bidding on the installation portion, the following apply:
• Required - Engines, control systems, gauges, and all required items (to a local installer) will be included in the quote and complete packages must be drop-shipped to a Certified marine installer/mechanic within 50 miles of the GLSC.
• Required – Any shipping costs to drop ship to a local installer must be included in the bid.
• Required - The bidder will provide a list of 3 (minimum) manufacturer certified installer/mechanic shops within 50 miles of the GLSC, which will be assessed by the GLSC to determine qualification to conduct the installation and maintenance. Decision of the installer/mechanic shop used will be at the discretion of the GLSC, and if acceptable, the chosen installer/mechanic shop will be provided to the bidder at the time of the award and prior to shipment.
Miscellaneous items:
• The GLSC will work directly with the installer in the event that unknown issues arise at the time of removal of the old equipment and/or installation of the new equipment on the small vessel. Old engines will remain the property of the GLSC for disposition according to US Government property protocols.
