PERFORMANCE WORK STATEMENT

Background

The U.S. Geological Survey (USGS) maintains geomagnetic observatories throughout the United States and its territories. The USGS developed the Honolulu Magnetic Observatory site for its current use in 1961. Most of the original buildings remain substantially intact. The observatory, along with a network of others in the United States, is tasked with the critically important mission of continually monitoring the Earth’s magnetic field and recording valuable data used both domestically and internationally.

Generally, these observatories consist of multiple operations buildings and one or more houses. The facilities house the instrumentation and equipment necessary to function within the required mission parameters. Therefore, the security and maintenance of these facilities are paramount to the mission.

The USGS Honolulu Magnetic Observatory (HON) occupies approximately 94 acres of Federally-owned land at the Ewa Beach, Hawaii site (Figure 1). The physical size of the site is required to fulfill the scientific requirements of the USGS magnetic observatory.

A large portion of the site is undeveloped, serving as a magnetic interference-free exclusion zone. Most of the undeveloped area is covered by Kiawe (mesquite bush) jungle. The southern portion of the USGS property is mostly the same except for certain areas surrounding the buildings, which are lawns with mature landscaping. The western and northern sides of the property border residential housing and city streets, respectively. The eastern and southern boundaries border 81 acres of Department of Hawaiian Home Lands (DHHL) property.

Improved security at the USGS Honolulu Magnetic Observatory is required. There have been ongoing issues with trespassing at the site -- individuals building gardens on the property, people wandering on the property assuming abandonment, and individuals looking for a possible place to sleep or camp. These types of issues can create problems with collecting the vital observatory data. Any metals (ferrous or magnetic materials) carried onto the site by said persons and introduced into the non-ferrous magnetic exclusion zone (Figure 2) can disturb vital data and possibly compromise the USGS’ science that supports national security. Therefore, it is imperative that site security is improved to mitigate current concerns and prevent future issues.

Scope

The scope of this contract shall be to establish ongoing security at the 94-acre USGS Honolulu Magnetic Observatory, Ewa Beach, Hawaii.

Site Location

The USGS operates the Honolulu magnetic observatory at Ewa Beach, Hawaii.

Observatory Address:

Honolulu Magnetic Observatory 91-270 Fort Weaver Rd Ewa Beach, Hawaii 96706

The successful contractor must understand that the location of this project will be at a magnetic collection observatory and that the observatory is to remain operational throughout the life of this contract. In areas where work is required, and the USGS must maintain data collection activities, work shall be conducted without disruption to the USGS’ data collection process as much as possible and in close coordination with the USGS Facility Manager.

Tasks

Task 1: Conduct Weekly Security Patrols.

Perform patrols on foot of the Ewa Beach complex's perimeter security fence line and designated facilities and provide emergency and weekly security reports. Vendor is responsible for providing all supplies, equipment, and resources necessary to complete the security patrols.

Contractor Shall:

Perform Weekly Exterior Facilities Patrols of the USGS property.

a. Patrol the exterior of the complex's facilities/buildings a minimum of five times per week. Patrol occurrences shall be performed randomly from one event to the next. In other words, patrols shall occur at different times from one day to the next. This process creates randomness and reduces the possibility of trespassers planning for the patrols. Estimated time to complete on foot is 30 minutes.

Patrol all seven buildings of the Ewa Beach observatory (Figure 3). All seven buildings shall be patrolled regularly except for the Magnetic Variations building. The Magnetic Variations building shall be patrolled once per week on random days, email FM 48-hours in advance. Be on the lookout for trespassers, evidence of trespassers, breaches in facility openings (i.e., windows and doors), open/unsecured doors, and vandalism (active and inactive).

Vandalism: An action involving deliberate destruction of or damage to public or private property.

1. The Patroller shall not patrol within 100 feet of the Magnetic Variations building during the typical patrol day -- unless prior permission (emails sent 48-hours in advance) has been obtained via email or if escorted by an authorized USGS person.

2. Times in and out of the 100-foot zone for any reason shall be recorded in the weekly report.

b. Patrol the south, west, and northwest perimeter fence lines (estimated distance 1 mile one-way) a minimum of five times per each seven-day week. Patrol occurrences shall happen at random timeframes from one event to the next. In other words, they shall not be performed at the same time from one day to the next. Randomness reduces the possibility of trespassers planning for patrols. Estimated time to complete on foot is two hours.

1. Patrollers shall be looking for any trespassers, evidence of trespassers, breaches in fence line, open/unsecured gates, substantial debris, and unauthorized gardens on government property.

Note: The Patroller is only to report findings, do not attempt to approach, confront, or apprehend suspicious person(s). If an emergency such as active vandalism occurs, see Bullet (A) Security Patrol: Emergency Event Notification/Reporting below. It is Federal regulation that no firearms or any items listed in Attachment A shall be allowed on federal property.

A. Security Patrol – Security Incidents or Emergency Event

Notification/Reporting: Within four (4) hours of identifying an incident or emergency event, notify the USGS' Facility Manager (FM) or Site Representative (SR) by phone and email. If the patroller cannot accomplish FM or SR contact, the Patroller shall contact the USGS Contracting Officer (CO), who shall continue to try to contact the FM. In cases of emergencies or incidents where immediate police, fire, or ambulance service is required, contact the appropriate service immediately, along with notifying the USGS Points of Contact. Document all emergency information clearly and provide copies of documentation to FM and CO.

Task 2: Provide Weekly Security Patrol Reports.

The contractor shall submit weekly reports to the FM and SR by the close of the last business day of each work week. The report shall state the entire week's security patrol activities. The report can be created in a format that fits the contractor’s needs; however, the emailed report format shall be in Word, Excel, or PDF format.

Reports shall include:

• Date and times of perimeter and site patrols.

• Any security concerns (for example, trespassers, ladders along the west fence line, etc.) and possible solutions or corrective actions.

• Any security-related maintenance issues with the property fence, gate, or site structures.

• Submitted dates and times when security checks are completed at the Magnetic Variations building.

• Names, dates, and times of access to the site by approved visitors.

• Any relevant attachments allowing for report clarity (for example, pictures, police reports, etc.). Reports can be attached to emails as word, excel, or pdf documents.

Other Requirements

This project will be conducted at a magnetic observatory that collects continuous data of the Earth’s magnetic field. The contractor shall not work or store equipment or materials within a 600-foot radius of the two magnetic operations buildings on-site unless approved by the USGS Facility Manager. Any permanently installed materials within a 600-foot exclusion radius (Fig. 2) of the magnetic operations buildings shall be aluminum only (no ferrous material) and be subject to inspection and approval by the USGS before installation. (Note: The Magnetic Variations and Absolutes buildings are the two magnetic buildings. Reference Figure 3.)

The contractor shall (a) commence work under this contract once given the notice to proceed (NTP) by the Contracting Officer, (b) prosecute the work diligently, and (c) complete the work weekly.

These security services shall be done on Federal land. Because of this, there shall be no smoking permitted. Any smoking-related damages and costs shall become the sole responsibility of the primary contractor and shall not transfer or add any costs to the Federal Government.

Hours of Operation

All on-site physical patrols shall be coordinated with the SR or FM. All patrols shall be performed weekly during daylight hours. The contractor shall not work on legal holidays or during dark hours unless otherwise authorized by the CO. Requests shall be in written email form.

Organization at the Site

1. The contractor shall take all necessary precautions to prevent fires or damage to the property of the government or others during the performance of this contract.

2. If provided a work area, the contractor shall thoroughly clean their work area at the end of each workday. All service-related debris and rubbish shall be removed from the site daily and disposed of appropriately according to local, state, and federal guidelines.

3. The contractor shall provide a lead supervisor to be on the worksite at all hours during the security process.

4. The contractor shall be responsible for the supervision and control of the employees that may be assigned to render services under the contract. Fully qualified work personnel shall be available for work at the project’s beginning and present throughout the period of performance.

5. Site gate access codes shall be provided to designated lead personnel for contractor access to the site.

6. Anyone not directly related to the project’s scope or having USGS authorization shall not have access to the site. Any unusual activity or persons shall be brought to the attention of the FM or SR.

7. Limited parking space is available on site. The USGS FM shall designate a parking area (or areas) for the contractor to park vehicles. Vehicles shall be limited to only those vehicles marked for contractor operations and supervisor use. Personal vehicles are not allowed if they are not adequately marked. If illegal vehicles are present, removal of those vehicles shall be done at the owner’s expense.

8. Egress and ingress routes shall remain clear to allow for emergency vehicle response.

9. The USGS FM or SR shall designate areas where contractors can store their materials and equipment. As required for the contractor’s performance, storage and security of materials and equipment is the responsibility of the contractor.

10. The contractor shall be responsible for making all arrangements for receiving materials and supplies at the job site. Government personnel are not permitted to receive or sign for items delivered to the site.

11. Upon completion of the contract, the contractor shall remove all equipment and excess materials and restore the site to its original condition as approved by the FM. No additional cost to the government shall be incurred with site restoration.

Initial Kick-Off Meeting

There shall be a contract meeting between the USGS FM, CO, SR, and awarded contractor to discuss timelines, questions, and concerns regarding the task order. Before the Notice to Proceed is given, the contract meeting shall be conducted at a time determined by the parties involved. Additional meetings shall be held (in-person or virtually) and scheduled as deemed necessary by the contractor or USGS officials.

Specifications

In any case of discrepancy in the specifications, the matter shall be immediately submitted to the CO, without whose decision said discrepancy shall not be adjusted by the Contractor, save only at his own risk and expense. Any changes affecting the scope of the work shall originate from and be approved by the CO in writing.

All negligence resulting in damage to property or persons performed by the contractor shall remain solely the responsibility of the said contractor. Due to such negligence, no related expenses shall transfer to the government (including litigation expenses).

Conditions Affecting the Work

It shall be the responsibility of the contractor to inspect the site, determine the quality of services involved, compare the scope with the work to be done, and inform themselves as to all conditions (for example, vegetation, environmental, and surface conditions). Failure to do so shall in no way relieve the successful contractor from the necessity of furnishing services or performing any work that may be required to carry out the contract in accordance with the true intent and meaning of the specifications.

Notice to the Government of Delays

In the event that the primary contractor encounters difficulty in meeting performance requirements or anticipates difficulty in complying with the contract delivery schedule or date, or whenever the project contractor has knowledge that any actual or potential situation is delaying or threatens to delay the timely performance of this contract, the project contractor shall immediately notify the FM and CO, in writing, giving pertinent details. These data shall be informational only in character. Notice under this provision shall not be construed as a waiver by the Government of any delivery schedule or date or any rights or remedies provided by law or under this contract.

Licenses-Permits

The contractor shall, without additional expense to the Government, be responsible for obtaining any necessary liability insurance, licenses or permits, and for complying with any Federal, State, and Municipal laws, codes, and regulations in connection with the execution of the work. The prime contractor and all respective sub-contractors shall be appropriately licensed for their respective business activity by the State of Hawaii, and evidence of such licensure shall be submitted during the initial award stage. Primary contractors shall provide Standard Form 1413-13e, for all sub-contractors, to the USGS CO during the award phase of the task order.

Indemnity

The contractor shall confine all work on Government premises to areas authorized or approved by the CO or FM. The contractor shall save and keep harmless and indemnify the Government against any and all liability claims and costs of whatsoever kind and nature of the injury to or death of any person or persons and for loss or damage to any property (Government or otherwise) occurring in connection with or in any way incident to or arising out of the occupancy, use, service, operations, or performance of work in connection with this contract, resulting in whole or part from the negligent acts or omissions of the contractor.
