About this file
This document is a Request for Quotation (RFQ) for the purchase of one used Thermo Delta Plus XP isotope-ratio mass spectrometer or an equivalent model. The U.S. Geological Survey (USGS) requires this instrument for their Reston Stable Isotope Laboratory to measure isotope ratios of water samples. The RFQ lists detailed technical specifications for the mass spectrometer, including required data acquisition and control system compatibility, collector array, dual-inlet system capability, and exchangeable circuit boards. No installation or training is needed, as the USGS will arrange for packing and shipping of the instrument. The RFQ has a response due date of May 2, 2024 and the period of performance is April 15, 2024 to April 14, 2025. Award will be made to the lowest priced, technically acceptable offeror.

Background:
The U.S. Geological Survey (USGS) Water Mission Area (WMA) is responsible for developing and disseminating science-based information and tools needed for a fundamental understanding of the processes that affect the availability, movement, and quality of the nation’s water resources. In support of this mission, the Reston Stable Isotope Laboratory (RSIL) conducts research on the use of stable hydrogen and oxygen isotope ratios of organic material.
Scope:
This specification covers requirements for one isotope-ratio mass spectrometer for use in measuring isotope ratios of samples submitted by USGS Water Science Centers.
Requirements:
Technical specifications of the isotope-ratio mass spectrometer:
(1) New or used Thermo Delta Plus XP (Brand Name or Equal) isotope-ratio mass spectrometer or equivalent.
(2) Data acquisition and control system compatible with the Microsoft Access (or equivalent) application LIMS (Laboratory Information Laboratory System) for Light Stable Isotopes.
(3) Collector array to have three collectors with capability to collect simultaneously and analyze m/z 44, 45, and 46 ion beams.
(4) Collectors for m/z 2 and 3 to be dedicated for hydrogen isotope-ratio measurement.
(5) Dual-inlet system capability required.
(6) Circuit boards required for operation include those for data acquisition, high voltage control, ion source control, magnetic field control, and dual-inlet operation. Circuit boards to be exchangeable with those in 2003 USGS-owned Thermo Delta Plus XP (Brand Name or Equal) isotope-ratio mass spectrometer.
(7) Fibre optic cable and fibre optic cable computer interface board.
Installation, Training, and Acceptance:
No installation or training is needed. U.S. Geological Survey will arrange for packing and shipping of instruments.
