SALIENT CHARACTERISTICS

Statement of Work / Product Requirements

Background The USGS Fort Collins Science Center seeks to purchase 45 Iridium GPS radio collars that will be deployed on wild horse mares.

This acquisition is part of a research project that will assess the interactions of horses with other wildlife, and for counting wild horses by using radio collar corrections. We aim to use the radio collars to mark and locate individual females to collect behavior data, survival, fertility, fecundity, and conduct habitat selection studies with the smaller temporal scale locations possible with a GPS radio collar.

Scope The contractor shall provide 45 global positioning system (GPS) radio collars with 2-way iridium communication that can be immediately deployed on wild horse females. Exact federal frequencies will be provided upon contract award.

Objectives The goals and objectives of the radio collars are: first, to be able to identify individual females, and locate them in the field reliably using the VHF signal from the collar for a minimum of 4 years;

second, to test whether radio collars will remain on wild horse mares and burro jennies, or break off, or potentially be pulled off during interactions with other mares or jennies, or by males; third, to be able to monitor survival using the mortality sensor in radio collars; fourth, to determine their fertility and fecundity by using the collars to locate females to collect fecal samples for pregnancy detection, and to locate females to determine parturition status during spring and summer for mares, and all year ‘round for burro females; and fifth, to use the smaller temporal scale of location data from GPS collars for habitat selection modeling on a schedule of 1 location/fix every 2 hours for

2.5 years.

To achieve these goals, USGS is applying 45 GPS radio collars on wild horse mares in California’s Modoc National Forest.

Requirements The radio collars shall have the following specifications:

A very high frequency (VHF) beacon that can function for a minimum of 4 years and is audible from a distance of 4 miles (~6,500 meters).

The entire collar plus communications unit, etc. weight shall not exceed 1200 grams for wild horse mares.

javascript:__doPostBack('ctl00$ctl00$body$homebody$RecentDocuments$C$RecentDocumentsControl$PinnedDocumentResults$ctl00$DocumentNumberLink','')

The frequencies of collars shall be in the 162.000-165.999 megahertz (MHz) range, with exact frequencies provided on award.

Collar material must be soft pliable plastic-like, not hard leather or even leather-like and the belting must be 2 inches in width. The collar material/belting must be very strong but soft. All collar belting edges must be rounded or beveled to smoothness. Sharp edges of any kind can cause sores and rubbing wounds. Any metal or sharp parts should be covered in foam or sanded smooth.

Color of belting shall be brown, beige, or tan (not white or any bright color) Shape of the collar can be oval or teardrop, however oval collars should have some adjustment capabilities on both sides of the collar to make sure the GPS antenna can be fitted at the top of the neck of the female equid:

Circumference and Weight for 45 Mare collars:

The fitted circumference of the radio collars for wild horse mares must be variable, so that it is 26 inches at the smallest sizing, and 34 inches at the largest sizing. Sizing up to 36 inches would be acceptable and preferable. The weight of wild horse mare collars shall not exceed 1200 grams.

The sizing of all radio collars shall be adjustable with holes spaced no larger than ½ inch, and for oval shaped collars must have some adjustment capabilities on both sides of the collar to be sure GPS antenna is at top and more importantly, so collar maintains oval proper positioning on the animal for long-term fit and wear. Please describe the shape of collars and type of adjustment available on collars when submitting a bid.

Bolts (and nutdriver) must be ≥ ¼ inches or it will not be strong enough for wild horses.

Edges of the collar must be smoothed, and any collar ends that are in contact with the animals hide or skin, must be smoothed or rounded so no parts are sharp or rough.

VHF transmitter

The VHF transmitter must be in a sealed housing, so that it resists the effects of water and wear.

The VHF transmitter must have an operating life of at least 4 years and remain operable at -17 degrees Celsius (0 degrees Fahrenheit).

THE VHF transmitter must include a mortality switch, set to deploy after 3 hours of inactivity.

The antenna for the VHF transmitter must be enclosed between layers of collar material, or it will be chewed off by fellow wild horse friends, neighbors, enemies, and offspring, resulting in an inability to detect a signal. The signal must be audible from a minimum distance of 4 miles.

GPS transmitter

The GPS must be in sealed housing, so that it resists effects of water and wear, and can be submerged in a watering pond. It must be a separate communication system and have a separate antenna from the VHF transmitter. The connection wires between the GPS electronics and the GPS antenna must be contained within layers of the collar material.

javascript:__doPostBack('ctl00$ctl00$body$homebody$RecentDocuments$C$RecentDocumentsControl$PinnedDocumentResults$ctl00$DocumentNumberLink','')

The GPS system must be able to record coordinate locations based on data received from the GPS system of satellites, and then transmitted via iridium communication system.

The GPS system must have the memory and battery life capacity to receive a location every 2 hours for 2.5 years.

Drop-off mechanism

Collars shall be equipped with a drop-off mechanism with the ability for an observer to manually release the collar (radio- or email-controlled release of some kind) once the animal is located within 500-600 meters of the observer (could be from an aircraft). A backup timed release would be acceptable and preferable. Please describe the drop off capabilities that may be applied on the collar when submitting a bid.

Instructions to Offerors

1 Provide an Accessibility Conformance Report (ACR) for each commercially available javascript:__doPostBack('ctl00$ctl00$body$homebody$RecentDocuments$C$RecentDocumentsControl$PinnedDocumentResults$ctl00$DocumentNumberLink','')

Information and Communication Technology (ICT) item offered through this contract.

Create the ACR using the Voluntary Product Accessibility Template Version 2.1 or later, located at https://www.itic.org/policy/accessibility/vpat. Complete each ACR in accordance with the instructions provided in the VPAT template. Each ACR must address the applicable Section 508 requirements referenced in the Work Statement. Each ACR shall state exactly how the ICT meets the applicable standards in the remarks/explanations column, or through additional narrative. All "Not Applicable" (N/A) responses must be explained in the remarks/explanations column or through additional narrative. Address each standard individually and with specificity, and clarify whether conformance is achieved throughout the entire ICT Item (for example - user functionality, administrator functionality, and reporting), or only in limited areas of the ICT Item. Provide a description of the evaluation methods used to support Section 508 conformance claims. The agency reserves the right, prior to making an award decision, to perform testing on some or all of the Offeror’s proposed ICT items to validate Section 508 conformance claims made in the ACR.

2 Describe your approach to incorporating universal design principles to ensure ICT products or services are designed to support disabled users.

3 Describe plans for features that do not fully conform to the Section 508 Standards.

4 Describe "typical" user scenarios and tasks, including individuals with disabilities, to ensure fair and accurate accessibility testing of the ICT product or service being offered.

Acceptance Criteria

1 Prior to acceptance, the government reserves the right to perform testing on required ICT items to validate the offeror’s Section 508 conformance claims. If the government determines that Section 508 conformance claims provided by the offeror represent an inaccurate level of conformance than what is actually delivered to the agency, the government shall, at its option, require the offeror to remediate the delivered item to align with the required Section 508 conformance claims prior to acceptance.
