BRAND NAME SALIENT CHARACTERISTICS:

Sellers shall offer the Marport M3 receiver and trawl monitoring sensors, equipped in accordance with the attached Brand Name Specifications, or equal to the following Brand Name Salient Characteristics.

BACKGROUND

The Department of the Interior, U.S. Geological Survey (USGS) Great Lakes Science Center, Huron, OH uses a four-seam, three-bridle bottom trawl for fish surveys on Lake Erie conducted by the Research Vessel (R/V) Muskie.

The USGS is interested in purchasing a Marport net monitoring system complete with a M3 receiver, head rope / wingspread sensors, and two hull-mounted hydrophones (port and starboard) with through-hull penetrations, or equal to the characteristics.

Contractor shall install equipment during the next vessel haul out (work to begin fall/winter 2023).

SALIENT CHARACTERISTICS

Goods/Products Salient Characteristics:

1. The offered trawl monitoring system must be compatible with the R/V Muskie’s bottom trawl design.

2. The new hydrophone cables shall terminate at the R/V Muskie pilot house where the new receiver and computer with operating software will reside.

3. The trawl monitoring system must be capable of monitoring simultaneously, and in real time, the trawl wingspread distance, headrope depth, and an echogram from a transducer built into the headrope sensor.

4. All sensors must also provide in real time the depth, pitch and roll, temperature, and the status of sensor battery.

5. Beyond real-time trawl monitoring, the system must be capable of archiving all sensor data to a computer hard disk along with time stamps and GPS data in comma-separated format (or equivalent) at a minimum of 10 second intervals.

6. Trawling sometimes occurs in adverse weather and trawl sensors are subject to dropping on the back deck from a height of 3 feet and collision with an aluminum net reel as trawls are retrieved.

7. The sensors must be able to withstand these forces without housings cracking or internal electronics becoming damaged.

8. The trawl sensors must be able to perform in the range of -5oC to 25oC air and water temperatures.

9. Because the trawling is done for scientific monitoring of fish population status and trends the sensors must provide accurate data. The headrope and wingspread sensors must be accurate to 0.1 m, temperature sensors accurate to 0.1oC, and pitch and roll sensor angle measurements accurate to 1.0o.

10. All sensors must be pressured rated so they can be safely deployed to the greatest depths found in Lake Erie (approximately 64 m).

11. The headrope sensor must have a built-in transducer (aimed toward the lakebed or on the bottom of the sensor) that outputs an echogram that can be viewed in real-time with the system software. This is needed for real-time visualization of the relative numbers of fish entering the mouth of the midwater trawl and for confirmation that the bottom trawl is in contact with the lakebed.

12. The sensors attached to the net should weigh no more than 5 kg in air because heavier sensors could change how the trawl fishes; thus, compromise comparisons to past trawling results.

13. All sensors shall be able to operate for 30 straight hours without needing to be recharged.

14. All ship-based components (receiver, control computer, etc.) must be powered with 110 VAC available on the

R/V Muskie.

15. The trawl monitoring system must have a User’s Manual that describes the electronic components including technical specifications, description of the software and troubleshooting steps.

16. FOB Destination. Contractor shall ship items to the Lake Erie Biological Station, 380 Huron Street, Huron, OH, 44839.

Installation and Training, Trawl Monitoring System:

The contractor is not required to do a site visit to complete Task 1 and Task 2.

PAGE OF PAGES

Task 1: The contractor must answer questions by telephone and email as the hydrophones, through-hull fittings and hydrophone cables are installed by the shipyard contractor with the R/V Muskie’s Technical Liaison (TL) and R/V Muskie Captain. The current mountings can be modified per the manufacturer’s recommendations.

Quality Standards: The hydrophones, through-hull fittings, and hydrophone cables are installed so the latter run from the hydrophones to the R/V Muskie pilot house. The installation must meet or exceed the Manufacturer’s recommended installation guidelines in accordance with the Manufacturer’s Manual.

Time Standard: Contractor shall complete task during the next vessel haul out (fall/winter 2023).

Quality Assurance Surveillance Plan (QASP): The contractor demonstrates that the quality standards have been met to the TL and R/V Muskie Captain for this task. Upon successful completion of Task 1, Task 2 shall be conducted.

Task 2 - The contractor must answer questions by telephone and email to aid in a bench test conducted by the TL and R/V Muskie Captain to confirm the hydrophone installation was successful while the vessel is in dry dock at the shipyard.

Quality Standards: The TL and R/V Muskie Captain successfully installs all remaining trawl monitoring system components including the cabling, receiver, and controller computer with software are installed in the R/V Muskie pilot house per the Manufacturer’s recommended installation guidelines. A bench test conducted by the TL and R/V Muskie Captain demonstrates that the newly installed hydrophones can detect a trawl sensor placed directly in front of the hydrophones.

Time Standard: Contractor shall complete task during the next vessel haul out (fall/winter 2023).

QASP: The contractor demonstrates that the quality standards have been met to the TL and R/V Muskie Captain.

The contractor is required to travel to Huron, OH (or location of haul out if required) following installation and test of equipment to provide service towards Task 3 and Task 4.

Task 3: The contractor shall demonstrate full functionality of the trawl monitoring system during a 1-day sea trial cruise (not to exceed 10 hours) with sensors deployed on both a bottom trawl.

The contractor shall demonstrate full functionality of the trawl monitoring system during a deployment of a bottom trawl fished along a down-the-bank transect.

Quality Standard: The contractor must demonstrate that all features of the trawl monitoring system provide visualization and archived data of the trawl headrope depth, wingspread, temperature and the down-looking echogram when sensors are deployed on a bottom trawl while trawling occurs. The contractor must also demonstrate all features of the multi-sensors including the pitch and roll and battery options are visually displayed in real time and archived to the controller computer. Missing archived data (data gaps) must not exceed 30 seconds.

Time Standard: Contractor shall complete task during the next vessel haul out (fall/winter 2023).

QASP: The contractor shall implement its Quality Control measures before contacting the TL to begin the Government's Quality Assurance measures that follow. The TL and R/V Muskie Captain will verify that all sensor data are visualized on the trawl monitoring software during the task. Within 12 hours of completing the sea trial, the TL and R/V Muskie Captain will analyze the archived data to confirm there are no data gaps exceeding 30 seconds for any of the sensors. If the trawl monitoring system is substandard, the TL will notify the contractor with a list of substandard factors within 2 business days. The contractor shall replace all substandard goods and redo all substandard services at no additional cost to the Government within 10 days.

Task 4. The contractor will provide up to 10 Lake Erie Biological Station staff (hereafter trainees) a 4-hour orientation on how to use and maintain the trawl monitoring system.

Quality Standards:

1)The training will occur aboard the R/V Muskie.

PAGE OF PAGES

2)The trainees shall become familiar with the Manufacturer's User's Manual.

3) The trainees shall become familiar with the Trawl Monitoring System Software.

4) The trainees shall become familiar with the charging of sensors.

5) The trainees shall become familiar with maintenance of the trawl monitoring system.

6) The trainees shall become familiar with how to deploy sensors on trawls.

Time Standard: Contractor shall complete task during the next vessel haul out (fall/winter 2023).

QASP: The contractor will prepare two items: 1) an agenda for the for the 4-hour orientation, and 2) a 10-question multiple choice and/or true/false test that will be administered to trainees at the end of the orientation. The contractor will prepare items 1) and 2) for approval by the TL before the training. The training agenda must include calibration and configuration of the receiver and sensors, use of spectrum analyzer and dealing with noise interference (particularly in the 38kHz band), configuration of the trawl positioning system including NMEA interface, customization of data displays in acquisition software, and storage, replay, and export of sensor data. The post-training test should capture the most common errors that can occur in the use and maintenance of the Manufacturer’s trawl monitoring system. At the end of the orientation the test will be administered by the TL and a list of questions answered incorrectly by the trainees will be compiled by the TL. The contractor must discuss all incorrect answers further with the trainees.
