PERFORMANCE WORK STATEMENT
I. GENERAL INFORMATION
A. Introduction:
The USGS CSS Data Preservation requires the upgrade of an existing teleconferencing system to be upgraded to support videoconferencing located in Building 810, F-Bay, room F1020 on the Denver Federal Center.
B. Background:
The existing public address (PA) and teleconferencing system was installed in July 2018 to support employee meetings requiring remote attendance. Videoconferencing is now the standard for remote conferencing and the current PA system must be upgraded to support employee and customer videoconferencing needs.
C. Scope:
The scope of work will include the purchasing, installation, and programming of required audiovisual equipment by a qualified company. The objective of the work is to add videoconferencing capabilities to the existing PA and teleconferencing system in the large conference room.
II. WORK REQUIREMENTS
The existing PA and teleconferencing system in our large conference room must be upgraded to be able to support videoconferencing. The conference room is approximately 2000 square feet in size and used for meetings with 45 – 105 attendees and contains the following equipment:
Ceiling mounted InFocus IN122 projector – 1ea
10’ x 5’ retractable screen – 1ea
In-ceiling speakers – 12ea
In ceiling microphones for teleconferencing. Clear One 910-001-014-W Ceiling Microphone Array Kit - with Mixer Adapter Cable – 4ea
Middle Atlantic MFR-1227GE Mobile equipment rack (12 SPACE, 27 IN DEEP) – 1ea
12 channel Yamaha MG12/4 analog mixer – 1ea
GTD Audio wireless handheld microphones & receiver – 2ea
Pyle wireless lapel microphones& receiver – 2ea
Shure wired microphone – 1ea
Auxiliary cable for laptop audio – 1ea
8 channel amplifier – 1ea
Biamp TesiraFORTE AVB VT A digital server-class device with fixed I/O configuration of 12 mic/line level inputs (with Sona AEC technology) and 8 mic/line level outputs, 4 GPIO connections, up to 8 channels of configurable USB audio, 1 channel of Standard VoIP telephony & POTS, networked audio via AVB. – 1ea
Tesira EX-AEC 4 channel mic/line expander with AEC, AVB – 1ea
Biamp HD-1 Tesira Tabletop Dialer, Speed dialing from up to 100 stored numbers, Volume adjustment, Mute, Hold, Multi-line call conferencing – 1ea
POE36U-1AT-R Phiong Gigabit PoE+ Injector. – 2ea
Araknis Networks AN-110-SW-R-8 8-port Gigabit Unmanaged+ Network Switch, OvrC, Remote Management Platform, Rear Ports, Standard IEC Detachable Power Cable, Rack or Wall Mount Options, BLACK – 1ea
To upgrade the current system described in II.A.1.a.i-xiv to support videoconferencing the following equipment must be replaced/added and integrated into the existing system:
Commercial high contrast projector, minimum 5,000 lumen will replace existing InFocus projector - 1ea
New 8 Channel Amplifier to replace existing amplifier. – 1ea
New 6.5" two-way ceiling speakers will replace 12 existing in-ceiling speakers – 9ea
QLED 75", HDR, 4K, UHD monitor will be mounted to the west wall of the conference room with a low-profile tilting mount. This extra screen will display the same image in the front of the room for any participants in the back of the room – 1ea
Pull CAT6 from TV location to AV rack for hardware functionality – 1ea
8.0” (maximum 10”) touch panel with mounting accessory included, will be mounted to the north wall to the left of the light switch to replace existing mixer and Biamp phone dialer – 1ea
Pull CAT6 from Touch Panel location to AV rack for hardware functionality. – 1ea
Two PTZ 12x72 PoE cameras with mounting brackets will be installed to allow remote viewing of the speaker and the audience – 2ea
A 4K60 4:4:4 Network Video Endpoint compatible with existing Biamp system that supports optional stand-alone operation for audio DSP with local video switching (no encoding or decoding) and AV bridging will be installed to support videoconferencing and eliminate the existing Yamaha analog mixer – 1ea
The addition of AvProEdge KVM Wall Plate. This plate will be installed in the front of the room centered to the screen. This plate will allow any device to project and use the room systems for meetings – 1ea
Pull CAT6 from KVM Wall Plate to AV rack for hardware functionality – 1ea
Pull other needed cables from equipment to control panel to allow for room control and automation.
Size restrictions and minimum requirements
New equipment must fit in existing rack (Middle Atlantic MFR-1227GE Mobile equipment rack 12 SPACE, 27 IN DEEP), or larger rack cost must be included in estimate.
Cabling estimates must account for size of the conference room (approximately 2000 square feet). Current set up has a 50’ HDMI cable from the projector for laptop hook up and the equipment rack has a 15’ power and ethernet cable to allow for movement of the rack.
The room does not and will not ever have a dedicated computer so the system will need to allow for plug and play with various laptops.
Commercial projector must work with current 10’ wide x 5’ tall screen.
1. Criteria for acceptance of Product or Service
Only products that meet the equipment specifications listed above and fit within the existing equipment rack will be accepted (Brand Name or Equal). Installation must be provided by experts with knowledge and experience related to public address, teleconferencing, and videoconferencing systems. Contractor’s compliance will be measured after installation and programming of the added equipment through successful operation of the system.

BASIS OF AWARD:
The award of this requirement shall be made using the policies in the Federal Acquisition Regulation (FAR) Part 8.4 Federal Supply Schedules in conjunction with FAR Part 13 Simplified Acquisition Procedures, as appropriate for this acquisition. Award shall be made to the vendor whose quote conforming to this RFQ, is determined to be the most advantageous to the government, cost or price and the other non-cost or non- price factors listed above. In determining which quote offers the greatest value or advantage to the Government, overall technical merit will be considered more important than price or cost. The degree of importance of price or cost as an evaluation factor will increase with the degree of equality in the technical merits of the quotes. Between acceptable quotes with a significant difference in technical merit, a determination will be made as to whether the additional technical merit or benefits reflected by a higher priced quote warrants payment of the additional price or cost.
Evaluation Factors:
(a) Proposals submitted in response to this RFQ will be evaluated based upon the following non-price or non-cost factors, which are of equal importance.
Factor (A) Technical Performance:
Develop and implement a plan to upgrade existing auditorium AV system that meets requirements specified in the Performance Work Statement.

Past performance information provided by references, from Government records, or from other than the sources identified by the offeror may be used in the evaluation under any or all applicable evaluation factors. All past performance information will be used for both the responsibility determination and the best value decision.
Overall technical merit will be considered more important than price or cost. The degree of importance of price or cost as an evaluation factor will increase with the degree of equality in the technical merits of the quotations. Between acceptable quotations with a significant difference in technical merit, a determination will be made as to whether the additional technical merit or benefits reflected by a higher priced quotation warrants payment of the additional price or cost.
Travel pay is not authorized.
Quotation Preparation The seller is cautioned to study the Evaluation Factors stated above along with their relative importance. Your quotation package shall address each of these factors since these are the standards against which your quotation will be evaluated. It is the seller’s responsibility to include the appropriate documentation in its quotation package to allow a complete technical/price evaluation. Failure to submit the appropriate documentation may result in the rejection of the vendor’s bid.
