SCOPE OF REQUIREMENT

Background

The U.S. Geological Survey, Energy Resources Program, has a requirement to subscribe to a database with continental United States coverage that contains organic geochemical data on source rock and oil samples from exploratory wells and producing fields. The subscription must additionally include PVT data. The database must be in digital form with precise location information such that data can be plotted on maps. Access to such a database is critical to the identification and mapping of petroleum systems for the Energy Resources Program (ERP) assessment projects and for furthering research. Geochemical data is expensive to obtain and access to samples to submit for geochemical analyses is limited and expensive; additional geochemical data along with PVT data adds to the robust nature of assessments performed by the ERP. The database must be web accessible. This database shall be updated with new data annually.

SALIENT CHARACTERISTICS FOR PETROLEUM DATABASE (PD):

1. Access to the RFDbase, or a portion of the RFDbase, which must minimally include:

Oil Data (3,389 samples) from the following basins:

Permian

Greater Wyoming

Onshore Gulf Coast

Source Data (259,981 samples) from the following basins:

Greater Wyoming onshore Gulf Coast

PVT Data (37 samples) from the following basins:

1. Sample identification information must be accessible, including well name, sample depth interval and latitude and longitude on all oil and source rock samples included in the subscription to the database.

2. Analytical results for oils and source rock performed by the prospective vendor, and data gleaned from industry, government, and the literature sources will be included in the file. Note: the prospective vendor must demonstrate a wide range of data secured from sources not duplicated in the USGS Energy Geochemistry DataBase.

3. The database will be web accessible to the USGS. The USGS is allowed to view, download and subsequently manipulate the geochemical and PVT data.

4. The proposed vendor will instruct the USGS users on the procedures and mechanisms of the use and functions of the database.

5. The USGS has unrestricted access to all the data in the Database Subscription in the basins specified above during the period of the contract. The USGS may publish any synthesis and interpretations from the database with appropriate citations as to data source. However, the USGS will not publish raw data without express written consent of the vendor. The vendor will be reasonable and timely with an authorization response.

6. The Database Subscription shall contain a variety of analytical results for oils. The following parameters shall be included (not all parameters are required for each sample and all additional geochemical analyses shall be included where available even if not on the list below):

7. The Database subscription shall contain a variety of analytical results for source rocks. The following parameters shall be included (not all parameters are required for each sample and all additional geochemical analyses shall be included where available even if not on the list below):

8. The Database subscription shall contain PVT data from public and private sources.

This data will be used to aid in determining fluid property prediction and must be presented in a format so data can be directly compared. Raw data must be available.

9. Option for the USGS to change the basins of interest to other basins should the need arise to obtain data from other basins of higher priority for assessments.

User Access to USGS IT Systems or IT Supports Services (Greater than User Access Certification and Accreditation on USGS systems to which the Contractor may have access under this contract will be conducted by the Government or another of its contractors.

Development or Maintenance of Custom Applications The contractor will perform Certification and Accreditation (C&A) services on the application developed or maintained hereunder prior to going into production. The application must be re-accredited every three years or whenever there is a major change that affects security. C&A documents will be provided to the COR in both hard copy and electronic forms. The contractor must follow NIST SP 800-37, 800-18, 800-30, 800-60, 800-53A, Federal Information Processing Standard (FIPS) 199 and 200, the associated DOI guides/templates, the DOI Security Test & Evaluation (ST&E) Guide, and the DOI Privacy Impact Assessment.
