STATEMENT OF WORK

GENERAL INFORMATION

A. INTRODUCTION

The USGS Upper Midwest Water Science Center (UMid-WSC) conduct cyanobacterial harmful algal bloom

(cyanoHABs) assessments via collection of water samples in lakes and rivers that are or could be susceptible to bloom conditions. The environmental conditions that contribute to cyanoHAB formation include sunlight intensity, air and water temperature, wind speed and direction, wave height and duration, dissolved oxygen, specific conductance, and nutrient concentration, among others. Because these conditions can change rapidly, collecting water samples as a bloom is occurring can be difficult as some locations are remote and travel to the locations may take longer than the bloom is present. Therefore, the UMid-WSC need a portable, self-reliant, deployable system or buoy that can be deployed from a small watercraft which transmits these environmental characteristics, GPS location, and water pigmentation real-time using a low-energy cellular signal to a static secure web server. These data will then be used to determine if conditions are favorable for a cyanoHAB to occur.

B. PROJECT BACKGROUND

CyanoHABs have been negatively affecting aquatic ecosystems aesthetically, chemically, physically and biologically. The most notable effect cyanoHABs have are the production of cyanotoxins which have been linked to fish kills, human illness and dog and cattle deaths.

UMid-WSC is developing multiple projects to investigate environmental conditions that indicate when a cyanoHAB is occurring so that cyanotoxin sampling can be conducted before possible human or domestic animal exposure. The need for real-time measurements of these environmental indicators is vital for early detection and therefore early warning for public contact of the affected waters.

C. SCOPE

Services, non-personal, to provide all equipment, labor, travel, and supplies, materials, data transmission, and hosting (unless otherwise provided herein) necessary to provide a self-reliant buoy system with the aforementioned data conveyance and analysis capabilities.

3.0 PROJECT SPECIFICATIONS AND ASSOCIATED COSTS

The UMid-WSC will be responsible for deploying and securing the buoys, retrieving the hosted data, data analysis, publication, and submitting all administrative paperwork. The UMid-WSC has several ongoing, multi-year projects that are monitoring cyanoHABs across multiple states and to ensure consistency and data quality on these projects, buoy purchases shall be from the same contractor. UMid-WSC agree to pay the cost for the physical buoy and data hosting subscription based on the needs of the individual projects.

TECHNICAL REQUIREMENTS

The contractor shall:

1. Perform quality control checks on the buoys and ensure each sensor is fully calibrated before shipping.

2. Provide a complete, 8 EA waterproof buoys with sensors to include:

a. GPS

b. Phycocyanin

c. Chorophyll -a

d. Turbidity

e. Air Temperature

f. Water Temperature

g. Ambient light

h. Phycoerythin

3. Deliver all data no later than 30 business days from the transmission of the buoy data. Both raw and processed data collected by the buoys will be available for weekly download. All data will be available for download at the end of the growing season when the buoys are removed.

4. Provide a written document describing the methods used for all calibrations and raw data processing.

The contractor shall:

1. Provide consultation services when deploying buoys to ensure proper data transmission.

2. Provide consultation for data or equipment failures during the duration of the data subscription.

3. Provide a Web-based dashboard for data delivery that allows the USGS to retrieve data.

4. Provide annual calibration and maintenance of buoys dependent on the purchase of the calibration/maintenance package.

SUPPORTING INFORMATION

Period of Performance: 10/01/2021 – 09/30/2026

The contractor shall deliver data no later than 30 business days following receipt of transmitted data.

This contract will be in place for the annual duration of subscription services or until September 30, 2026.

USGS QUALITY ASSURANCE SURVEILLENCE PLAN

The USGS Technical Liaison (TL) will assure that the contractor delivers the quality products and services described. The TL will monitor all aspects of the services performed by the contractor. Substandard

Services, services that fall short of the described standards, shall be re-done by the contractor at no additional cost to the Government within 30 days of identified issue.

Standard Manufacturer Warranty

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller

General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within 30 Days. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.

52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days before expiration of period of performance.

52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days before the contract expires; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.
