Statement of Work
I. GENERAL INFORMATION
A. Introduction
The U.S. Geological Survey’s (USGS) National Seismic Hazard Model Project (NSHMP) seeks a contractor to provide data, methods, and models to help better define the best ground motion models (GMMs) to apply in the Rocky Mountain Zone (RMZ; defined as from the Wasatch front to the Colorado Range Front). There are several datasets which can be applied to determining the attenuation characteristics of this RMZ; earthquake stress drops, attenuation properties (1/Q), heat flow, crustal thickness, etc.) For this opportunity we are particularly interested in better understanding the stress drops and other geophysical data of earthquakes in this region to determine if they have characteristics that are more similar to the central and eastern U.S. (CEUS) earthquakes or to the western U.S. (WUS) earthquakes.
B. Background
The National Seismic Hazard Models (NSHMs) are an important product of the USGS and form the basis for the seismic provisions of U.S. building codes, as well as other engineering-design requirements, risk assessments, and planning decisions (e.g., Petersen et al., 2014; 2020). The probabilistic seismic hazard analyses in the NSHMs currently uses different GMMs for assessing hazard in the CEUS and in the WUS. The spatial location where the maps transition from one type of model to the other is based on geophysical data and expert opinion. We seek information to help us determine the best boundary location or transition region across which these various ground motion models apply.
The current boundary is defined in the 1996 NSHM (Frankel et al., 1996). Darragh et al. (2019) applied data to simultaneously invert for stress drops and 1/Q. They found that the RMZ has earthquakes that are more similar to the WUS than the CEUS. We would like to check this important result. Earthquake data has been collected and archived by the Next Generation Attenuation (NGA) projects and EarthScope transportable array as it can influence hazard at sites within and near the RMZ. These strong motion data along with analysis tools for assessing stress drops (e.g., empirical Green’s function analyses) can be used to determine if earthquakes in the RMZ have relatively higher stress drops, similar to the CEUS or relatively lower stress drops similar to earthquakes in the WUS. Other geophysical properties of the crust may also be an important consideration in development of these GMM applications.
The NSHMP is looking for a contractor to acquire the strong motion data, other geophysical data, and use proven methods and models to help us better define the best GMMs to apply in the RMZ.
C. Scope
The contractor will work with NSHMP scientists in assessing the stress drops and other geophysical data to better define the optimal locations or zone where we could transition between the alternative regional GMMs. The contractor shall participate in all phases of planning, implementation, testing, and documentation.
II. WORK REQUIREMENTS
A. Technical Requirements
During the contract period, the contractor shall help the NSHMP with:
a. Task 1: Provide data, methods, and models to better define the best GMMs to apply in the RMZ (defined as from the Wasatch front to the Colorado Range Front). We will consider Q-attenuation, stress drop, and other relevant geophysical data in developing this transition zone or a single attenuation boundaries.
The contractor can make up to two trips to Golden, CO, if needed, for discussions during the contract period for the purpose of attending in person meetings with the NSHMP. For the majority of the contract period, the contractor will be working remotely but will be expected to have regular online meetings with NSHMP scientists.
B. Deliverables
a. Task 1: Provide data, methods, and models to better define the best GMMs to apply in the RMZ (defined as from the Wasatch front to the Colorado Range Front).
i. A report will be delivered to the NSHMP recommending how and which GMMs could be optimally applied in the NSHMs.
III. SUPPORTING INFORMATION
A. Place of Performance
a. The contractor will work remotely, unless traveling to Golden, CO to meet with the NSHMP scientists in person (see Technical Requirements).
B. Period of Performance
a. All work should be introduced by December 31, 2021 and finalized by
September 30, 2022 for use in the 2023 NSHM.
C. Special Considerations
a. Key personnel qualifications.
i. The contractor must be a subject matter expert in the field of geophysical data analysis and in particular the use of strong motion data and its application in the NSHMs. Applicants should submit their resume/curriculum vitae, highlighting technical work and/or publications related to this field of study.
b. Data rights, safety, environment.
